PALUSO, COMMISSIONERS Minute No. 84 Office of CountyC:Commissioners Washington, Pa., Sbptember 1, 1973 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Diamond; Budget Director Gillespie; Don Ligman, Administrative Assistant; Bill Sember and Richard Glancd, Planning Commission; Attorney David Posner; Mrs. Miller, League of Women Voters; John Drake, Senior Citizens; John Cadez, Engt1hardt & Power; John Stevens, Observer -Reporter and Earl Bugaile, WKEG. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 22, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Morgan, that Minute No. 83, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Mbtion carried unanimously. Special Order of Business: Regarding the acquisition of properties located on South Franklin Street for the proposed Courthouse and Garage complex, Attorney David Posner, who has been involved in the acquisition, was on hand at today's meeting to regoet that the County has completed the acquisition of these properties from the various owners as of last Friday. Mr. Posner also stated that as of today, 4 the County owns the entire block from Beau Street•to::South Franklin and from West Cherry to West Beau Street. Motion carried unanimously. Chief Clerk noted that John Fantini, who represents Washington County at the Board of Directors meetings with the Southwest Pennsylvania Manpower Consortium, may be absent at times from these meetings, and he asked that Mr. John B. Gallagher be appointed as the alternate authorized representative. Moved by Mr. Gilmore, seconded by Mr. Paluso, appointing John B. Gallagher as alternate representative as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk noted the resignation of Anthony Rota, Washington County Park Police Officer, effective September 3, 1977. Chief Clerk read a letter dated August 29, 1977, from the Pre -Retire- ment Education Program, which is a newly created program that will be serving residents of Washington County. Said letter stated that the program is sponsored by the Mon Valley Progress Council and funded by the Area Agency on Aging. The purpose of the program is to offer workshop to people who are over 60 years of age and over and who are contemplating retirement. They listed several areas of information and topics to be discussed in a series of workshops beginning on September 28th at the Citizens Public Library for six consecutive Wednesdals from 7:00 p.m. to 9:00 p.m. Chief Clerk presented two Watershed Agreements with the Department of Environmental Resources regarding Harmon Creek in the amount of $10,875.00 and for Cross Creek in the amount of $24,125.00. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the two Watershed Agreements as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk noted that in accord with the Highway Safety Project EM 76-21-1 granted to the County by the Pennsylvania Department of Health a recertification training program for Emergency Medical Technicians was conducted from June 1 to June �3, 1977. PALUSO, COMMISSIONERS grant instructor salarkiis and other costs are to be paid by the county and subsequently reimbursed by the state. Mr. Brady stated he had received a list of three instructors, J. Bracken Burns, Roger J. Cuccaro and Timothy Solobay to be reimbursed for their services in the amount of $216.00. Moved by Mr. Paluso, seconded by Air. Gilmore, approving payment of the foregoing instructors. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Ye$; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk requested authorization for the Bond Counsel to advertise according to Act 185 for refinancing of the 1974 Bond Issue. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Bond Counsel as per above. Roll call vote taken: Board: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan— Yes. Motion carried unanimously. Chief Clerk read the following Resolution for consideration by the At a meeting of the Commissioners of Washington County held on August 31, 1977, it was resolved that the Commonwealth of Pennsylvania Disaster Operations Plan, dated July 12, 1977, is hereby accepted as the official basic Disaster Operations Plan providing for emergency preparedness and operations in Washington County. Local plans, including standard operating procedures, which will support the State Plan will be developed by Washington County. This Plan supersedes all previous Emergency Operations Plans for Washington County. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the goregoing Resolution. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Also regarding the Bond Issue, Mr. Gilmore noted that at a previous meeting the Board appointed a Bond Counsel for -reissuing of-the-B©nd,. and he recommended that Berkman, Ruslander, Pohl, Lieber & Engel, Attorneys at Law, Pittsburgh, be formals appointed as consultants. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the firm of B6rkm&&0 Ruslander, Pahl, Lieber & Engel, Attorneys at Law, as consultants for reissuing of the Bond. PAWSO, COMMISSIONERS Chief Clerk requested that the Board adopt a Resolution proclaiming the week of September 5, 1977, as "Full Employment Week" in Washington County. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing Resolution. Solicitor: Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Solicitor Diamond presented the following four (4) tax refunds to the Board for their consideration and approval: Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment Office be authorized to prepare the following tax refunds due to either duplica- tion or overpayment of real estate or personal property tax: 1. Motion carried unanimously. Solicitor Diamond presented a Contract between Washington County and Joseph J. Graciano Corporation of Pittsburgh, Pa., for the cleaning, painting, resealingpwaterproofing and related work on the County Courthouse and Jail. Mr. Diamond.stated that in addition to this work, they will provide the services of superkising and training of certain individuals under the Manpower Program who will be assigned to this project. He explained that the total contract price will be $88,000 and under the Manpower Program, they will pay for all rental equipment and supplies for the project. He also stated that this is a negotiated contract as opposed to a contract resulting from advertised bids, and is authorized by the County Code.
