PALUSO, COMMISSIONERS Minute No. 68 Office of County Commissioners Washington, PA., May 5, 1977 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Acting Chief Clerk Tina Dallatore; Chief Clerk Brady; Solicitor Diamond; Budget.)Director Gillespie; Joe Giecek and Don Ligman, Administrative Assistants; John Cadea, Eng6lhardt & Power; Mrs. Miller, League of Women Voters and Bob Robertson, Observer -Reporter. Chairman noted for the record that the three Commissioners, the Acting Chief Clerk, Budget Director and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 67, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving Minute No. 67 as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - ck. #50-052004 dated 4-26-77 first quarter payment under the Payments to Counties for Child Welfare Services Program for 1977 $10,760.38 2. Keystone Bank - ck. #260308 dated 5/2/77 31 day investment @ 4,5/8% int. - Cross Creek Park Fund 1974 Principle $445,000.00 Interest $ 1,747.99 TOTAL $446,747.99 Chief Clerk presented the following bills to the Board for their consideration and approval.: bills. 1. Acting Chief Clerk informed the Board of a travel request from Anthony Luppino, Director, Adult Welfare Services, for permistibn to attend the Pennsylvania Conference on Aging at the Hershey Motor Lodge on May 24-27. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing travel request. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Acting Chief Clerk informed the Board of a memorandum dated April 27, 1977, from the Washington City Council stating that at their regular meeting on April 22, 1977, they passed a motion to continue the Joint Pest Bird Control program with Commonwealth Exterminating subject to the approval of all participants. Term of agreement would be from June 1, 1977 through May 31, 1978 with $345.00 being the County's share. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the renewed agreement and cost as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Acting Chief Clerk presented two (2) On The Job Contracts - one with Automotive Service Council of Pa., Inc. for the training of Robert I. Stewart as Automotive Mechanic, and with O'TooleAs Typewriters of Monessen, Pa., for the training of Thomas Jerry as Office Machine Repair. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing OJT Contracts. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Acting Chief Clerk presented an amended Project Agreement (No. AG42scs- 00) between Washington County and the Soil Conservation Service, regarding the construction of an earthfill dam at Site PA-661 Cross Creek Watershed Project. Moved by Mr. Paluso, seconded by Mr. Gilmore, adopting the foregoing amended agreement. Roll call vote taken: E 1 1 Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Sember, Executive Director, Planning Commission, for permission to send Richard Glance to a workshop at Harvard - MIT on Environmental Planning and Regulation of Land Development.. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing travel request. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Acting Chief Clerk presehted an Application to the Pennsylvania Depart- ment of Transportation for the allocation of County Liquid Fuel Tax Funds in the amount of $1,000.00 to be used for the acquisition of right-of-way for installation of dusk -to -dawn lights for rest area lighting on Interstate 70 at Claysville, Pa. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Application. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Acting Chief Clerk informed the Board of a letter dated May 3, 1977, from Mary J. Sprowls, Secretary of the Washington County Foster Parent Assn. thanking the Commissioners for granting an increase in board rates for foster children in their care. Acting Chief Clerk informed the Board of a letter datdd April 28, 1977, from Fay Ward, Legal Secretary in the District Attorney's office, requesting a leave of absence effective May 4, 1977. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving a 60 day maximum leave of absence for Fay Ward, effective May 4, 1977. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. - Motion carried unanimously. Solicitor: Mr. Diamond stated that he had received the following list of properties from the Real Estate Department for the Board's consideration.
