Washington, Pa., March 3, 1977
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also begin present: Chief Clerk Brady; Solicitor Diamond; John Cadez of
Engelhardt & Power; John Drake, Senior Citizens; Two representative of The LeaguE:
of Women Voters; Budget Director Gillespie; Coroner Jackson; Dave Lester,
Brownsville Telegraph and Bob Robertson, Observer Reporter.
Chairman noted for the record that the three Commissioners, the Chief
Clerk and County Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 58, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 58, be
approved as read.

Chief Clerk stated that there were two vacancies on the Washington
County Planning Commission Board. Mr. Morgan stated that two people have been
recommended for reappointment for a four year period - Mr. William Harrison
and Mr. Lee Adamson.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the reappoint-
ment of Mr. William Harrison and Mr. Lee Adamson as per above.

Chief Clerk informed the Board of a new employee who will be -employed in
the Child Welfare Office. Mr. Brady stated that Alice Dellorso's application
was awarded from the Civil Service List. Said employment effective March 7, 19%'
Chief Clerk informed the Board of a Public Notice of General Permit
from the Department of the Army, Corps of Engineers, stating that they have
authorized the construction, installation and maintenance of certain fish
enhancement structures in Pennsylvania's "navigable waters", which are all
tributaries to the Allegheny, Monongahela and Ohio Rivers. -Thby-'anhounced_that
there will be a public hearing conducted on March 10, 1977 at 7:30 p.m. in
Room G-24 of the William Penn Museum, Harrisburg, Pa., and all interested parties
are invited to express their views.
Chairman Morgan stated that last Monday he had attended the regular
meeting of the Southwestern Regional Planning Commission in Pittsburgh, and at
that time, they voted to expand the number of elected officials that are serving
on the Commission. Mr. Morgan statdd that the vote was taken to include one
more Commissioner from each of the six member counties in the Commission, and
the Mayor of Pittsburgh. Per. Morgan then recommended that Mr. Gilmore be
appointed as an additional member to the Commission.
Moved by Mr. Paluso, seconded by Mr. Morgan, approving the appointment
of David L. Gilmore as per above.

Chief Clerk requested authorization to advertise for bids for certain
stainless steel equipment and china ware for the Washington County Health Center.
Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief
Clerk to advertise for bids as per above.

Referring to the organization of the new Washington County Health
Center, Chairman stated that in order to meet the state requirements the Board
must appoint an Admissions Committee for the Health Center. Mr. Morgan stated
that the following persons have been recommended and/or required by state
requirements:
Fred D. Large, M.D. - Medical Director
Charles Fairchild - Administrator
Sharon Russell - Director of Social Services
James T. Beck - Consumer Representative
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the appoint-
ments to the Admissions Committee as per above.

Chief Clerk presented a contract to the Board for their consideration
with the Otis Elevator Company to provide maintenance service for the elevators
at the Washington County Health Center.in the amount of $568.47 per month
for one year.
Remarks:
Mr. Morgan: My personal feelings are that this is a pretty stiff contract to
service four brand new elevators, but the fact that we are opening a brand new
facility and there will certainly be bug$.sto be worked out. I quess we need
the people who manufactured the elevators at least to the initial opening of
the facility and I recommend that we go ahead and sign the contract for one
year.

with Otis Elevator Company as per above.

Chief Clerk presented a Building Operation and Maintenance Agreement
with Honeywell, Inc. for the automatic heating and cooling system maintenance
in the amount of $472.00 per month for 9-months 13/l/77 - 12/l/77)'and for $786.00
per month for 3 months thereafter.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Agreement
with Honeywell, Inc. as per above for the Washington County Health Center.

Remarks:
.4r. Paluso:This is probably the most complicated part of the new facility - the
automatic controls for all the heating and cooling of the facility, and until
we get our own crew broken in and able to work on the machinery and controls
ourselves, we will have to pay the price of this contract.
Chief Clerk read a memorandum dated March 3, 1977, from Charles A.
Gillespie, Budget Director, regarding the Pharmaceutical Services Agreement
presented by DuValls Drug Store, Inc., dated February 28, 1977. Mr. Gillespie
stated in�his memo that said Agreement ma-ett all of the requirements of the
Medicare Reimbursement Manual published by the U.S. Department of Health,
Education and Welfare, known as H.I.M. 15 reprifited as of June, 1976. He also
stated that the Agreement also complies with P.S. 16 9 Sec. 2164, 1955, Aug. 9,
P.L. 323, art. XXI as amended; the County Institution District Law section 401;
and the Public Welfare Code section 443.1 and 472 as amended, and Act 132
amending the Act of June 13, 1967 (P.L. 31, No. 21) effective July 9, 1976.
Mr. Gillespie recommended that this Agreement be approved for a period of one
year commencing March 7, 1977, through March 6, 1978.

cal Services Agreement with DuValls Drug Store, Inc., for the supply of -drug
facilities at the Washington County Health Center as per above.

Chief Clerk informed the Board of the resignation of Constance Jones,
Tipstaff in Judge Gladden's office, effective April 4, 1977.
Referring to the emergency fuel crisis, the Chief Clerk informed the
Board of a letter of appreciation from the Hopewell Township Supervisors and
the people of Hopewell Township for all the help given them during the crisis.
Chief Clerk also informed the Board of a letter from Washington County
4 X 4, Inc,, thanking the Commissioners for taking the time to ask for their
assistance in the recent severe weather and fuel crisis.
Chairman announced that the reorganization meeting of the Washington
County Manpower Advisory Council was held on February 16, 1977, and the
following officers were elected to serve for the year 1977.

Chairman Morgan also stated that the Advisory Council has recommended
that the following members be removed from the board; Mr. Albert Delsandro and
Mr. Jess King representing Labor, and Mr. Frank Meyers representing the
Vocational Educational Schools; resigned due to the press of business. Mr. John

Mr. Dave Smith representing the Client Community who no longer wish to serve on
the board.
Mr. Morgan stated that the Advisory Council has recommended the follow-
ing persons for membership on the board; Patricia Sawayda, representing the
Client Community, Pete Celeni, representing Labor, Lyde Kuhar, representing
Agriculture and Client Community and Al Janovich, representing Private Industry.
Moved by Mr. Gilmore, seconded by Mr. Paluso; approving the appointment
of the aforementioned persons for the Manpower Advisory Council.
Remarks:
Mr. Paluso: We are to appoint one more member from the labor community. I have
contacted District 15, Director Paul Lewis, and he is going to supply us with
another member.

Chief Clerk informed the Board of a letter from the Washington -Greene
Community Action Corporation requesting that we submit to them a check in the
amount of $21,021.43 for Washington County Day Care Services provided under the
Department of Welfare Contract #3540. Mr. Brady stated that the check has been
received here,and they are requesting that we forward the amount to them.

Solicitor Diamond presented the following three (3) tax refunds to the
Board for the consideration and approval.

Mr. Martin Resick, Ms. JoAnn Kuhn and Mr. Jeffrey Dykstra, all
representatives of Local 668, Pennsylvania Social Services Union, SEIU, AFL-CIO,
were on hand at today's meeting to execute a contract dated July 1, 1974 with
the County on behalf of the Social Services employees working with Mental Healty/
Mental Retardation. Mr. Diamond stated that Mr. John Felice, who is our Labor
Consultant, has reviewed this contract and recommends that it be executed.
Mr. Diamond also stated that this contract was originally from July 1, 1974
to December 31, 1975 with year to year extensions,with the right of either party
to notify the other of termination as of July lst of any year. He explained
that the contract has not expired in that sense, however, it was his understand-
ing that all the terms and conditions of the contract have been continuously
complied with by the County. Mr. Diamond recommended that the contract be
executed, and that we are compelled to execute it by order of the Pennsylvania
Labor Relations Board. He added that Mr. Resick has received notice from
Mr. Felice that the County does not intend to bargain with the Union for a
the
continuation of the contract because we are of/opinion that the Union no longer
represents the majority of the employees, which will be the subject of some
future action.

with the Pennsylvania Social Services Union as per above.

Chief Clerk presented the 1976/1977 Grant Agreements and 3.3 Carryover
Amendment,between the Governor's Council on Drug and Alcohol Abuse and the
Washington/Greene County Commissioners. Mr. Brady stated that these agreements
have been reviewed by Mr. Gillespie, Budget Director.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the 1976/1977
Grant Agreements as per above.

Commissioner Paluso made the following announcement:
Senator James E. Ross of the 47th Senatorial District
consisting of Beaver County and part of Washington County
(Boroughs of Burgettstown, McDonald and Midway: Townships of
Cross Creek, Hanover, Jefferson, Mt. Pleasant, Robinson and
Smith) has graciously offered the services of his office to
the residents of the 47th Senatorial District while the 46th
is without a Senator pending the May 17th Election. Any
resident of the 46th may forward inquiries, notary renewals,
etc., to: Senator James E. Ross, 608 Third Street, Beaver,
Pa. 15009. Forms, applications, etc., are available at
this address at no cost and this service will continue to be
available until the new Senator for the 46th District is
elected.
