Washington, Pa., July 7, 1977
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady, Solicitor Diamond; John Cadez of
Englehardt & Power; Roland Bourke, Redevelopment Authority; John Drake, Senior
Citizens; John Stevens, Observer Reporter.
Chairman noted for the record that the three Commissioners, the Chief
Clerk and County Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 75, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 75, be
approved as read.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Special Order of Business:
Mr. Roland Bourke, Executive Director, Redevelopment Authority,
presented the following resolution for the Board's consideration and approval:
WHEREAS, the Redevelopment Authority of the County of
Washington has executed an amendatory Loan and Capital -Grant
Contract with the United States of America, dated August 19,
1968, providing for financial aid to the said Authority under
Title I of the Housing Act of 1954, which project is known as
the Washington Central City Project, Penna. R-98, and
WHEREAS, in the execution of said Project the said
Redevelopment Authority of the County of Washington has received
a proposal from JACK B. PIATT, an individual, for the redevelop-
ment of Disposition Parcel No. 12, and
WHEREAS, the said Redevelopment Authority of the County
of Washington has submitted the proposal and the form of redevelop-
ment contract for approval of the Board of County Commissioners of
Washington County and said contract is in substantial conformity
with the proposal heretofore approved by the County Commissioners
of Washington County.
NOW THEREFORE, be it resolved by the Board of County
Commissioners of Washington County that -the redevelopment contract
submitted pursuant to the proposal of JACK B. PIATT, an individual
is hereby approved.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Resolution
as per above.

Mr. Bourke also presented the following Resolution for the Board's
consideration and approval:
WHEREAS, on May 19, 1977, the Board of Commissioners
approved the Third Year Community Development Program and auth-
orized the Chairman of the Board of Commissioners to provide

such assurances and/or certifications as required by the Housing
and Community Development Act of 1974; and
WHEREAS, as part of the Community Development Program
Application, the Chairman of the Board of Commissioners, as the
County's Chief Executive Officer, certifies to consent to the
status of a responsible Federal official under the National
Environmental Policy Act of 1969 insofar as the provisions of
said Act apply to the Community Development Program; and
WHEREAS, an Environmental Review Board for the Community
Development Program has been prepared for the Third Year Community
Development Program in accordance with the National Environmental
Policy Act (P.L. 91-190) and the Department of Housing and Urban
Development Environmental Review Procedures (24 CFR Part 58).
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
COMMISSIONERS OF THE COUNTY OF WASHINGTON:
1. That it is hereby found and determined that the finding of
the Environmental Review Record for the Third Year Community
Development Program, that there will be no significant effect
upon the environment, is appropriate.
2. That the Chairman of the Board of Commissioners is hereby
authorized to take the remaining steps to complete the environ-
mental review process.
3. That the Chief Clerk of the County of Washington is hereby
directed to make the Environmental Review Record available for
public exmaination and copying, upon request, during regular
working hours.

Resolution as presented by Mr. Bourke.

Regarding the recent Real Estate Sale held on June 13, 1977, Mr. Brady
informed the Board that certain property was exposed for sale which had been
improperly recorded as owned by E. Kilchenstein and Victoria, and Mr. Ronald
Z. Taylor proved to be the successful bidder. Said property should have been
recorded as being owned by Kenneth and Evelyn Kilchenstein. Mr. Brady presented
a Resolution authorizing the refund of $20.00 to Mr. Ronald Taylor as his down
payment and granting permission to Mr. Kenneth and Evelyn Kilchenstein to
repurchase their property.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Resolution.

Chief Clerk informed the Board of a request from John Fantini, DirectoX
Employment & Training, for permission of three of his staff members to attend
the CETA Title I Grant Procedures Meeting to be held July 8, 1977 in Philadelphia
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the travel
request as per above.

Chief Clerk informed the Board of a request from the Washington County
Historical Society for their third quarter budget allocation in the amount of
$1,000.00 for 1977.
Chief Clerk informed the Board that on December 8, 1976, the General
Assembly of the Commonwealth of Pennsylvania passed Act.No. 284, in which the
"Regional Planning Law" is amended to require that a majority of the members of
a regional planning commission be locally elected officials. Mr. Brady stated
that the Southwestern Pennsylvania Regional Planning Commission is recommending
that the Articles of Agreement be amended to increase the county's representation
from one County Commissioner to two County Commissioners. Mr. Brady then stated
that the SPRPC has asked that the Commissioners adopt the Amended Articles of
Agreement.
Moved by Mr. Paluso, seconded by Mr. Gilmore, admpting the Amendment
to the Articles of Agreement as per above.

(Mr. Morgan noted that Mr. Gilmore had previously been appointed as the second
Commissioner to the SPRPC.)
Chief Clerk announced that the National Association of Counties will
hold its 42nd Annual Conference in Detroit, Michigan, on July 24-27, 1977.

Mr. Brady stated that our County is entitled to 6 votes in weighted voting
situations and that NACo has requested that we forwarded a letter indicating
the name of the person who might cast all of these ballots.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that Mr. Gilmore be
designated to cast the ballots as per above.

Chief Clerk informed the Board of a request for allowance for the 1977
convention of Register of Wills and Clerk of Orphans' Court Division at
Scranton, Pennsylvania, from Harvey Stuart and two of his staff members.
Chief Clerk informed the Board of a request for allowance to cover
expenses incurred by Metro Petrosky, Jr. and his deputy, while attending the
Prothonotary/Clerk of Courts annual convention on July 12-16 in Gettysburg.
Chief Clerk informed the Board of a Court Order dated June 20, 1977,
instructing the Clerk of Courts to return to John Chiodo the sum of $2,500 less
court costs which total $127.23. Said Order also stated that John Chiodo is to
be exonerate_ from the bond which was forfeited on November 22, 1974 and posted
for Herman Robinson. Mr. Diamond reviewed this matter and stated that everything
was in proper form. Mr. Diamond recommended that the Board comply.

$2,372.77 to John Chiodo as per above.

Chief Clerk informed the Board of a Project Activity Memorandum dated
June 24, 1977, from the Washington County Community Development Agency regarding
the Monongahela Highrise Housing for the Elderly. Said memo stated that they
have submitted a Section 8 Application to HUD for 75 one bedroom units on July 1,
1977.
Chief Clerk informed the Board of a letter from the Washington County
Conservation District requesting their allocation of $12,000.00 from the 1977
budget.
Chief Clerk informed the Board of a letter of appreciation from Byers
Memorial Library, Inc., thanking the Commissioners for their contribution and
continued support.
Chief Clerk informed the Board that the Washington County Voiture 676
of the 40/8 will hold its convention on August 5, 1977, at the Holiday Inn, and
that they have scheduled a parade through downtown Washington on -August 6, 1977.
