Office of County Commissioners
Washington, Pa., July 21, 1977
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore and Morgan. Also being
present: Chief Clerk Brady; Solicitor Diamond; Budget Director Gillespie;
Don Ligman and Joe Giecek, Administrative Assistants; John Cadez of Englehardt
& Power; John Drake, Senior Citizens; Bob Robertson, Observer -Reporter;
Jay Mitchell, WJPA and Earl Bugailp, WKEG. Absent being Commissioner Paluso.
Chairman noted for the record that two Commissioners, the Chief Clerk,
County Solicitor and Budget Director were in ,attendance.
Chairman asked if there were any corrections,additions or omissions to
Minute No. 77, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Morgan, that Minute No. 77, be
approved as read.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Old Business:
Chief Clerk noted that last year the Board had approved a grant in the
amount of $114,000 from Liquid Fuels for construction of a bridge to provide
access to the Charleroi Industrial Park in Speers Borough. Mr. Brady presented
the application for aid to Penn Dot for the Board's consideration.
Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the application
as per above.

Chief Clerk presented the following bills to the Board for their
consideration and approval:

Moved by Mr. Gilmore, seconded by Mr. Morgan, approving payment for the
foregoing bills.

Chief Clerk informed the Board of a letter dated July 13, 1977, from
the Donora Public Library thanking the Commissioners for the 1977 allocation.
Chief Clerk informed the Board of a memorandum dated July 20, 1977,
from Donald Ligman, Administrative Assistant, regarding the energy crisis last
winter. Said memo stated that as of July 20, 1977, a total of $3,902.28 has
been received in payment for fuel delivered during the energy crisis, which
represents 59.1% of the total fuel bill as being paid. Mr. Ligman stated that
only six payments were received from the second billing, and that he will now
institute a third billing within the next five days.

Mr. Gilmore mentioned a program which has been set up whereby federal monies
coming from the state will be used to reimburse people who can qualify as far
as income is concerned for fuel bills for the past winter. He suggested that
those people who have not paid be checked to see if they qualify under this
program.
Chief Clerk requested authorization to advertise for bids for the
installation of the propane system at the old Men's and Women's Homes.

Chief Clerk presented the following Resolution Authorizing Filing the
Articles of Incorporation for the Board's consideration.
WHEREAS, the County of Washington desires to cooperate
with other counties in this area of the state to coordinate
training and employment,
WHEREAS, the County of Washington, together with other
counties, desires to contract with the Volkswagen Corporation of
America, to provide training and employment opportunities for
"CETA" participants,
NOW, THEREFORE, it is resolved by the County of
Washington that "John Fantini" is authorized to execute an
application for the Articles of Incorporation for Southwest
Pennsylvania Manpower Consortium, Inc., a copy of which is
attached hereto.
Moved by Mr. Gilmore, seconded by Mr. Morgan, approving the foregoing
Resolution.

Solicitor Diamond presented the following three (3) tax refunds to the
Board for their consideration and approval.
Moved by Mr. Gilmore, seconded by Mr. Morgan, that the Tax Assessment
Office be authorized to prepare the following tax refunds due to either duplica-
tion or overpayment of real estate or personal property tax:
