Washington, Pa., June 17, 1976
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady, Solicitor Diamond; John Drake, Senior
Citizens; Rich Nardine-Daily Notes; Mrs. Miller, League of Women Voters; John
Stevens, Observer -Reporter and Earl Bugaile, WKEG.
Chairman noted for the record that the three Commissioners, the
Chief Clerk and County Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 24, each member having received a copy.
Moved by Mr. Gilmere,seconded by Mr.Paluso, that Minute No. 24, be
approved as read.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.

Chief Clerk presented the following bills to the Board for their
consideration and approval:
1. McDonald Associates - $788.93
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the foregoing
bill be approved for payment.

Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Chief Clerk read a letter dated June 10, 1976 from the Audubon
Society of Western Pennsylvania regarding their recent visit to Mingo Creek
County Park. Said letter expressed their appreciation of the Park and the fine
birding in the area. Letter also stated that they had viewed many different
varieties of birds and they would keep our administration aware of any populati
changes.
Chief Clerk informed the Board of a letter from Timothy Harrison,
Director of the Juvenile Detention Home, which enclosed a letter of resignation
from Dr. Alton J. Bush, who had provided the physicals and medical care for the
children at the Home. Mr. Brady stated that this resignation would take
effect June 30, 1976. Mr. Brady also stated that contracts had been enclosed
which, if approved by the Board, would appoint Dr. Dennis Kitsko as a replace-
ment for Dr. Bush.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Board
approve the appointment of Dr. Dennis Kitsko as per above.

Chief Clerk requested authorization to advertise for bids for
printing of the Government Study Commission Home Rule Charter. Mr. Brady sta
that he had received information listing the type of paper, number of copies,
etc., which would be needed. Mr. Brady added that 5,000 copies of the full
Charter and 20,000 summaries will be printed.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Chief
Clerk be authorized to advertise for bids for printing of the Government Study
Commission Home Rule Charter.

Chief Clerk requested authorization to advertise for bids for
furniture at the new Extended Care Facility.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Chief Clerk
be authorized to advertise for bids for furniture at the new Extended Care
Facility.

Also concerning the new Extended Care Facility, the Chief Clerk
stated that Coventry Care, Inc. of Monongahela, Pa. has been recommended as
consultants during the start up period of our new Facility.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Board approve
the appointment of Coventry Care, Inc. as consultants as per above.

Chief Clerk read a letter dated June 9, 1976 directed to
Commissioner Paluso from C.A. Williamson, Acting Director, State Council of
Civil Defense in Harrisburg. Said letter informed Mr. Paluso that he had been
formally appointed by Governor Shapp as the Director of Civil Defense for the
County of Washington.
Chief Clerk stated that the next item of business involves the
Washington County Airport and asked Mr. Paluso to further elaborate on this
matter.
Mr. Paluso: This concerns the light pole, which we have to replace. We have
had two proposals to replace them. One is a steel tower for about $16,000, and
one is for a wooden light pole, which includes complete installation of a 70 ft.
high obstruction light on the north side of the Airport for $5,384.00. This is
one of the items that we must have to get the Airport re -certified. I recommend
that we accept the proposal for the wooden pole.
Remarks:
Mr. Morgan:. Mr. Paluso, are we declaring this an emergency situation, or will
this come under the terms of bidding requirements?
Mr. Paluso: I think it would be classified as an emergency situation. It has
to be done. The light is out.
Mr. Diamond: I think that the law simply requires that if you are going to by-
pass the normal requirements that matters in excess of $2,500 for prospective
work be submitted on an opening bid, you should simply state for the record
that there is an emergency, describe what the emergency is, and I think that
should be sufficient. Certainly, the lack of a light or beacon at the Airport
is one description of an emergency, which I think is sufficient.
Mr. Paluso: In attempts to get proposals, this is the only one for a wooden
pole. The others were steel.

Moved by Mr. Paluso, seconded by Mr. Gilmore, that the above
situation at the Washington County Airport be declared an emergency, and that
the proposal from Baldwin Electric Company, Inc. for $5,348.00 be accepted.

Mr. Diamond presented the following tax refund to the Board for
their consideration and approval.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax
Assessment Office be authorized to prepare the following tax refunds due to
either duplication or overpayment of real estate or personal property tax:

Mr. Diamond presented to the Board for their consideration and
approval renewed leases for five (5) Magistrates in the County. Mr. Diamond
stated that each lease is for a period of six (6) years commencing on July 1,
1976 and ending on June 30, 1982. Mr. Diamond then listed each District,
Magistrate and Lessor as follows:

year lease with Falconi Enterprises for the Drug and Alchol Program. This lease

Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Board approve
and execute the five (5) renewed lease for magistrates and the two (2) year
lease with Falconi Enterprises as per above.
