PALU3O, COMMISSIONERS Minute No. 73 Office of County Commissioners Washington, Pa., June 9, 1977 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Diamond; Roland Bourke, Redevelopment Authority; John Drake, Senior Citizens; Mrs. Miller, League of Women Voters; Bob Robertson, Observer -Reporter; Jay Mitchell, WJPA and Earl Bugaile, WKEG. Chairman noted for the record that the three Commissioners, Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 72, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 72 be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Special Order of Business: Mr. Roland Bourke, Executive Director of the Redevelopment Authority presented a Resolution to the Board for their consideration which would approve the proposal for redevelopment of Disposition Parcel No. 9 in the Monongahela Business District Urban Renewal Area, Penna. R-355, by the City of Monongahela, and the form of the redevelopment contract with said developer. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the Resolution as presented by Mr. Bourke. Roll call vote taken: Mr. Gilmore - Yes; Mr.Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding the bids received for refurbishing the Judge's chambers, Mr. Diamond stated that he had reviewed the bids and had numbered the items which totaled 38. Mr. Diamond then listed the lowest bids received for each item and recommended that the bids be awarded as follows: Gordon Office Equipment: Item No. 9, 10, 11, 12, 13, 15, 16, 19, 20, 21, 22, 23, 24, 25, 26, 28, 29, 35, 36, 37, 38 Total: $10,031.00 Modern Business Machine Supplies, Inc.: Item No. 6, 14, 17, 18, 30. PALUSO, COMMISSIONERS Moved by Mr. Paluso, seconded by Mr. Gilmore, awarding the contract for the items as listed above to GORDON OFFICE EQUIPMENT, Jefferson Court Plaza, Washington, Pa.; MODERN BUSINESS MACHINE SUPPLIES, INC., 70 South Main, Washington, Pa.; and I. & M. SUFRIN, 2500 Jane Street, Pittsburgh, Pa., for the amount set forth in their bids; these being the lowest responsible bids received in accordance with specifications. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following check: 1. Commonwealth of Pa. - ck. #37-0132502 dated 5-31-77 Specialized Intensive Probation Program - Juvenile Probation - Partial payment for Action Grant as per Contract - SW-76-c-9c-0093 - $2,000.00 Chief Clerk referred to a letter which the Board had sent to various legislators requesting their support of House Bill No. 69. Mr. Brady reported that a reply had been received from State Senator Franklin L. Kury stating that he would give the bill his consideration. Remarks: Mr. Paluso added that several acknowledgements had been received from the Board's request. Chief Clerk informed the Board of a letter dated June 6, 1977, from the Pennsylvania Department of Education, advising that the next course of instruction for District Justices of the Peace will be conducted September 5 thru September 30, 1977, and is open to any interested Pennsylvania resident eligible to hold public office and those prospective district justices of the peace required to attend by the "Magisterial District Reform Act". Chief Clerk informed the Board of a letter dated June 1, 1977, from the Avella Area School District, thanking the Commissioners for supporting the outdoor educational program at Mingo Creek County Park. Chief Clerk presented the Day Care report and invoices from the Washington -Greene Community Action Corporation to be signed by the Chairman of the Board. Chief Clerk informed the Board of a memorandum dated June 1, 1977, from William P. Sember, Executive Director, Planning Commission, requesting authorization to attend NACo's Annual Conference being held in Detroit, July 24-27. Mr. Sember stated that he will also be attending the meetings of the National Association of County Planning Directors, of which he is Regional Vice President, and that he has been requested by NACo to serve on a discussion panel titled "Land Use Control Law" sponsored by the National Association of County Civil Attorneys. 1 Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the travel request as per above. Chief Clerk informed the Board of a letter from the Department of Army Corp of Engineers, regarding the Chartiers Creek Local Flood Protection Project Unit 2-A, Canonsburg -Houston Reach, Washington County. Said letter ihfbrmed the Board that Unit 2-A has been turned over to the County of Washington for operation and maintenance. Chief Clerk informed the Board that the Area Agency on Aging has received two training scholarships for a Senior Citizen Activity Center Training Conference in Ann Arbor, Michigan for the week of June 12 through the 17th, and that Patricia Craig, Coordinator for Claysville Center has been selected to attend this conference. Mr. Brady stated that this is fully reimburseable upon receipt of an expense voucher, and that a total amount of $418.00 has been requested for expenses. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing travel request subject upon further research. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chairman informed the Board that John R. Fantini, Director of Employment & Training has requested that the Board approve the appointment of Mr. James McDonald, President of the NAACP in Washington, &s a'representative to the Manpower Advisory Council. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the appointment of James McDonald to the Manpower Advisory Council. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of two appointments to be made to the Washington -Greene County Tourist Promotion Agency and stated that Charles Chattaway and Keery McAmbley have been recommended for appointment. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the two appointments as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board that he has been in contact with the Mon Valley Health and Welfare Council, and they have requested that the Board appoint a member to their Board of Directors. Moved by Mr. Morgan, seconded by Mr. Gilmore, approving the nomination of Commissioner Edward M. Mr. Diamond referred to the proposed lease between Global Management Company and Washington County which was discussed at last week's meeting in regard to an escape clause in the event of a termination of state funds for the MH/MR Program. Mr. Diamond stated that he has prepared an addendum to the lease which would reduce the rental proportionately down to 5011 as long as we occupy the premises in the event there is a reduction in state funding, and a termina- tion of the agreement if the state funding is completely cut off. Mr. Diamond recommended approval of the lease including the two addenda. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Lease Agreement and two addenda as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Mr. Diamond informed the Board that we have received an offer to sell_ the real estate located at 26 South Franklin Street, and that we must accept the offer by June 20, 1977. He added that this has been previously discussed and he thought the price of $17,250.00 reasonable. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Board accept the offer of sale as per above.
