Washington, Pa., July 28, 1977
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Acting Chief Clerk Tina Dallatore; Solicitor Diamond;
Budget Director Gillespie; Administrative Assistants Ligman and Giecek;
Michael George, Parks & Recreation; Bracken Burns, Emergency Medical Services;
John Cadez, Englehardt & Power; John Drake, Senior Citizens; Jay Mitchell, WJPA;
and John Stevens, Observer -Reporter.
Chairman noted for the record that the three Commissioners, the Acting
Chief Clerk, Solicitor and Budget Director were in attendance.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 78, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 78, be
approved as read.

Special Order of Business:
Michael George, Director, Parks and Recreation was on hand at today's
meeting to inform the Board of the following Public Notice:
Notice is hereby_given that the following State and
Township roads LR 62022, 62133, 62035 and Township road
T480, located in Cross Creek and Hopewell Township,
Washington County, Pennsylvania, and for which title has
been relinquished -to the County of Washington, will be
officially and permanently closed on August 15, 1977.
This action is to allow for the construction of the 258
acre Cross Creek lake. The location point of closing on
former State routes 62035 and 62022 will be so located
to permit ingress and egress to the closest State highway
by established residents on the said roads.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Public Notice for publication.

Bracken Burns, Director, Emergency Medical Services, presented a
proposed application to the state for a Highway Safety Grant which will be used
to generate the expenditure of approximately $47r000 on Emergency Medical
Services equipment in the County. he stated that they will be receiving
$23,266.00 from the federal govenment by the state government, and the monies
will be used for medical equipment for the 12 ambulance -services in the County.
"lie also stated that a small amount will be used by his office for the acquisition
and training of equipment, and that two services in the County will be -receiving

grants of $6,280 towards the purchase of new ambulances. He added that the
County, upon making application, would agree to purchase the equipment with 50%
to be paid by the ambulance service and 50% to be reimbursed after the actual
acquisition of the equipment. Mr. Burns presented the Board with a listing of
the equipment to be purchased.and put up for bids.
Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing Bracken Burns
to make application to the state for reimbursement of funds used for the
expenditure of medical services equipment; and authorizing the Chief Clerk to
advertise for bids for the listed items of medical equipment.
Remarks:
Mr. Paluso,stated that the County is actually putting up the money in advance
prior to receiving this grant.

Acting Chief Clerk presented the following bills to the Board for their
consideration and approval:
1.
Charles Jackson, Jr., Special Deputy - $150.00
2.
August J. Luzzi, Special Deputy - $90.00
3.
John M. Jochynak, Special Deputy - $150.00
Remarks:
Mr. Paluso noted that somewhere along the line the salary being paid these
Special Deputies has been changed without any formal action being taken either
through the Salary Board or Regular Board meetings.
Mr. 11organ suggested that the Chief Clerk contact the Sheriff's office to
clarify this matter.

foregoing bills.

Acting Chief Clerk informed the Board of two letters from the Washington
Greene Community Action Corporation requesting the transfer of two checks in the
amount of $20,612.13 and $2,261.43 for day care services provided under the

Department of Welfare Contracts #3967 and #3540, #3540-A.
Acting Chief Clerk informed the Board of a letter dated July 19, 1977,
from the Washington -Greene Community Action Corporation requesting that the
Board of Commissioners advance their agency the amount of $20,000.00 to maintain
Day Care Services in Washington County at the present status. Said letter
referred to Contract #3967 which took effect July 1, 1977, and they stated that
the current financial status of their agency will not enable them to carry the
Day Care Program beyond the end of July, but if the request is granted, they
will continue uninterrupted at least through the month of August.
(Discussion followed and the Board suggested that this matter be clarified by
the Budget Director and tabled until then.)
Acting Chief Clerk informed the Board of a letter dated July 18, 1977,
from the Washington County Historial Society thanking the Board for the alloca-
tion of $1,000.00.
Acting Chief Clerk informed the Board of a letter dated August 21, 1977,
from the Burgettstown Community Library thanking the Board for their contribution
Acting Chief Clerk presented a Change Order from McAnallen Corporation
for a steel guard rail ($3,453.00) and catch basin ($1,180.00) to be installed
at the new Washington County Health Center.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Change Order
as per above.

Acting Chief Clerk informed the Board of a request from Charles Bohner
Executive Director, Civil Defense, for authorization to attend the Civil Defense
Directors Statewide Seminar on August 12th thru 14th at University Park, Pa.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the request as
per above.

Acting Chief Clerk informed the Board that the ground breaking ceremony
for the Cross Creek project will be at 11:00 a.m. on August 9, 1977, at the dam
site, with a luncheon following the ceremony at the Grove United Presbyterian
Church.
Acting Chief Clerk informed the Board of a letter dated July 25, 1977,
from the Washington County Agricultural Fair, Inc., requesting their annual,
appropriation of $4,000.
Acting Chief Clerk requested authorization to purchase two (2) smoke
detectors for the Washington County Juvenile Detention Home at a cost of $150.00.

Mr. Morgan noted that this action is being taken upon the recommendation of the
Chartiers Township Volunteer Fire Department.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the purchase
of two smoke detectors as per above.

Acting Chief Clerk presented a Resolution adopted by the Canonsburg
Borough Council at a meeting held on July 21, 1977, wherein they will secede
from the Union, the Commonwealth and Washington County during the week of
July 31, 1977 to August 7, 1977, in observance of their 175th anniversary
celebration.
Acting Chief Clerk informed the Board that the City of Washington is
planning to hold an Arts Festival in the Bassettown Square area on September 16,
17 and 18, 1977, and that the City has requested the use of the Courthouse
stage during that weekend.in order to do some programing. Mr. Morgan stated
that the Board agrees to this request.
Acting Chief Clerk presented an On The Job Contract between the
Washington County Office of Employment and Training and Pacific Cabinet Shop,
Cecil, Pa. for Nicholas Levinsky as a Cabinet Maker Apprentice. Also presented
was a subcontract with Penn Commerdial Beauty Academy, 82 S. Main Street,
Washington, Pa.
Moved by Mr. Paluso, seconded by Mr. Gilmore,approving the OJT Contract
and subcontract as per above.

11:00 A.M. - OPENING OF BIDS FOR CARPETING IN CHILD WELFARE OFFICE.
Controller Mascara entered the meeting and reported that no bids have
been received.
Chairman recommended that this item be readvertised by the Chief Clerk.
