PALUSO, COMMISSIONERS Minute No. 53 Office of County Commissioners Washington, Pa., January 20, 1977 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Diamond, Budget Director Gillespie; John Cadez, Engelhardt & Power; Mrs. Miller,nLeague of Women Voters; Rich Nardine, Daily Notes; Bob Robertson, Observer -Reporter and a group of students from Washington - Jefferson College. Chairman noted for the record that the three Commissioners, Chief Clerk, County Solicitor and the Budget Director were in attendance. Chairman asked if there were any corrections, additions,or omissions to Minute No. 52, each member having received a copy. as read. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the transfer of $200,000 from the General Fund to the F.is-cal"Assistance Trust Fund tomake payment of the previously approved bills. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter dated January 14, 1977 from Penn Central Transportation Company and directed to Howard Felton, Supervisor, Washington County Highway Department regarding Sanatarium Road in Washington County which crosses the right-of-way of the Waynesburg and Washington Railroad via an overhead timber bridge. Said letter noted the needed repairs of this bridge and stated that Penn Central is willing to effect the repair; and they suggested that the County Highway Department of PennDot perform the work with the understanding that Penn Central will accept billing for a reasonable charge. Chief Clerk presented an Acceptance of Water Obstruction Permit from the Department of Environmental Resources concerning Hopewell and Cross Creek Townships for construction of a dam in regard to the Cross Creek Flood Control Project. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Acceptance of Water Obstruction Permit as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes: Motion carried unanimously. Chief Clerk presented a Certification relating to land rights, water rights and construction permits for the Cross Creek Watershed, in which the Board of Commissioners agree to a watershed work plan. PALUSO, COMMISSIONERS Certification also stated that all construction permits required by State or — local law have been acquired with the exception of the Corps of Engineers Permit, Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Certifica- tion as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an Agreement between the Washington County Commissioners and the U.S. Department of Agriculture Soil Conservation Service relative to condemnation proceedings to acquire an interest in land needed for the installation of works of improvement in connection with the PA-661 Cross Creek Watershed Project. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Agreement as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a request from the Washington -Greene Drug and Alcohol Planning Commission for an appointment to fill the unexpired term of Robert Ceisler, Esq. on the Criminal Justice Commission Board. Chairman stated that Mr. Ceisler,informed him that he is unable to serve in the proper capacity as appointed by the Board. Chairman then recommended Mr. Roger Gaydos, who has indicated a willingness to serve on this Board for the County. (Unexpired term ending 12/31/79) Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the appoint- ment of Roger Gaydos as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chairman stated that there has been a vacancy on the Washington County- - Housing Authority for the past few months and recommended Mr. Nathan dmf to fill the vacancy. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the appoint- ment of Nathan Goff as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for flags and markers for Veterans' graves on Memorial Day. Chief Clerk informed the Board of a memorandum from the County Solicitor advising the Board that Act #248 will becom;et,:effective January 23, 1977. Said Act amends certain poritions of the County Code relative to advertising and bidding requirements for certain contracts for services and personal property by increasing the contract sum from an amount in excess of $1500 to an amount in excess of $2000 as the threshold amount requir4�jq advertising and bidding. Chief Clerk informed the Board of a request from the Washington - Greene County Tourist Promotion Agency for their first quarterly allocation for 1977. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the request as per above. Roll call vote taken:. Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of three letters from Child Welfare Services regarding the following: Mildred Spalla will be receiving a salary increase effective January 3, 1977 from $12,713.40 to $13,281.00 annually - Mary Merritt will be receiving a salary increase from $6,963 to $7,296 effective. January 3, 1977 - Louise Abel will be receiving a salary increase from $16,822 to $17,624 effective January 3, 1977. Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the foregoing salary increases. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - No; Mr. Morgan - Yes. Motion carried. Chief Clerk presented an amended Agreement with Hall & McChesney Company concerning the reproduction of records in the Rdcorder of Deeds Office. Chief Clerk stated that this covers the period 1973 thru 1975 and is to be consolidated with the indices listed in the amended agreement for an additional price of $5,575.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the amended agrement with Hall & McChesney as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a transfer agreement for the Board's considera- tion from Mr. Charles Fairchild, Administrator, Washington County Health Center, E 1 which will authorize the transfer for Annabelle Filby, who is a patient at MINUTE BOOK 3S' BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA David L. Chief Clerk stated that this patient is scheduled for transfer on January 28, 1977. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the transfer agreement as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a c°contract; with Infocon Corporation to provide electronic data processing services for the Washington County Office of Voter Registration for 1977, 1978 and 1979 in the amount of $35,859.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the contract as per above. Roll call vote taken: Solicitor: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Solicitor Diamond presented the following three (3) tax refunds to the Board for their consideration and approval. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment Office be authorized to prepare the following tax refunds due to either duplica- tion or overpayment of real estate or personal property tax: 1.
