PALUSO, COMMISSIONERS G 1 1 Minute No. 66 Office of County Commissioners Washington, Pa., April 21, 1977 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Diamond; Joesph Giecek and Don Ligman, Administrative Assistants; Budget Director Gillespie; Mrs. Miller, League of Women Voters; John Cadez, Engelhardt & Power; and John Stevens, Observer -Reporter. Chairman noted for the record that the three Commissioners, the Chief Clerk, County Solicitor and Budget Director were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 65, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 65, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented two On the Job Contracts - one with Haas Fine Footwear, Inc., Charleroi, Pa., for training of Deborah Jorgenson as Manager, and with Den -Allen Co. Inc., Bentleyville, Pa., for training of Sheree Ansell as Bookkeeper -Inventory Clerk. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the two On -the Job Contracts as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a Contract between the County and Thomas Pollack, for his educational services in the field of Report Programming Generator computer programming language to those who seek it at the Office of Employment and Training, at a total cost n6t to exceed $430.00. Contract. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented a Transfer Agreement between the' -Washington County Health Center and The Monongahela Valley Hospital, Inc. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the Transfer Agreement as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an ,$greement between Washington County and Laura Neuman, for her services as Beautician at the Washington County Health Center. Agreement. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Roll call vote taken: Mr. Gilmore - Ye*; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an Agreement between the County and Louis D'Agostino, for his services as a Barber for the Washington County Health Center. Moved by Mr. Paluso, seconded by Mr. Morgan, approving the foregoing Agreement. Roll call vote taken: Mr. Gilmore - No; Mr. Paluso - Yes; Mr. Morgan - Yes. Chief Clerk informed thetBoard that the Soil Conservation Service has re requested a liason officer for the construction of Cross Creek Site PA 661. Mr. Gilmore recommended that Joseph Giecek be appointed. Moved by Mr. Gilmore „ seconded by Mr. Paluso, approving the appointment. of Joseph Giecek as Liason Officer as per above. Roll call vote taken: Mr. Gilmore- Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of the resignation of Joseph Lanzy of the Bridge Department, who has served with the County since April 26, 1955. Mr. Paluso requested that the Chief Clerk forward a letter of appreciation to Mr. Lanzy. Chief Clerk informed the Board of a travel request from Margaret Lonsway, In -Service Education Director at the Washington County Health Center, for permission to attend the Gerontological Nursing Institute seminar on April 27-29, 1977. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the travel request as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a request from the Redevelopment Authority for their second quarterly payment of $24,675.00 from the 1977 County budget. ChiefcCt&tkwinf6rx4ed:the Board of the resignation of Charles R. Clark, Vice President, Pklatsburgh National Bank, as Chairman of the Board of the Redevelopment Authority, effective May 16, 1977. Mr. Morgan recommended that Mr. Clark be given a certificate of appreciation for his services.over the past 11 years. - Mr. Roland Bourke, Executive Director, Redevelopment Authority, was on hand atttoday's meeting to present a Resolution approving proposal for Redevelopment of Disposition Parcels No. 5A and 6 in the Monongahela Business District Urban Renewal Area, Penna. R-355, by First Federal Savings and Loan Association of Monessen, and the form of the Redevelopment Contract with said Developer. Mr. Bourke stated that the First Federal Savings & Lean Association has presented a proposal to purchase a portion of land in the Monongahela Redevelopment Project and it providesfor a 100% expansion of their existing building. He then gave a bri6f description of what the expansion entailed and displayed an architectural drawing of the building. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter dated April 15, 1977 from the Governor's Justice Commission, Department of Justice, Harrisburg, enclosing their final audit on subgrant SW-75-C-7D-8-425 in the amount of $10,000 awarded to the Washington County Commissioners on August 1),1975, for a full time District Attorney. Said letter stated that project records verify that all funds, federal, matching, and state buy -in, have been expended in accordance with grant conditions. Mr. Morgan recommended that this letter be forwarded to Mr. Gillespie. Chief Clerk requested authorization to advertise for bids for a tractor to mow the lawn -at the Washington County Health Center, and for furniture for the Judge's chambers. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief Clerk to advertise for bids as per abovd. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Morgan stated a meeting was held with the Washington County Housing Authority and that they would like to participate as bidders in the high rise construction for the elderly in Donora, which HUD has authorized. Mr. Morgan suggested that the Board take some preliminary action authorizing them to proceed and become one of the prospective bidders. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Housing Authority be given preliminary approval to proceed to try to secure elderly housing in any locations that the U.S. Government may be inclined to grant.
