PALLSO, COMMISSIONERS 1 Minute No. 67 Office of County Commissioners Washington, Pa., April 28, 1977 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady, Solicitor Diamond; John Cadez, Engelhardt & Power; Mrs. Miller, League of Women Voters; Bob Robertson, Observer -Reporter; and Earl Bugaile, WKEG. Chairman noted for the record that the three Commissoners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 66, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 66, be approved as,read: Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter dated April 22, 1977 from the Southwestern Pennsylvania Regional Planning Commission requesting their first payment of $11,488.00 representing 50% of Washington County's share of the 1977 budget. Chief Clerk informed the Board that the Washington -Greene Community Action Corporation has requested the transfer of two (2) checks: One in the amount of $2,392.21 for day care services provided under the Department of Welfare Contract #2915-A; and one in the amount of $1,649.60 for day care services provided under Contract #3540-A. Chief Clerk presented an Application for a Department of the Army Permit from the Soil Conservation Service regarding Harmon Creek Flood Control Stucture Site PA-480 for flood control, which will be of earth fill. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Application as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter of appreciation from President Judge Charles G. Sweet thanking- the Commissioners for their cooperation in obtaining the Texas bunkroom in the cellar of the County jail for partial, overnight and weekend confinement in handling offenders. Chief Clerk informed the Board of a letter dated April 19, 1977 from Congressman Austin J. Murphy thanking the Commissioners for their additional support on behalf of fair treatment for the McGraw -Edison Company in government contracts. Congressman Murphy stated that he has joined with the two United States Senators in letters to the TVA and New York State Power Authority urging them to fully comply with competitive bidding procedures, and that they are hoping that this pressure will offset any pressures from other political sources MINUTE BOOK 465 BOARD OF COUNTY COMMISSIOavNid LERS. Commissioner Morgan stated that the Southwestern Pennsylvania Economic Development District has asked the Board to reaffirm or select a new member to the Executive Committee of the District. Mr. Morgan then recommended that Mrs. Charlotte Lane, Washington -Greene Co. Tourist Promotion Agency, be appointer'. as the Executive Committee member from Washington County. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing appointment. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk requested that the Board authorize the Office of Employment and Training to develop proposals toward obtaining a Certified Public Accountant audit.for the Manpower Program. Moved by Mr. Paluso, seconded by Mr. Gilmore, author' g the development of the foregoing proposals. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an On The Job Contract with R.M. Phillips Assoc. McMurray, Pa., to provide training for Carol Paul as Drafts person. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing OJT contract. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Solicitor: Solicitor Diamond presented the following three (3) tax refunds to the Board for their consideration and approval. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment Office be authorized to prepare the following tax refunds due to either duplica- tion or overpayment of real estate or personal property tax: 1. Solcitor Diamond presented the following Resolution for the Board's consideration and approval. Mr. Diamond stated that this Resolution has been suggested by the Tax Claim Bureau and Mr. Lou Furman of the Real Estate Dept. WHEREAS, on March 24, 1942, the County Treasurer, John L. Post, sold unto the County Commissioners the parcel of ground herein descri4ed, for deliquent taxes assessed against one Jacob Barnickel; and WHEREAS, the said Deed of conveyance dated May 20, 1943 is of record in the Prothonotary's office in Treasurer Deed Book Vol. 7, page 26; and WHEREAS, at a later date, at a proceedings at No. 308 May Term 1947, A.D., the Court of Common Pleas approved the sale of said property to one Michael Ratkovich; and WHEREAS, said Deed was either never executed from the County Commissioners to said Michael Ratkovich, or said Deed has been lost and not recorded. NOW, THEREFORE, be it resolved that: In order to complete the transaction at 308, May Term 1947, A.D. a new deed be issued and executed by the proper officers in and for the County of Washington to Michael Ratkovich, his heirs and assigns, for the following property: ALL that certain piece or parcel of ground situate in Chartiers Township, Washington County, Pennsylvania; being Lot 44, Arthur Plan. BEING the same piece,or parcel of ground that was sold to Washington County on March 24, 1942, as the property of Jacob Barnickle, and again sold by Washington County to the grantee herein, under and by virtue of the Act of July 28, 1941, P.L. 535 at C.O. #308, May Term 1947, A.D. The reason being for the issuance of this new deed is that the original deed was lost and was never recorded. BE IT FURTHER RESOLVED, that'the wording of this resolution be copied verbatin and incorporated in the wording of this new deed in order that it may be a part of the permanent record.
