PALUSO, COMMISSIONERS Minute No. 56 Office of County Commissioners Washington, Pa., February 10, 1977 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Budget Director Gillespie; Coroner Jackson; Sheriff Debreczeni; Charles Chattaway, BiCentennial Committee -)- Mrs. Miller, League of Women Voters; John Stevens, Observer -Reporter; David Lester, Brownsville Telegraph and Earl Bugaile, WKEG. Chairman noted for.the record that the three Commissioners, the Chief Clerk and Budget Director were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 55, each member having received a copy. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore- Yes; Mr. Morgan - Yes. Motion carried unanimously. Special Order of Business: Chairman noted that Mr. Charles Chattaway, Chairman of the Bicentennial Committee was on hand today, and then read the following resolution: WHEREAS, during the year 1976, Washington County completed the celebration of the Bicentennial of the birth of our Country, culminating three years of planning, implementation and programm- ing, and WHEREAS, during this period Mr. Charles Chattaway of Monongahela, Pa., served voluntarily and without compensation as Chairman of the Washington County Bicentennial Committee, and WHEREAS, in recognition of his devotion and services during this period, often during periods of personal ill health, the Board of County Commissioners,.on behalf of the people of Washington County, honor and pay tribute to him. Especially, we commend and congratulate him on his exemplary exhibition of citizenship and devotion to his Country and community, his unselfish sacrifice by gieing of himself and his time for a period of three years, and his patriotism in promotion the Bicentennial activities in Washington County. We extend to him, on behalf of the people of Washington County, our best wishes and many years of life, good health, happiness and all of God's Blessing. The Commissioners also presented a certificate of appreciation bo 1 Mr. Chattaway. Mr. Chattaway stated that he would like to accept this presentation on behalf of all the other volunteers who served along with him. Mr. Chattaway then presented three Bicentennial flags to the Commissioners. Remarks: Mr. Paluso: I would like to officially note that.we also express our thanks and appreciation to the other members of the Bicentennial Commission who spent alot of time right in this room working on various plans. I think our county -wide celebrations, which I think were a good idea, were highly successful. I know I enjoyed the ones in my area, and I am sure everyone else did. It is impossible for us to thank each one individual;and we would ask you to please pass along our graditude to everyone who helped. Mr. Gilmore: I would like to express the same comments, and add that we thank all the people in the County and all the communities. It's just a shame we can't keep those kind of things going every year. Chief Clerk noted that Sheriff Alex Debreczeni was on hand at today's meeting. Sheriff Debreczeni reported that the transition taking place in his office was going smoothly, and that he should be able to leave Tuesday morning. The Sheriff stated that according to the County Code, Mr. Fazzoni will be placed in as the Chief Deputy next Monday morning, and then the following morning after his resignation, Mr. Fazzoni will take the oath as Acting Sheriff for the remainder of his term. Old Business: Chief Clerk informed the Board that the bids, which were opened at last week's meeting,were ready to be awarded. Mr. Brady stated that the County Solicitor has reviewed the bids and rendered an opinion on the following bids: Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the contract for Renovation of the Vestaburg Senior Citizens Center to BROWNSVILLE SIDING AND ROOFING COMPANY, 10 Main Street, West Brownsville, Pa., for the amount set forth in their bid; this being the lowest and only responsible bid received in acr cordance with specifications. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Moved by Mr. Paluso, seconded by Mr. Gilmore, awarding the contract for the furnishing and delivery of flags for Veteran's graves to COLLEGEVILLE FLAG & MANUFACTURING COMPANY, Collegeville, Pa., for the amount set forth in their bid; this being the lowest and only responsible bid received in accordance with specifications. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes;` Mr. Morgan - Yes. Motion carried unanimously. Moved by Mr. Gilmoro, seconded by Mr. PAlus -ai-, awarding the contract for furnishing and delivery of markers for Veteran's graves to ROCKDALE METAL PRODUCTS CORPORATION, P.O. Box 230, Wellsburg, West Virginia, for the amount set forth in their bid; this being the lowest and only responsible bid received in accordance with specifications. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Concerning the following bid, Mr. Brady recommended that the automobile: be purchased without the trade-ins, and dispose of the vehicles ourselves. Chief Clerk referred to the bids received for the linen service at the Washington County Health Center and requested that this matter be tabled until the Solicitor has received further information that is needed. COMMISSIONERS Regarding the bill from Coen Oil Company for fuel purchased by the County during the emergency situation, Mr. Gilmore requested that this bill -be tabled until next week after our legal position is clarifidd. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving payment of the foregoing bills with the exception of Coen Oil Company. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the Washington County Health Center, the Chief Clerk informed the Board of a Change Order No. E-3 from Baldwin Electric Company, Inc., in the amount of $3,109.42. Mr. Brady explained that there was a slight error made in the cost breakdown for furnishing and installing the smoke detectors, exit lights etc., for a difference of $135.00. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the Change Order No. E-3 in the amount of $3,109.42 as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of_a travel request from William Sember, Executive Director, Washington County Planning Commission, for permission to attend the annual NACo Legislative Conference held in Washington D.C., on March 20 - 23. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the travel request as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter from Conrail directed to all Taxing Authorities having jurisdiction over Conrail Properties, regarding special program for payment of Property Taxes by Conrail. Mr. Brady stated that the letter indicates that according.to_the-way,-the',pr6party was transferred Conrail is not responsible for paying these obligations, but they have been trying to do so. Mr. Brady also stated that they are merely indicating' -to -all concerned the method by which they will pay these obligations. Remarks: Mr. Morgan recommended that a copy of this letter be sent to Treasurer Yoney, the Tax Claim Bureau and the Tax Assessment office. Chief Clerk presented three (3) On The Job Contracts with Automotive Service Council of Pennsylvania, Inc. for the training of Samuel L. Poling and Edward Horvatz as Mechanics, and with Leonard Tire and Equipment Company, Charleroi, Pa., for the training of Ronald J. Krupzig as a Credit Manager. Chief Clerk stated that recently the County of Washington submitted a financial amendment to the U.S. Department of Housing and Urban Development (HUD) for the FY-75 Urban County Program for Community Development Funds under the Housing and Community Development Act of 1974, 'requesting an increase in the original contract between the County and HUD by $2,000 from $615,000 to $617,000. Mr. Brady then presented a resolution to -the Board for their consideration, in which the Commissioners would authorize the Chairman to execute the amehded.. bottract offered by HUD for the extra $2,000. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the resolution as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a request from the Washington County Conservation District for a budget allocation of $12,000.00`:for 1977. Solicitor: Chief Clerk presented the fallowing three (3) tax refunds to the Board for their consideration and approval: (Said tax refunds recommended for approval by the County Solicitor.) Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Tax Assessment Office be authorized to prepare the following tax refunds due to either duplica- tion or overpayment of real estate or personal property tax: 1. PALUSO, COMMISSIONERS Commissioner Gilmore referred to a public service advertisement, whic had been published for Allegheny County, captioned "What To Do When Flooding Threatens" and listed specific emergency telephone numbers for the publics use. Mr. Gilmore recommended that the Board should do the same listing the appropriate emergency numbers for Washington County predominately the riarer-district. Mr. Paluso stated that we have already supplied this to all the municipalities except for the telephone numbers, and we are in the process of drawing up a plan for that. The Chief Clerk was directed to see that a similar advertisement is published for Washington County. Meeting adjourned.
