Office of County Commissioners
Washington, Pa., May 26, 1977
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore and Paluso. Also being
present: Chief Clerk Brady; Solicitor Diamond; John Drake, Senior Citizens;
Mrs. Miller, League of Women Voters; Jay Mitchell, WJPA; Bob Robertson, Observer -
Reporter; and Earl Bugaile, WKEG.
Vice Chairman noted for the record that two Commissioners, the Chief
Clerk and County Solicitor were in attendance.
Vice Chairman.asked if there were any corrections, additions or
omissions to Minute No. 70, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving Minute No. 70
as read.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Paluso - Yes;
Motion carried unanimously.
Special Order of Business:
Vice Chairman requested that everyone in attendance stand for a moment
of sil6nce in respect to the late County Sheriff Hanna Pie Johns. Mr. Paluso
announced that the Board of Commissioners has granted permission for any County
employee to attend the funeral on Friday and will receive0the necessary time off.
He also stated that the flag will not be flown at half mast on the day of the
funeral, which is the usual procedure, at the request of Mr. John's family.
Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. Commonwealth of Pa. - ck. #55-0115124 dated 5-12-77
third draw -down - SW-76-c-6a-8-555 - Adult Probation
$2,225.00
2. Commonwealth of Pa. - ck. #48-060124 dated 5-19-77
Incentives for Jan. 1977 - Child Support Program Fund
$10,312.15
3. Jetcraft, Inc. - ck. #1841 dated 5-15-77 - Payment
for 1974 - land lease and hangar rental - $1�320.00
Chief Clerk oresented-,_the following bills to the Board for their
consideration and approval:
1. Westminister U.P. Church - $182.66
2. McMahon and Kenneth - $15.076.00
3. McMahon and Kenneth - $1,114.00
4. McMahon and Kenneth - $1,710.00
5. McMahon and Kenneth - $7,353.00
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the foregoing bills
be approved for payment.

Chief Clerk informed the Board of a letter of resignation from
Reese Dugan, Tax Assessment Office, effective May 31, 1977. Mr. Paluso
suggested that a letter of appreciation be sent to Mr. Dugan for his years of
service to the County.
Regarding Harmon Creek Dam Site 483, Mr. Brady stated that construction
of this dam cut off access to the southern side of the Thomas Gilliam property,
and it has been recommended that a contractor be hired by the County to regrade
the area and put in a roadway at a maximum cost of $600.
Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the expendi-
ture of approximately $600 for hiring a contractor and regrading as per above.

Motion carried unanimously.
Regarding the proposed kitchen renovations at the Burgettstown
Senior Citizens Center, Mr. Brady requested approval from the Board for all
necessary plumbing and other repairs at a cost of $1,600. Mr. Brady stated
that this project was under the bidding requirements.
Moved-by"_Mr. Gilmore; seconded by Mr. Paluso, approving the necessary
repairs for the Burgettstown Senior Citizens Center as per above.

Motion carried unanimously.
Chief Clerk informed the Board of a letter dated May 19, 1977, from
the Department of Housing and Urban Development regarding HUD sponsored
Preventative Health Care Conference. Said letter stated that Mr. William Carl,
Executive Director of the Washington/Greene County Drug and Alcohol Planning
Commission, participated on a panel at the conference for Public Housing
Agenices in Western Pennsylvania, and that his remarks and comments were very
informative and developed an awareness of the problem of Drug and Alcohol Abuse
among conference participants.
Chief Clerk informed the Board of a report from the Department of
Environmental Resoures regarding 1976 Ragweed Pollen Concentrations in
Pennsylvania, and enclosed a pamphlet entitled "Ragweeff. and Hay Fever" for
public information. Mr. Brady stated this information would be posted on the
bulletin board.
Chief Clerk informed the Board of a memorandum dated May 18, 1977,
from William P. Sember, Executive Director, Washington County Planning

Commission regarding a project of hiring California State College Students for a
County Housing Quality Survey, Said memo stated that the students will be paid

from the General Fund and their salaries, mileage, plus the County Planning
Commission's administrative costs will be reimbursed. Mr. Sember requested
authorization from the Board to proceed with this project.
Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing Mr. Sember
to proceed as per above.

Motion carried unanimously.
Chief Clerk presented a letter dated May 20, 1977, directed to the
State Council of Civil Defense from Commissioner Paluso, advising of the
appointment of Donald L. Ligman, Administrative Assistant to the Commissioners,
as Deputy County Civil Defense Director for Washington County. Said letter
also indicated that all future correspondence regarding Civil Defense matters
should be forwarded to Mr. Ligman.
Chief Clerk presented an Amendment to the original contract between the
Washington -Greene Drug and Alcohol Planning Commission and the Governor's
Council on Drug and Alcohol Abuse, for the purpose of providing an additional
$5,000 to the Commission for utilization in a research project to conduct a
follow-up study of clients to find the degree of effedtiveness of treatment.
Mr. Brady stated that these funds do not need any match from the County since
they are for a special project.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Amendment.
