Office of County Commissioners
Washington, Pa., December 23, 1976
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady; Solititor Diamond; Budget Director
Gillespie; John Cadez, Engelhardt & Power; Bob Robertson, Observer Reporter;
David Lester, Brownsville Telegraph and Earl Bugaile, WKEG.
Chairman noted for the record that the three Commissioners, the
Chief Clerk and County Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 48, each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 48 be
approved as read.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Special Order of Budiness:
Chairman Morgan mentioned that there have been several changes in the
Commissioners staff and personnel during the past year and announced that during
the next year regular staff meetings will be held for each deparment head for
better organization in County government. Mr. Morgan stated that these meetings
will be held each Wednesday commencing the first week in January. The following
listings were supplied to all interested parties.

Chief Clerk presented the following bills to the Board for their
consideration and approval:

Chief Clerk informed the Board of a letter dated December 17, 1976,
from Child Welfare Services advising that Bernard Tychinski, Caseworker, will be
receiving a salary increase from $9,604.00 to $10,054.00 effective December 6,
1976, based upon his Performance Evaluation Report.
Chief Clerk read the following Resolution:
ANNUAL BUDGET FOR THE COUNTY OF WASHINGTON
FOR THE YEAR 1976
TAX LEVY AND APPROPRIATION RESOLUTION
RESOLUTION NO. 49.1
A RESOLUTION OF THE COUNTY OF WASHINGTON, and the Commonwealth of
Pennsylvania, fixing the tax rate for the year 1977 and appropriating
specific sums estimated to be required for the specific purposes of
the County government, hereinafter set forth, during the current fiscal
year.
BE IT RESOLVED AND ENACTED, and it is hereby resolved and enacted
by the Board of County Commissioners of the County of Washington,
Pennsylania:
Section I. That a tax be and the same is hereby levied on all
property within the said County subject to taxation for County purposes
for the fiscal year 1977 as follows:
(a) Tax rate for general County purposes, the sum of
twenty (20) mills on each dollar of assessed --valuation or the
sum of two hundred (200) cents on each one hundred dollars of
assessed valuation or the sum of twb ($2.00) dollars on each
dns�hundred dollars of assessed valuation; for debt purposes,
the sum of two (2) mills on each dollar of assessed valuation
or the sum of twenty (20) cents on each one hundred dollars of
assessed valuation.
Section II. The Washington County Commissioners do hereby establish
and adopt the ratio of thirty (30) percent of market value as the basis
for levying of taxes for the year 1977 and that the assessed valuation
be set at $268,903,392.00 as certified to the Washington County Board of
Commissioners by the Chief Assessor of Washington County as of November
1, 1976.

Section III. In accordance with the provisions of the Act
of Assembly dated June 17, 1913, P.L. 507 as amended, known as the
Personal Property Tax, that a four (4) mill tax be levied upon all
taxable items enumerated and authorized in said Act, for general
County purposes for the year 1977.
Section -IV. All taxpayers, subject to the payment of taxes,
assessed by the County shall be entitled to a two (2) percent dis-
count if paid on or before June 30, 1977, payable at face from
July 1, 1977, thru August 31, 1977, and a ten (10) percent penalty
added to face on September 1, 1977. If not paid before the first
Monday of May, 1978, the property will be liened.
Section V. In accordance with the Act of Assembly of July 18,
1935, as amended, the budget for the County of Washington for the
fiscal year 1977 be finally adopted by the Board of County
Commissioners of Washington County.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the foregoing
Resolution be adopted.

Motion carried unanimously.
Chief Clerk informed the Board of the necessary emergency employment
of Kathryn Pore in Magistrate Cowell's office to replace Deborah Kline while
she is on vacation.
Chief Clerk informed the Board of a proposal from the Industrial
Appraisal Company for an appraisal of certain County property including the
new Washington County Health Care -facility. for -'a -fee of $5,900.00.
Remarks:
Mr. Morgan: This is a proposal from the Industrial Appraisal Company, who now
does all the appraisal work for all the other existing facilities of the County
and updates it every year as new purchases are made. They keep our current
inventory of all the facilities in the Courthouse, for the Court and the County.
This is a proposal from the same company to provide the same services under the
new Health Care facility. What they do is come in and inventory everything
down there - all the equipment, chairs, etc. This will enable us to qualify
for the state reimbursement. This is an extension of our currents t.
Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the proposal
for services by the Industrial Appraisal Company as per above.
