PALUSO, COMMISSIONERS i 1 Minute ido. 80 Office of County Commissioners Washington, Pa., August 8, 1977 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore and Paluso. Absent being Commissioner Morgan. Also being present: Acting Chief Clerk Tina Dallatore; Budget Director Gillespie; John Fantini, Manpower Director; Joe Giecek and Don Ligman, Administrative Assistants; John Cadez, Englehardt & Power; John Drake, Senior Citizens; Jay Mitchell, WJPA and Bob Robertson, Observer -Reporter. Vice Chairman noted for the record that two Commissioners, the Acting Chief Clerk and Budget Director were in attendance. Vice Chairman asked if there were any corrections, additions or omissions to Minute No. 79, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 79, be approved as read. Roll call vote taken: Mr. Gilmore,- Yes; Mr. Paluso - Yes. Motion carried unanimously. Special Order of Business: Vice Chairman announced that John Fantini, Director of the Employment and Training Office was on hand today to give a background on the Comptehensive Employment and Training Act sponsored training opportunities at the new Volks- wagen plant in New Stanton. Mr. Fantini presented a Consortium Agreement for the Board's approval and gave a brief explanation of what this agreement entails. He stated that this agreement involves seven prime sponsors, or seven counties in the area who have gone together to provide training for the VW corporation. He also stated that the CETA administrative unit will provide training for the underemployed and unemployed citizens in Washington County, and support for the program will come from the CETA funds of the participating counties, known as the Southwest Pennsylvania Manpower Consortium, Inc. Mr. Fantini explained that it will be the responsibility of the Manpower office and CETA administrator to make sure that funds from Washington County are used to train only Washington County residents. He also stated that the County has committed $175,000 in CETA funds for both 1977 and 1978. He further stated that the unit will have the responsi- bility of determining an applicant's eligibility according to -Washington County guidelines, and also to coordinate the administrative and financial matters between the prime sponsors.He adddd that it is anticipated that 283 people will be trained during this calendar year at an approximate cost of $280,000. Mr. Fantini stated that The Pennsylvania Job Service is being used for all recruitment and referral applicants for training.at Volkswagen. 528 MINUTE BOOK BOARD OF COUNTY COMMISSIONDERS -I WASHINGTON COUNTY, PENNSYLVANIA MALCOLM L. PALUSO, COMMISSIONERS Regarding the Cross Creek Flood Control Project, Administrative Assistant Joseph Giecek presented an Amendment to the original Project Agreement which the Commissioners signed in April of 1977. Mr. Giecek stated that the purpose of this amendment is to adjust the dollar amounts in the original agreement which were based upon the engineers estimates. He explained that using the actual low bid, the estimates of the cost of construction on the agreement in April is $2,001,046.30, and the low bid was $2,085,162.54, which was a difference of $84,116.24. He also stated that the estimated cost to the County for the project was $752,393.41 and the actual cost was $784,021.00, an increase of $31;627.59,from the engineers estimate to the low bid. In other words, Mr. Giecek added, the County's share increased $31,000.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the amendment to the original Project Agreement as per above. Acting Chief Clerk read a proposed letter dated August 4, 1977, to be directed to the Southwest Pennsylvania Manpower Consortium, Inc., which states that in accordance with Article II of the Consortium agreement for Volkswagen- CLTA training, Mr. John Fantini was appointed on July 21, 1977, as the authorized representative of the County of Washington to the Board of Directors of the Southwestern Pennsylvania Manpower Consortium, Inc. Acting Chief Clerk informed the Board of a letter from the Washington - Greene Community Action Corporation requesting the third half of their yearly budget allocation in the amount of $7,500. Acting Chief Clerk informed the Board of two letters dated July 28, 1977, from the Washington -Greene Community Action Corporation requesting an advance of $15,000 for the CETA Special Project Proposal for Housing Rehabili- tation, and for an advance of $10,000 for the CETA Special Project Proposal for the Winterization Project. Remarks: :sir. Paluso stated these requests should be directed to the Manpower office as the answers should come from the CETA project. Acting Chief Clerk informed the Board of a letter dated July 27, 1977, from the Monessen Public Library thanking the Commissioners for their donation of $2,100. Acting Chief Clerk informed the Board of a letter dated July 27, 1977, from the California Public Library thanking the Commissioners and acknowledging their appropriation of $550.00. Acting Chief Clerk presented an Application for Expenditure of Liquid Fuel Tax Allocations in the amount of $4,000.00 for the installation of guard fence according to PennDot's specifications on the road leading to and from the new Health Center; beginning on L.R. 62105 to dead end. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Application for submission as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Acting Chief Clerk informed the Board of a travel request from John Fantini, Director, ETA, for Ms. Mary Jo Closser to attend a series of courses concerning the Development of Employment Opportunities for Women and Minorities in Philadelphia on August 8 - 11, 1977. Moved by Mr. Gilmore, secopded.by Mr. Paluso, approving the travel request as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. PALl78O, COMMISSIONERS Acting Chief Clerk requested approval for a Change Order to the Carmen Benson Equipment Corporation contract for movement of the Ironer from the County Old Men's Home to the Health Center, which will increase the original contract price from ;2,090.00 to $2,400.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Change Order as per above. Roll call vote taken: Mr. Gilmore - Yes; i4r. Paluso - Yes. Motion carried unanimously. Remarks: Mr. Paluso stated that it had been a year since the contract was awarded which necessitated a $310 adjustment in the original price. Acting Chief Clerk presented a Bank Deposit Agreement between the Washington County Commissioners, Keystone Bank and the Soil Conservation Service in regard to the Cross Creek Watershed Site 661. She stated that the sponsor will agree to deposit in a controlled account $402,675.41 to pay its share of the cost of constructing the works of improvement. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Bank Deposit Agrement as per above. Roll call vote taken: 17r. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Acting Chief Clerk requested authorization to apply to the Juvenile Court Judges Commission for the Juvenile Probation Services Grant. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving application as per above. SOLICITOR: Roll call vote taken: I Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Mr. Diamond referred to a suit (Nitschke v. Rumbel et al. V. Washington County et al.) brought to reject an individual who purchased property from the County at a free and clear sale. Mr. Diamond stated that the Court ruled in favor of the Defendant, _'but this 1?laintif-f had previously purchased ,the same property from the County and the Court in entering the order permitting the defendant to remain on the property as the proper,property owner has directed that the County reimburse the Plaintiff for the money which he had spent in purchasing the property, which comes to $325.00. In addition, the County is asked to invalidate the deed from Washington County to Richard Nitschke, dated August 12, 1974 and recorded in Deed Book 1540, page 200. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. 11:00 A.M. - OPENING OF THE BIDS FOR INSTALLATION OF A PROPANE SYSTEM IN THE OLD MEN AND WOMEN'S HOMES. Mr. August Stache of the Controller's Office opEned -and read the follow- ing bid: 1 1. John B. Bruno, Plumbing and Heating 65 Campbell Washington, PA 15301 Total Amount of Bid: $7,875.00 A Certified Check in the amount of $800.00 accompanied the bid. Remarks: Mr. Paluso noted that this is the second time this item was advertised for bids and that only one was received. He then asked Mr. Diamond if the Board could forego the one week waiting period and award the bid to John Bruno, since the County has had experience with this contractor previously. He added if the bid is in order, the work should begin as soon as possible since it is getting late in the season. Mr. Diamond reviewed the bid and found it to be in proper form. Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the contract for installation of a propane system in the Old lien and Women's Home to JOHN B. BRUNq PLUMBING & HEATING, 65 Campbell, Washington, Pa. 15301, for the amount set forth in their bid; this being the lowest and only responsible bid received in accordance with specifications.
