Office of County Commissioners
Washington, Pa., January 27, 1977
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady; Solicitor Diamond; Budget Director
Gillespie; John Cadez, Engelhardt & Power; John Stevens, Observer -Reporter;
David Lester, Brownsville Telegraph and Mrs. Miller, League of Women Voters.
Chairman noted for the record that the three Commissioners, the
Chief Clerk, County Solicitor and Budget Director were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 53, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 53 be
approved as read.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. Pittgburgh National Bank - ck. #0929514 dated 1/20/77
Proceeds of Tax Anticipation Note -General Fund
$1,000,000.00
2. United States Treasury - ck. #83,182,125 dated 1/20/77
Manpower Planning Acct. - $37,500.00
Chief Clerk presented four (4) On the Job Contracts between the Count -
and Automotive Services Council for training as automobile mechanics:
Edward Clutter at Washington Collision, Washington
Robert Kazarick at W.D. Gardner Lincoln-Mercury, Wash.
Thomas Palyas at Brownsville Auto, West Brownsville
George Shonts at Marchando Motors, Brownsville
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the four (4)
OJT Contracts as per above.

Chief Clerk informed the Board of a letter dated January 24, 1977
from William Carl, Executive Director, Washington -Greene Drug and Alcbhol
Planning Commission, requesting Washington County's share for their Program
for the quarter of October 1 thru December 31, 1976 in the amount of $6,781.12.
Chief Clerk presented several renewal agreements with Drug and Alcohol
Projects for provision;of D/A services for residents of Washington/Greene Counties.
Chief Clerk stated that these agreements are based on the Grant Agreement
executed in October between the Washington/Greene Commissioners and the
Governor's Council on Drug and Alcohol Abuse.

Chief Clerk informed the Board of a request from the Washington
County Historical Society for their initial allocation of $1,000 against the
budgeted funds for 1977.
Chief Clerk informed the Board of the following Public Notice from the
Washington County Community Development Agency listing the projects, location
and activities under the Urban County Program.

Chief Clerk informed -the -Board that the Governor's Office of State
Planning and Development (OSPD) has published A Land Policy Program for
Pennsylvania/Interim Report, and that conferences are being scheduled in countieE
throughout the State to give citizens an opportunity to ask questions and to
express their opinions concerning proposed state land use controls. Mr. Brady
stated that four area meetings have been scheduled in Washington County beginninc.
February 7 thru February 11.
Chief Clerk informed the Board of a request from the Southwestern
Pennsylvania Economic Development District for Washington County's focal share
contribution for 1976-77 in...the amount of ; $-1.;906.00.
Chief Clerk informed the Board that the Washington County Overall
Economic Development Committee has unanimously recommended that the County
Commissioners authorize the following changes on the OEDP Committee:
1. Mr. Joseph Naper
2. Mr. Patsy Fao -
Manager, Washington Office,
Penna. Bureau of Employment
Security, to replace Justine
Curran who previously held
the position.

Chairman recommended that these appointments be approved by the Board.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the three fore-
going appointments as per above.

Motion carried unanimously.
Chief Clerk informed the Board of a resolution from the Washington
County Redevelopment Authority authorizing the Executive Director to requisition
the First Quarterly payment of $24,675 based on the 1977 County budget.
Chief Clerk stated that he has received the proposed 1977 budget, in
addition to the regular Title 20 budget from Child Welfare Services, which has
to be submitted for funding. Mr. Brady added that he had discussed this with
Mr. Gillespie, Budget Director, who has approved these. Mr. Gillespie stated
that the total amount was $267,000.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the proposed
1977 budget for Child Welfare Servides as per above.

Chief Clerk requested that the Board authorize Christine Dallatore as
Acting Chief Clerk in his absence on a continuing basis.

Chief Clerk announced that the Courthouse will be closed on Friday,, -
February llth, in observance of Lincoln's birthday, and on Monday, February 21*t
in observance of Washington's birthday.
Solicitor:
Solicitor Diamond presented a Resolution, which has been suggested by
Mr. Gillespie, Budget Director, regarding the Public Works Employment Act of
1976 for the appropriation into the General Fund of monies which we have receiveG
from the Federal government in November 1976 and January 1977. Mr. Diamond
stated that -the resolution is made pursuant to Title 2 of Public Law 94-369
which was passed by Congress this past September, and would appropriate into
the General Fund a total of $150,875 for the purpose of paying for the cost of
living increases to the employees of Washington County. Mr. Diamond also stated
that the Act provides in Section 204 that payments under the Act may be made
for this purpose.
