PALUSO, COMMISSIONERS Minute No. 65 Office of County Commissioners Washington, Pa., April 14, 1977 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady, Solicitor Diamond; Budget Director Gillespie; Mrs. Miller, League of Women Voters; John Stevens, Observer -Reporter; and Earl Bugaile, WKEG. Chairman noted for the record that the three Commissioners, Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 64, each member having received a copy. Moved by Mr. Gilmore, -seconded by Mr. Paluso, that Minute No. 64 be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Coventry Care, Inc. - $72.00 Remarks: E Regarding the bill. -from Coventry Care, Inc., Mr. Brady stated that we had sent them a letter finalizing our association with them, but that they had had two days into the newt aonth prior to receiving the letter. Mr. Gilmore stated that this contract was supposed to have been terminated three months ago.and objected to this billing. bills. Moved by Mr. Paluso, seconded by Mr. Morgan, approving the foregoing Roll call vote taken: Mr. Gilmore - No; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. (Mr. Gilmore voted No on the bill from Coventry Care, Inc.) Chief Clerk informed the Board of a request from the Washington - Greene Community Action Corporation for the transfer of a check in the amount of $25,741.90 for Day Care Services provided under the Department of Welfare Contract #3540. Chief Clerk read the following resolution from the Washington -Greene Community Action Corporation for County owned land to be used for Community Gardens: Be it resolved through this agreement that the County of Washington is in accord to loan land to the Washington -Greene Community Action Corporation. The land is located adjacent to the Home for Aged Men and Women and will be solely used as a Community Garden Site for elderly and low income families. The program will go into operation on or about April 11, 1977 and run till October 14, 1977, at which time the land will be re- linquished to the County of Washington. The soil at the garden sites will beccultivated at the expense of Washington -Greene Community Action Corporation. Should any injuries occur to the program's gardeners while on county owned land, Washington -Greene Community Action Corporation will assume full responsibility. Washington -Greene Community Action Corporation will assume full responsibility of county owned land designated for garden use during the program's operation. Chief Clerk presented an Application for an Encroachment Permit from the Soil Conservation Service on an unnamed tributary of Harmon Creek for the purpose of constructing a flood control dam. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Application as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a Project Agreement from the Soil Conservation Service for the construction of one multiple -purpose earthfill dam at Site PA-661 Cross Creek at an estimated cost of $2,001,328.30. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Project Agreement as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an Operation and Maintenance Agreement for structural measures on Cross Creek Site PA 661 with the Soil Conservation Service. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a public notice from the Southwestern Pennsylvania Regional Planning Commission announcing that they will hold a series, of meetings to present to the public maps of future development which have been prepared as part of the regional water quality management planning program. Mr. Brady stated that the meeting for Washington County is scheduled to be held in the Courthouse on April 19, 1977, at $700 p.m. Chief Clerk reported that on March 27, 1977, the program of innoculatiorl for tetanus and diptheria which was administered to the Washington County volunteer firemen was held at the Charleroi-Monessen Hospital, and a total of 87 shots were given to the firemen. Chief Clerk informed the Board of a letter dated April 5, 1977 from the Board of Probation and Parole regarding the 1977 Adult Probation Grant -in - Aid appropriation to Washington County in the amount of $16,385.00 which was 458 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS rpgpWASHINGTON COUNTY, PENNSYLVANIA MALCDLM L. Said letter advised that the amount of the grant as indicated was incorrect and should have read $16,835.00. Chief Clerk presented an Institutional Training SubContract (Project Number 42-7-015-10-004) with Penn Commercial College in the amount of $500.00, under the Comprehensive Employment and Training Act of 1973. Moved by Mr. Palusb, seconded by Mr. Gilmore, approving the foregoing Subcontract., , _ Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously.
