PALUSO, COMMISSIONERS Minute No. 60 Office of County Commissioners Washington, PA. ,lRarch 10, 1977 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore and Paluso. Also being present: Chief Clerk Brady, Solicitor Diamond; Budget Director Gillespie; John Cadez, Engelhardt & Power; John Drake, Senior Citizens; two representatives from The League of Women Voters; Bob Robertson, Observer -Reporter and Daniel Giosta, Daily Notes. Acting Chairman noted that Commissioner Morgan was in Harrisburg on County business: He also noted that two Commissioners, the Chief Clerk, County Solicitor and Budget Director were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 59, each member having received a copy. Mewed by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 59 be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. �pecial Order of Business: Mr. Dale H. Clapsaddle, a citizen of Washington County, was on hand at today's meeting to comment on the County assessment program. After a short question and answer session by the Board and Mr. Clapsaddle, Mr. Paluso stated that the Board appreciated his concern about the County assessment. Mr. Paluso also stated that all the problems in property assessment will never be cured because it is an inexact science to begin with, and he personally felt that the property tax sysjttm was outdated and should be done away with. He added that hopefully the County will make the right choice in hiring somemno to do the reassessment. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Farview State Hospital - $1,650.00 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing bills for payment. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter dated March 7, 1977, from the Western Pennsylvania Water Company. Said letter enclosed a copy of their application to the Pennsylvania Public Utility Commission for an extension of the Water Company's service territory in Mount Pleasant Township in Washingtor, County. Chief Clerk informed the Board of the resignation of Geraldine Zimmerman, Custodial Worker, effective April 1, 1977. Chief Clerk informed the Board of a travel request from Michael George, Director, Parks and Recreation, for approval of his attendance and two members of his staff at the annual Pennsylvania Recreation and Park Conference to be held in Hershey on March 27 - 30, 1977. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the travel request as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion earried unanimously. Chief Clerk informed the Board of a letter datdd March 2, 1977, from the United States Department of Agriculture, Soil Conservation Service. Said letter stated that the Soil Conservation Service has advertised for bids for a foundation investigation at Harmon Creek Watershed, Site PA-481, at a cost of about $27,000, and they have estimated the County's share to be approximately $9,500. Said letter also stated that the contract will be awarded on or about April 1, 1977, anddshould be completed by mid -June. Remarks: Mr. Gilmore: We have already paid this money. They are gequired to do this work and make test borings, etc. This is fvimarily for someone who might be interested in bidding on the contract. Xkfi" O j4E WCARD M. PALUSO, COMMISSIONERS could be some difficulty with the telephone cables coming into the Courthouse area, and they are exploring a new type of cable which could be used. Mr. Brady stated that they are requesting permission to enter County ground to do the necessary work. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the right of way to enter upon County owned ground by Bell Telephone as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Chief Clerk informed the Board of thiebtiet£ers tegAkding the severe weather crisis Washington County experienced. From Cecil Township Supervisors, a letter expressing their appreciation to the County for the help given by the Manpower Program. From Hanover Township, a letter expressing appreciation also for help given by the Manpower Program. And from Cross Creek Township, a letter expressing appreciation for the fine cooperation given by Mr. Don Ligman. Chief Clerk informed the Board of a travel request from Louise Abel, Administrator, Child Welfare Services, for approval of her attendance at the mid -winter meeting of The Pennsy vania Council of County Child Welfare Administrators, at the Host Inn, Harrisburg, from March 30 - April 1, 1977. Moved by Mr. Gilmore - seconded by Mr. Paluso, approving the travel request as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Chief Clerk read a letter dated February 9, 1977, from the Pennsylvania Historical and Museum Commission in Harrisburg, referring to the Washington County Courthouse, Jail and the "S" Bridge, all of which have been listed on the National Register of Historic Places. The Commission stated that in order to more adequately recognize the significance of this listing, they have recently initiated a formal certificate program, and enclosed three certificates for these properties. Remarks: Mr. Paluso: I would like to make a suggestion that we have the Tourist Promotion suitably frame those and keep them in their office. Mr. Gilmore: Does anyone know who takes responsibility for the "S" Bridge? Some people have said it is getting in bad shape out there. It is not a County bridge and never has been. It does have significance and should be maintained, but apparently it is not. Mr. Paluso: Why don't we forward a letter to the Historical Society and ask them to investigate the particulars concerning the "S" Bridge,and who is responsible for its maintenance. 11 �1 I� MINUTE BOOK 42-3 BOARD OF COUNTY COMMISSI9RSL. PALUSO, COMMMSIONERS J 1 1 Chief Clerk informed the Board of the following recap of contracts for Adult Welfare Services: I Adult Foster Care TOTAL: $34,588.05 CASH MATCH: $12,000.00 (Foster Care Payment) II Protective Services Companion/Chore Services Home Delivered Meals TOTAL: $205,593.18 CASH:MATCH: $ 17,300.00 III Senior Center Service TOTAL: $150,862151'? CASH MATCH: $ 0 TOTAL,: $391,043.74 CASH MATCH: $229,300.00 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing contracts for Adult Welfare Services pursuant to the conversation with Mr. Bonati and the approval of the Solicitor. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Meeting recessed. (Judge Sweet an* Walter G-rafjbt entered the meeting.) Judge Sweet referred to the recent escape and kidnapping by the Castner brothers, and stated that somethigg should be done about securing a holding pen for the prisoners. He stated that they would like to use the Court Administrator's office for this purpose and move Mr. Gregory's office into the District Attorney': office. He added that this request is not made with any personal feeling toward any particular office. He also mentioned that requests had been made in previous years' -for these pens,and urged the Board to hake some action on this matter in the immediate foreseeable future. Mr. Paluso stated that the Board sylupathizes with the Court on this space problem, and is cognizant of the problems it is causing. He stated that they had made every effort including many trips and expenditures of money to try and get an office building started, and hope by the end of this year that this is solved for everyone. He also stated that the same problem exists for the Prothonotary, Register of Wills, Recorder of Needs and Controller's office. He assured Judge Sweet that the Board will make every effort for rearrangements whereever they are possible. Mr. Walter Gregory, Court Administrator, also commented on the problems his office has in finding space for hearings, arbitration periods, etc. Regarding the new Washington County Health Center, Mr. Paluso announced that the state licensing and inspection will take place Friday, March 11, 1977. 424 MINUTE BOOK BOARD OF COUNTY COMMISRWPS Gilmore WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L.
