PALUSO, COMMISSIONERS 1 1 1 Minute No. 57 Office of County Commissioners Washington, Pa., February 17, 1977 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso.-and Morgan. Also being present: Chief Clerk Brady; Solicitor Diamond; John Cadez of Engelhardt & Power; John Drake, Senior Citizens; Mrs. Miller, League of Women Voters; Bob Robertson, Observer -Reporter; Dave Lester, Brownsville Telegraph. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 56, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 56, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of the receipt of the following checks: 1. First National Bank - 31-day investment @ 4h% int. Templeton-- $127.00 Remarks: Regarding the bill from Coen Oil Company, Mr. Diamond stated that this bill, being in excess of $2,000, would be subject to bidding under normal circumstance:. Mr. Diamond further stated that since this fuel was purchased during an emergency situation, the County Code authorizes the payment of said bills, but requires that the emergency be stated by resolution. He then read the following proposed resolution, which he had prepared for the Board's consideration. WHEREAS, an emergency existed during the last two weeks of January and the first week of February, 1977, when the combi- nation of sub -zero temperatures and heavy snowfalls left many residents of Washington County without sufficient fuel oil to heat their homes or to operate their businesses and that during this emergency the Board of County Commissioners were required to purchase quantities of heating oil from wherever it could be obtained and under circumstances which made it impossible to follow normal statutory bidding procedures, in order to avert potentially tragic consequences by making this fuel oil avail- able to those residents in need who could not obtain it else- where. NOW THEREFORE BE -IT RESOLVED AND DECLARED, that invoices received for said purchases be recognized as valid and paid in the first instance by the County, and thereafter be billed to those who ultimately received said fuel oil. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the foregoing Resolution as prepared by the County Solicitor. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving payment of the foregoing bills. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter dated February 14, 1977, directed to Congressman Austin J. Murphy from Roland Bourke, Executive Director, Redevelopment Authority, asking for Congressman Murphy's support for H.R. 1522, which, if passed, is essential to assure continued community development funding for the Boroughs of Canonsburg, Charleroi,and Donora and the Cities of Monongahela and Washington. Said letter stated that without this change provided by H.R. 1522, these five Washington County communities will be phased out of "hold harmless" monies and would result annually in a loss of $2,542,000 n u MINUTE BOOK 407 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA David L. Remarks: Mr. Gilmore: I think it should be noted that it would appear that Congress and the administration are moving to aid the cities in the next three year program; and we as a designated urban county, but nevertheless largely rural, probably not going to see the kind of financial backing through the program that we have had in the last three years. That is all the indication out of Washington D.C. Being fair to the cities, I think they did come up short the last several years in relation to some of the others. Chief Clerk informed the Board of correspondence received from three libraries - Donora Public Library, Byers Memorial Library, Inc. and Bentleyville Public Library, regarding the financial status of each library. Each letter enclosed a general breakdown of the libraries income and expenditures during 1976 and January of 1977. Chief Clerk referred to the State Land Use Policy Meetings, which were mentioned at a previous meeting, and announced that our county level Council - Forum will examine the land use issue during its session scheduled for Saturday, February 19th, 10:00 a.m. to 3:00 p.m., at the Meadows Hilton. Solicitor: Solicitor Diamond presented the following two (2) tax refunds to the Board for their consideration and approval: Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Tax Assessment Office be authorized to prepare the following tax refunds due to either duplica- tion or overpayment of real estate or personal property tax: 1. Franklin Fed. Savings & Loan Assn. (1976 County Tax) for Rolf C. & Christel Hilden 5816 Forbes Avenue Pittsburgh, PA 15217 District: Peters - Deed Book: 1621-0250 District No: 540 - Section No: 11 - Parcel No; 452 Amount: $247.17 2. Roy I. & Violet Carson (1976 County Tax) 625 N. Wade Avenue Washington, PA 15301 District: South Strabane - Deed Book: 0905-0494 District No: 600 - Section No: 005 - Parcel No: 0013 Amount: $199.89 Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Solicitor Diamond referred to the two bids received for the linen service at the Washington County Health Center, and stated that there had been several questions regarding the bid from Associated Textiles Systems, Inc. which have now been resolved. Mr. Diamond then recommended that the bid be awarded to Associated Textiles Systems, Inc. Moved by Mr. Paluso, seconded by Mr. Gilmore, awarding the contract for linen service at the Washington County Health Center to ASSOCIATED TEXTILES SYSTEMS, INC., 51st & A.V.R.R., Pittsburgh, Pa. 15201, for the amount set forth in their bid; this being the lowest responsible bid received in accordance with specifications. 408 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA David L. PALUSO, COMMISSIONERS Remarks: Mr. Gilmore: I am going to vote in favor of the award of the bid because I think that Associated Textiles is the responsible bid, in addition to being the low bid, but I do want to reflect on the record that I am not convinced that out of house linen service is the way to go. I realize that the reports show that the staff down there believes that it would be cheaper. However, I think that the differential in costs is insignificant.® I think in the long run it would be cheaper for the county to operate it in the house. So I do have some objection to going out, but I have no objection to the bidder. He is a long time friend of mine, and I know that the job will be well done. Mr. Morgan: My only comment is that our staff has done studies on this, and also the expert we hired, who acted as our consultant as we labor toward opening this new health care facility, has recommended that we do this in this manner.
