Office of County Commissioners
Washington, Pa., December 16, 1976
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady, John Cadez, Engelhardt & Power; John
Drake, Senior Citizens; Mrs. Miller, League of Women Voters; John Stevens,
Observer -Reporter; Rich Nardine, Daily Notes;and Earl Bugaile, WKEG.
Chairman noted for the record that the three Commissioners,and the
lChief Clerk were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 22, each member having received a copy.
Chief Clerk referred to Ordinance No. 76-1, which the Board acted upon
at last week's meeting and requested that it be included in the minutes in its
entirety.
Moved by Mr. Paluso, seconded by Mr. Morgan, that Minute No. 47 be
approved as read and to include the following Ordinance in its entirety.

Motion carried unanimously.
An Ordinance to create a Surplus Account
in the Sinking Fund
i WHEREAS, it is generally agreed that capital expenditures
should be anticipated and budgeted for; and
WHEREAS, capital expenditures are frequently associated
with a financial program that demands the exercise of borrowing;
and
WHEREAS, it requires a specialized pattern of decision
making concerning the expenditures, such as being undertaken in
order of priority and only if the financial resources of the
j present and future permit and are financed through the most
economical manner; and
WHEREAS, in spite of the limited and restricted resources
imposed upon them, the Board of Commissioners believe that it is
possible for County government to set aside specific sums from
current revenues each year to be applieddto capital expenditures.
NOW, THEREFORE, it is resolved this 9th day of December,
1976, that the Board of County Commissioners of Washington County
create a surplus account in the Sinking Fund, that the moneys in
the surplus account may be used by Washington County for any law-
ful purpose, and that no contract with the holders of bonds or
notes shall provide to the contrary.
Deposits into the surplus account of the Sinking Fund for
revenue or guarantee revenue bonds or notes shall be made in
each year of all pledged revenues in excess of the sum of the
operating expenses plus one hundred and forty per cent of the
annual debt service for such year.
This Ordinance is adopted under the provisions of "The
Local Government Unit Debt Act" 1972, July 12, No. 185 1001,
as set forth at P.S. 53 6780-451, par. d and a shall become

effective ten (10) days after Maid Ordinance is published
in a newspaper of general circulation in the County.

Chairman Morgan informed everyone present of the following item
regarding Administrative Assignments:
The functions of County Goveertment have been divided amoung the three
Commissioners as follows. Each Commissioner will be responsible for those Depart-
ments listed under his name. When you have business with these Departments,
contact the Department Head or Chief Clerk; and if he or she cannot resolve the
problem, then it should be brought to the attention of the appropriate
Commissioner in charge df:that DepattmeAt.

1. Farview State Hospital - $3,825.00

Remarks:
Regarding the bill from Farview State Hospital, Mr. Paluso stated that Senator
Henry J. Cianfrani was conducting an investigation of Farview and it was noted
that the State appropriated 12h million dollars for the operation of Farview
State Hospital in taking care of the inmates. Mr. Paluso wanted to know, if
this was the case, why we are paying $75.00 a day for these people when the
state has already appropriated the money to take care df these people.
Mr. Paluso asked the news media if anyone had picked this up in the investigation
and suggested that a little investigative reporting could help us figure out why
we are paying this amount.
Chairman requested that Mr. Paluso correspond with Senator Cianfrani to seek an
answer to this question.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the foregoing
bills be approved.

Mr. Gilmore - Yes; Mr. Paluso - voted No for the Farview State
Hospital bill, and Yes for the other bills.
Mr. Morgan - Yes.
Motion carried.
Chief Clerk presented a contract to the Board for their consideration
between the County and the Bureau of Employment Security in order that the BES
might refer federal supplemental benefit people and the Office of Employment
and Training will attempt to place them. Mr. Brady added that this was a non-
financial agreement.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the contract
as per above.

Chief Clerk presented a contract to the Board for their consideration
between the County and the Bureau of Employment Security for verification of
unemployment insurance for participants in our institutional and less than class
size training. -Said contract will be in effect from October 1, 1976 through
September 30, 1977.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the contract
as per above.

Chief Clerk presented an On the Job Contract between the Office of

Chief Clerk informed the Board of a travel request for John Fantini,
Director, Manpower Planning, and members of his staff to attend a training
program on Title VI implementation in Philadelphia from December 19 thru 22.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the travel
request as per above.

Chief Clerk informed the Board of a request for approval of Change
Order No. 3 from McAnallen Brothers, Inc. in the amount of $718.00. Mr. Brady
explained that the latches on 43 d6ors at the Washington County Health Center
were not approved and roller latches had to be installed. Mr. Morgan added
that this was done to satisfy the Department of Labor and Industry.

No. 3 as per above.

Chief Clerk informed the Board of a telegram received from
Congressman Thomas E. Morgan announcing that the Environmental Protection Agency
has awarded a $15,220.00 grant to the North Strabane Township Municipal Authority
for a waste water tr_=+=- works facility plan.
Chief Clerk requested approval for the employment of Ronald Ferricks,
as a Motor Equipment Mechanic I for the Department of Parks, effective
December 13, 1976.under Manpower.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the employ-
ment of Ronald Ferricks as per above.

Chief Clerk read a letter of resignation from Norma Negro, Switch-
board Operator, effective December 28, 1976.
Chief Clerk read an announcement from the Mid Monongahela Valley of
Council of Governments informing all interested parties that Allegheny County
Commissioner Thomas Foerster will be at the Mon Valley Health Center at 3:00
p.m., Tuesday, December 21, 1976, to discuss communter train service between
Pittsburgh and the Valley.

Chief Clerk read an announcement from the Pennsylvania Public Utility
Commission giving notice that the application of The Peoples Natural Gas Company
for approval of the right to offer, render, furnish or supply liquid propane
gas service to the public in portions of Allegheny, Armstrong, Beaver, Blair,
Butler, Cambria, Clarion, Fayette, Greene, Indiana, Lawrence, Mercer, Somerset,
Venango, Washington and Westmoreland counties, will be considered, and it is
expected that hearings will be set in the near future.
Chief Clerk requested authorization to advertise for bids for the
demolition of the following properties: 86, 92, 98 West Beau and 30-32, 16
South Franklin, Washington, Pa.
Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief
Clerk to advertise for bids as per above.

In the absence of the Solicitor, Mr. Brady presented the following
tax refund to the Board for their consideration and approval.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Tax Assessment
Office be authorized to prepare the following tax refunds due to either duplica-
tion or overpayment of real estate or personal property tax:

Chief Clerk presented a lease agreement between the County and James
E. Harris, et al, for a District Magistrate's office in Richeyville, Pa., for
a term of January 1, 1977 to December 31, 1981.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the lease
agreement as per above.

Chief Clerk presented an agreement between the County and Group Home,
Inc. Mr. Brady stated that this was a continuance of a previous agreement
between the two parties and was recommended for approval by the County Solicitor,

Chief Clerk presented a resolution received from Attorney Robert
Zeman regarding the Eminent Domain Proceedings involving property owned by
James V. Maggi, in which the Commissioners will offer to pay unto James V. Maggi
the sum of $12,050.00 in full settlement and release of any and all claims
which he may have for this property.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the resolutiona
as per above.
