PALUSO, COMMISSIONERS C Minute No. 24 Office of County Commissioners Washington, PA., June 10, 1976 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady, Solicitor Diamond; John Cadez of Engelhardt & Power; John Drake, Senior Citizens; Bob Robertson, Observer Reportex Rich Nardine, Daily Notes; Beaver Perkins, Volunteers In Probation and Mrs. Miller, League of Women Voters. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 23, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 23, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Motion carried unanimously. 8. 88-Transit Lines - $309.50 Moved by Mr. Gilmore, seconded by Mr. Paluso, that the foregoing bill be approved.for payment. Chief Clerk read a letter dated June 8, 1976 from Metro Petrosky, Jr Clerk of Courts, advising the Board of the appointment of Thomas B. Kostolansky, Bwq. as legal advisor to the Clerk of Courts Office, effective June 14, 1976. Chief Clerk informed the Board of a memorandum dated June 7, 1976 from Michael George, Director of Parks and Recreation, regarding receipts for the Motorcycle and Van Show held at Mingo Creek Park, which totaled $1,888.00. Said memo stated that of the total collected, the general admission amounted to $1,845.00 and of this amount 10% or $184.50 is to be given to Charles Kerr of Venetia, Pa., for the promotion of this event. Mr. Brady added that the balance of the proceeds is to be deposited in the Commonwealth Conservation Account. Remarks: Mr. Paluso: I think that the Board should seriously consider not granting permission for this type of event in the future at Mingo or Cross Creek Park. That actions and the problems and complaints from taxpayers of this County over this particular event and the actions of the individuals connected with it really don't lend themselves to a family atmosphere at a public facility such as a County park. I think it is out of place to have this type of activity at that park. I think Mr. George should be notified that in the future the activities should be limited to those of a family nature rather than a group of hoodlums running around and really ruiiing the weekend for other people. We were told of a great many incidents. Mr. Morgan: We will certainly consider that when next years event is being considered. MO GAN & m�rEDWARD M. PALUSO. COMMISSIONERS ervices. Mrs. Schrader commended Mr. Luppino and Mr. Haas for the help and support involving a situation with one of her elderly relatives. Mrs. Schrader stated she was grateful that this type of service.is available and knew of many senior citizens in Claysville who shared her feelings. Chief -Clerk informed the Board of another letter regarding Adult Welfare Services dated June 7, 1976 directed to Mr. Laddie Marshall,Fredericktown from John Hlatky, Administrative Supervisor of Adult Welfare Services. Said letter informed Mr. Marshall that Fredericktown would be included in the 1977 budget for a Senior Citizens Center. Mr. Hlatky also stated they were hopeful that their requests for funds from the Mon Valley Area Agency on Aging would be approved and they could start inititating a center in Fredericktown early next year. Mr. Brady added that he had received a phone call from the Fredericktown community regarding some problems they were having. Mr. Brady referred them to Adult Welfare Services, and stated that representatives will iaeet with the r citizens on June 15th. Chief Clerk informed the Board of a memorandum dated June 4, 1976 from imothy R. Harrison of Juvenile Probation, requesting approval to attend the ting of the Council of Chief Juvenile Probation Officers on June 16, 1976 at Sheraton Inn, State College, Pa. Mr. Brady stated that there were provisions in the budget for this attendance. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Board approve the request of Timothy Harrison as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk read a memorandum dated June 3, 1976 from William P. Sember Executive Directmr of the Washington County Planning Commission. Mr. Sember stated that a formal request from Washington County to West Penn Power Company should be made concerning utility relocation plans for Sites 660 and 662 in the s Creek Project. Remarks: Mr. Morgan: These are the dams outside the Cross Creek Park itself because I have already seen the drawings on the relocation of the power lines and I think the other membees of the Board have also. Mr. Morgan then directed Mr. Brady to send the request to West Penn Power as recommended by Mr. Sember. Chief Clerk read a letter dated May 19, 1976 from Ram Construction and directed to Clay Graham,Land Acquisition Agent, regarding his request a quotation on sanitary sewer installation in Canonsburg, Pa. Ram Cons_truc stated that they would install and relocate approximately 200 lineal feet of 12" sanitary sewer, as;,;per specifications, for $19.25 per lineal foot. Also followi installation of the new sewer line, they would remove the existing manhole and just grade on second remaining manhole for the lump sum price of $1,325.00. PALUSO, COMMISSIONERS Mr. Bardy statdd that this was a job change notice on a project that was in force Remarks: Mr. Morgan: This is in conjunction with Chartiers Creek Flool Control Project and as they were into the construction, it was determined that 200 feet of sewer had to be relocated. I recommend that we authorize the job change order. Moored by Mr. Paluso, seconded by Mr. Gilmore, that the Board authorize the job change order for the sewer relocation in Canonsburg, Pa. as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration an On - The -Job -Contract between the Office of Manpower Planning and the Automotive Services Council of Pennsylvania for training of John Adams as a mechanic. OJT contract. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the above Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a modification to a previous contract entered between Washington County and Automotive Service Councils of Pennsylvania, Inc. on August 28, 1975. Said modification being to extend the termination date of the contract, which is presently August 31, 1976 to October 31, 1976. Also said modification would not effect the amount of the contract. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Board a and execute the modification of said contract with Automotive Service Councils of Pennsylvania, Inc. as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk read the following letter dated June 8, 1976 directed to Governor Milton J. Shapp in Harrisburg from the Washington County Commissioners: Dear Governor Shapp: This letter is in response to a telephone call from a member of your staff to our Manpower Planning Office concerning the commitment of a quarter million dollars of CETA funds from Washington County to be used for training of Wolkswagen employees at the tentatively approved New Stanton Plant. Unfortunately, we do not know the name of your staff member who placed the call. At the present time, we are unaware as to the CETA fund allocation that Washington County will receive for Fiscal Year 1977. With this as a consideration, we are therefore not in a position to make any firm commitments as to dollar amounts that can be specifically utilized for the training of Washington County residents for eventual employment at the New Stanton Plant. PALUSO, COMMISSIONERS 1 We support using CETA funds for training personn6l for.,iemployment at the Volkswagen Plant. Although we cannot at this time specify an amount of CETA funds that can be utilized for future training purposes, we will allocate funds in an amount that will be feasible and practical and that will also serve to benefit as many residents of Washington County as possible. We assure you that the County of Washington wants to have a definite part in helping to make the Volkswagen venture a most successful and enterprising one and that we will do all that is possible to assist in this project. If the Washington County Commissioners can be of any assistance in regard to the New Stanton Facility, please feel feee to call upon us. /s/ Malcolm L. Morgan David L. Gilmore Edward M. Paluso Chief Clerk informed the Board of a request from Health-O-Rama for a contribution in the amount of $2,000.00. Mr. Morgan stated that this was a budget item. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Board approve the allocation to Health-O-Rama as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk stated thtt the Courthouse will be closed on Monday, June 14, 1976, in observance of Flag Day. Chief Clerk requested authorization to advertise for bids for new Judgment Indexes for the Prothonotary Office according to specifications. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Chief Clerk be authorized to advertise for bids for new Judgment Indexes for the Prothonotary Office as per above. Remarks: Mr. Gilmore: I think there are some other offices that have also requested similar items and maybe we should consider them all together. Mr. Morgan: You are recommending that the Chief Clerk review the requests of the other offices and bid them altogbther and conceivably we would obtain a lower bid. Diamond presented the following tax refund to the Board for their consideration and approval. Mr. Diamond stated that an understanding has been reached with the Peters Township School District in regard to the tax reassessment suit which they brought against the County. Mr. Diamond presented the Agreement to the Board and requested authorization to execute it on behalf of the County. Mr. Diamond stated that in effect the County is agreeing to continue to pursue its reassess- ment program and make diligent effort to have this program completed during or before the completion of the term of the current Board of Commissioners, which would be December 31, 1979. Mr. Diamond stated that this is basically what the Agreement amounts to and the Court will retain jurisdiction over the matter. Mr. Diamond also stated that during this period of time, the matter of court costs including witness fees and councel fees will be determined at a subsequent time after argument and briefing by both of the parties. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Board authorize Mr. Diamond to execute the Agreement with Peters Township School District as per above. Remarks: Mr. Paluso noted that Mr. Gilmore's name had been substituted for Mr. Flynn on the Agreement, and suggested that Mr. Morgan's name be substituted for Mr. Jones Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. (Meeting recessed until 11:00 a.m. for Opening of Bids.) 11:00 A.M. - OPENING OF BIDS FOR CONCESSIONAIRE FOR MINGO CREEK PARK Deputy Controller Daniels opened and read the following bids: 1. FUN Industries P.O. Box 10353 Pittsburgh, PA 15234 Amount of Bid: $1,000.00 A certified check in the amount of $100.00 accompanied the bid. Mr. Diamond then reviewed the bid and recommended that it be awarded to FUN Industries. Mr. Bob Stanton of FUN Industries was then called upon to give a report on his previous background and experience.
