COMMLSSIONERS Minute No. 50 Office of County Commissioners Washington, Pa., December 30, 1976 The Board of County Commissioners met in regutar session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Mrs. Miller, League of Women Voters; Bob Robertson, Observer -Reporter and Rich Nardine, Daily Notes. Chairman noted for the record that the three Commissioners, and Chief Clerk were in attendante. Chairman asked if there were any corrections, additions or omissions to Minute No. 49, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 49 be approved as read. Roll call vote taken: Mr. Gilmore--- Yes; Mr. Pa&uso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Special Order of Business: Chairman Morgan announced that the Commissioners will hold a press conference every Tuesday morning at 11:30 a.m. beginning the first week in January 1977. Correspondence: Chief Clerk informed the Board of the receipt of the following checks; 1. Commonwealth of Pa. - ck. #37-1474888 dated 12/21/76 Indochinese Refugees - Month of July, 1976 - $1,856.40 2. Commonwealth of Pa. ck. #43-1477047 dated 12/27/76 Liquid Fuels payment to County - $271,190.08 3. Commonwealth of Pa. - ck. #95-872246 dated 12/21/76 for Foster Home * Institutional Care Payments for Sept. 1976 - I.D. #744 - $6,129.11 4. Gallatin National Bank - 90-day investment @ 5h% int. ck. #1841 dated 12/28/76 - Wash. Col Appraisal Fund 1974 Principle $1,000,000.00 Interest $ 13,561.64 TOTAL $1,013.561.64 5. Commercial Bank & Trust Co. - C.D. #1906 dated 12/29/76 Cross Creek Park Fund 1974 - $575,000.00 Chief Clerk presented the following bills to the Board 6or their consideration and approval: 1. PALUSO, COMMISSIONERS There was some question concerning the bill from Western Psychiatric Institute, and the Chief Clerk was authorized to handle this particular bill for further clarification. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing bills for payment with the exceptiongof`the bill from Western_Psychiatric Institute. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk read a letter of resignation dated December 28, 1976, from Debra Harris, Clerk Typist I for Child Welfare Services, effective December 31, 1976. Chief Clerk informed the Board of the resignation of Clay Graham, Land Acquisition Agent. Chief Clerk presented a Resolution to the Board for their consideratiol regarding Char tiers Creek Flood Protection Project, Canonsburg -Houston Reach Unit 2-B: Property of James V. Maggi. Said resolution states in effect that the Board of County Commissioners has been informed that the said James V. Maggi, in consideration of the payment by the County of Washington to him or on his behald of the total sum of $29,500.00, has agreed to the partial relinquish- ment sought by the County of Washington and to accept said sum in full settle- ment, release and discharge of all compensation, damgges, etc. (Said Resolution has been made a permanent part of the record . ))n Ilia-e Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Resolution regarding the James V. Maggi property as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for linen service at the Washington County Health Center. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for trash and garbage removal from the Washington County Health Center. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. PALUSO, COMMISSIONERS Chairman informed the Board that he had received a request from the Washington County Hospital Authority board $eking that the Commissioners confirm the reappointment of board member Mrs. Gwendolyn Simmons to a full 5-years term. Moved by Mr. Gilmore, seconded by Mr. Paluso, approftuggthe reappoint- ment of Mrs. Gwendolyn Simmons as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimouslyl. Chairman informed the Board that a request had been received from the Southwestern Pennsylvania Regional Planning Commission asking the Commissioners to appointttwo ;.nemb&rs to the Study Advisory Committee in preparation of SPRPC's 208/COWAMP Water Quality Management Plan. Mr. Gilmore recommended that Professor Vinnedge Lawrence, Biology, Washington & Jefferson College be appointed and Mr. Paluso recommended that Raymond Hawryluk, Plant Manager of MolyCorp be appointed. There was some question as to whether the Board should aApoiappoint William Mathias, Chairman, Peters Township Sanitary Authority, and Mr. Gilmore suggested that the following motion be amended to include this appointment if necessary. Moved by Mr. Gilmore, seconded by Mr. Paluso, approting the appoint- mentsois per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for life insurance for County employees. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter dated December 22, 1976, from Mrs. Mary C. Kunselman, Legal Secretary, Public Defender's Office, notifyinc the Board that it will be necessary for her to take an extended leave of absence sometime after the first of the Year, as it is necessary that she have surgery. Solicitor: In the absence of the County Solicitor, the Chief Clerk presented the following four (4) tax refunds to the Board for their consideration and approval. Mr. Brady stated that the Solicitor has reviewed the tax refunds and recommended approval. Motion carried unanimously. Chairman announced that the Courthouse will be closed on December 31, 1976 in observance of the New Year holiday. Meeting recessed. 11:00 A.M. - OPENING OF BIDS FOR DEMOLITION OF DWELLINGS AT 86 & 92 WEST BEAU STREET, AND 16 & 30-32 SOUTH FRANKLIN STREET, WASHINGTON, PA. Controller Mascara opened and read the following bid: 1. Mark W. Miller 202 Lakeview Drive WashingtoA, Pa. 15301 Amount of Bid: $12,500.00 A certified check in the amount of $1,250.00 accompanied the bid. Mr. Mascara stated that no bids weave received for the furnishing and deliver*mg of equipment for Washington County Adult Welfare Services. Mr. Mark Miller was present at today's meeting and Mr. Paluso informed him that the bid would be reviewed by the County Solicitor and will be awarded at next week's meeting if all specifications have been met.
