PALUSO, COMMISSIONERS Minute No. 51 Office of County Commissioners Washington, Pa., January 6, 1977 The Board of County Commissoners met in regular session with the following members being present: Commissioners Gilmore, Ilaluso and Morgan. Also being present: Chief Clerk Brady, Solicitor Diamond, Mrs. Miller, League of Women Voters; Rich Nardine, Daily Notes, John Stevens, Observer -Reporter and Earl Bugaile, WKEG. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 50, each member haying received a copy. Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 50 be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. United States Treasury - ck. #83,150,948 dated 12/29/76 Manpower Planning - $102,500.00 2. Commonwealth of Pa. - ck. #32-1492542 dated 12/29/76 Partial payment for Action Grant as per contract Federal -monies under the Crime Control Act of 1973, Part C - V.I.P. - $600.00 Chief Clerk presented the following bills to the Board for their consideration and approval: 1. Everett Homes - $250.00 2. David S. Posner - $1,092.00 3. Pa. State Assoc. of County Commissioners - $1,100.00 4. Robert L. Ceisler - $5,243.28 5. N. F. Johnson - $200.00 6. Donald E. York - $1,000.00 7. M & M Equipment Sales Co. - $27,068.07 8. Cole Layer Trumble - $4,833.33 9. Coventry Care, Inc. - $204.00 Moved by Mr. Gilmore, seconded by Mr. Paluso, that the foregoing bills be approved for payment. Chief Clerk informed the Board of a travel request from Ti+thy Harrison, Director, Juvenile Court, for Probation Officers John Penderville and Leon Pappa to attend the Juvenile Judges Justice Commission Training Institute in York, Pa., from January 9 thru January 14, 1977. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the travel request as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of an On -The -Job Contract between Pitt -Canon Supply Co, 148 E. Pike St., Canonsburg, and Joanne Anderson for her employment and training as an Electrical Stock Clerk. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the OJT Contract as per above. Solicitor: Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Solicitor Diamond presented a lease agreement for renewal by the Board between the County and Louis Emeterio for pretises to be occupied by Magistrate Richard Martin's office. Mr. Diamond stated that the term of the lease would be for a period of three (3) years commencing on January 6, 1977 and ending on December 31, 1979 for a monthly rental of $300.00. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the lease agreement as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Diamond referred to last week:,s meeting at which time the bids were opened for demolition of certain properties located on -West Beau and South Franklin Streets. He stated that he had reviewed the only bid received, which 1 1 was from Mark W. Miller, and recommended approval by the Board. Moved by Mr. Paluso, seconded by Mr. Gilmore, awatding the contract for demolition of dwellings ab 86 & 92 Wost Beau and 16 & 30-32 South Franklin, Streets, Washington, Pa., to Mark W. Miller, 202 Lakeview Drive, Washington, Pa., for the amount set forth in their bid; this being the lowest and only responsible. bid received in accordance with specifications. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Diamond informed the Board that Anthony Luppino, Director of Adult Welfare Services, has requested approval of a continuing contractual agreement between the County and Mrs. Gail Keener for her services as ceramics instructor for the Burgettstown Senior Citizens Center for a monthty-sum not to exceed,-$50.00. Moved by Mr. Gilmove,seconded by Mr. Paluso, approving the agreement as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Commissioner Paluso noted that on December 28, 1976, one Clark Heavy Duty Commercial Vacuum Sweeper was donated by Coventry Care, Inc., to the new Washington County Health Center. Mr. Paluso expressed the County's appreciation of this donation, as it was badly needed at the facility. Commissioner Gilmore announced that the Department of State has supplied us with a breakdown of all the registration and voting statistics of the recent�;Genexnl Election. Mr. Gilmore stated that according to the report from the State Bureau of Elections, the county ranhedol7th in the state in the .umber of registrations between the primary and general elections last fall. He further stated that the county recorded 9,441 new registrations,and credited the "register by mail" program for the good registration response. (Meeting recessed until 11:00 a.m. for opening of bids). 11:00 A.M. - OPENING OF BIDS FOR HEATING UNITS AT THE CLAYSVILLE SENIOR CITIZENS CENTER. Dave Daniels, Deputy Controller, opened and read the following Hills: 1. West Penn Service Company 768 West Chestnut Washington, PA 15301 Amount of Bid: $1,917.00 A bid bond for 10% of the tokAl bid accompanied the bid. 2. PALUSO, COMMISSIONERS Remarks: Mr. Paluso suggested that the bid be awarded at today's meeting since permanent heating was badly needed at the Center. Mr. Diamond reviewed the bids and recommended the bid be awarded to the lowest bidder. Moved by Mr. Paluso, seconded by Mr. Gilmore, awarding the contract for heating units at the Claysville Senior Citizens Center, to WEST PENN SERVICE COMPANY, 768 West Chestnut, Washington, Pa., for the amount set forth in their bid; this being the lowest responsible bid received in accordance with specifica- tions. Roll-Icall vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Meeting adjourned.
