PALUSO, COMMISSIONERS Minute No. 58 Office of County Commissioners Washington, Pa., February 24, 1977 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Budget Director Gillespie; Mr. Roland Bourke, Redevelopment; John Cadez, Engelhardt & Power; John Drake, Senior Citizens; Mrs. Miller, League of Women Voters; Bob Robertson, Observer -Reporter; and Dave Lester, Brownsville Telegraph. Chairman noted for the record that the three Commissioners, the Chief Clerk and Budget Director were in attendance. Chairman asked if there were any correctiongs, additions or omissions to Minute No. 57, each member having -received a copy. Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 57, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. U.S. Treasury - ck. #83,220,160 dated 2/15/77 Manpower Planning - $112,000.00 2. Commonwealth of Pa. - ck. #46-011196 dated 2/14/77 Second drawdown - SW-76-C-6A-8-555 - Adult Probation $2,225.00 Chief Clerk presented the following bills to the Board for their consideration and approval: 1. GAI Consultants - $15,817.70 2. USDA Soil Conservation Service - $551.25 3. St. Charles Kitchens of Pittsburgh - $531.00 4. Glen Mills Schools - $2,790.00 5. Purcell & Nelson - $1,584.73 Moved by Mr. Paluso, seconded by Mr. Gilmore, that the foregoing,bills be approved for payment. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Remarks: Regarding the bill from Glen Mills Schools, Mr. Paluso noted that this involves two boys for one month at $45.00 per day. Chief Clerk informed the Board of a letter dated January 31, 1977, from the Governor's Council on Drug and Alcohol Abuse, which stated that they have completed the final,phase of its review of the Single County Authority 410 MINUTE BOOK BOARD OF COUNTY COMMISSION�,VERS Q WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. MORGAN. 1 * � EDWARD M. PALUSO, COMMISSIONERS 1976-77 Drug and Alcohol Services Plan for Washington -Greene Counties, and that our Plan is now unconditionally approved. Chief Clerk announced that the 7th Annual Election Officials Conference will be held on March 30-31, 1977, at the Host Inn in Harrisburg, sponsored by the Pennsylvania Department of State, Bureau of Elections. Mr. Brady requested permission to arrange for the attendance of Mr. Jack Wagner, Director df Elections, and several others. Chief Clerk called upon Mr. Roland Bourke, Executive Director of Redevelopment, to present a proposed resolution to the Board for their considera- tion. Mr. Bourke explained that the basic reason for bringing both the first and second year urban county budgets up to date was the change in activity for the five town proposal with Elco, Allenport, Stockdale, Roscoe and Long Branch. He stated that basically these communities had planned an emergency rescue facility which was declared ineligible by HUD. Redevelopment questioned it and then reprogrammed it into the second year. Mr. Bourke also stated that these five communities decided to do these activities individually,,and that they were getting money from other sources. Mr. Bourke added that they reprogrammed these five communities from the first year into new activities in the second year. Mr. Bourke then read portions of the proposed resolution, in which the Board of Commissioners would approve program amendments to the first and second year urban county programs, FY-75 and FY-76 respectively, authorized under the Housing and Community Development Act of 1974, and authorizing the Chairman of the County Commissioners to execute all applicable documents for submission to the U.S. Department of Housing and Urban Development and A-95 Clearinghouses by the Washington County Community Development Agency. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the resolution as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter dated February 11, 1977 from the Department of Housing and Urban Development, stating that they have completed their review of the cooperation agreements entered into by the County of Washington and the Cities of Monongahela and Washington; and that based upon their review and the opinion of the County Solicitor, the cooperation agreements are approved. Chief Clerk informed the Board of a Urban County Project Activity Memorandum received from the Washington County Community Development Agency announcing the groundbreaking to be held on February 25, 1977, at 1:00 p.m. corner of Sixth and Meldon in Donora, for the new Fire Station/Community Center. 1 F, 1 Chief Clerk informed the Board of a letter from The Genealogical Society of Southwestern Pennsylvania, expressing their appreciation to the MINUTE BOOK 411 BOARD OF COUNTY COMMISSIO"�d L. Chief Clerk requested authorization to advertise for bids for the Allenport Bridge renovation. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Solicitor: In the absbnce of the County Solicitor, Chief Clerk presented a Resolu- tion for Settlement of Condemnation and for the payment of $29,500, regarding the James V. Maggi property. Mr. Brady added that approval has been recommended by Attorney Robert Zeman. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing resolution as recommended by Attorney Zeman. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an agreement between Washington County and Denise S7trimel of Duquesne Ave., Canonsburg, Pa., for,herc!employment as dietary consultant with the administrative food staff department at the Washington County Health Center. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the agreeemdnt as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an agreement between Washington County and Shirley F. Collins, Washington Road, McMurray, Pa., for her employment as medical records consultant at the Washington County Health Center. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the agreement as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. PALUSO, COMMISSIONERS Chief Clerk presented an Indenture between Washington County and Canton Township for a perpetual easement and right of way for sewer facilities through Lot 10 in the Morningside Plan of Lots, Canton Township, Said tract of land was conveyed to Washington County by deed of Wash. Co. Tax Claim Bureau dated 11/29/71. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the right of way and easement as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr, Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a Resolution whereby the County Commissioners, acting for Washington County, agree to participate in the use of Try-Again,Hbmes, Inc. for adjudicated female status offenders. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Res©lution as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an Agreement between Washington County and Fred®D. Large, M.D., retaining Dr. Large as Medical Director on a part-time basis to provide medical direction for the Washington County Health Center, for a period of one year commencing April 1, 1977. Said Agreement also named Dr. Ralph Blasiole as temporary Medical Director, if Dr. Large is temporarily unable to perform his duties. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Agreement as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a Transfer Agreement between The Canonsburg Hospital and Washington County, as operator of the Washington County Health Center. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Transfer Agreement as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. COMMISSIONRRS Chief Clerk presented a Lease Agreement between Washington County and the Pennsylvania Railway Museum Association, Inc., which would give them the right of way across County owned lands for the purposes of establishing and operating a trolley museum and trolley tracks. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Lease Agreement as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an Agreement To Rescind Lease In Part between Washington County and the Washington County Agricultural Fair, Inc., giving the right of way across certain lands known as the Arden Fairgrounds for use by the Pennsylvania Railway Museum Association, Inc., as mentioned above. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Agreement as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Commissioner Paluso noted that February 22nd, in addition to being Washington's Birthday, was also the 175th birthday of the Borough of Canonsburg, which happens to be the oldest incorporated borough in Washington County. Mr. Paluso suggested that the Board officially wish them a Happy Birthday. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Board of Washington County Commissioners officially wish the Borough of Canonsburg a Happy Birthday.
