Office of County Commissioners
Washington, Pa., September 15, 1977
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady; Solicitor Diamond; Budget Director
Gillespie; John Cadez, Engelhardt & Power; Mrs. Miller, League of Women Voters;
John Drake, Senior Citizens; Bob Robertson, Observer -Reporter; Jay Mitchell,
WJPA and Earl Bugaile, WKEG.
Chairman noted for the record that the three Commissioners, Chief
Clerk and County Solicitor were in attendance.
Chairman asked if there were any corrections, additions, or omissions
to Minute No. 85, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 85, be
approved as read.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
§pecial Order of Business:
Chief Clerk presented an Addendum No. 1 to a Cooperation Agreement
entered into on August 7, 1975 by the Washington County Redevelopment Authority
and the Couhj:y,6f Washington in regard to the Urban County Community Development
Block Grant Brogram. Said addendum reads as follows:
The Authority, acting as the official Community
Development Agency for the County is hereby
authorized and directed to enter into Multi -Year
Cooperation Agreements with certain communities
to help assure the continuing eligibility of the
County under the Urban County Community Develop-
ment Block Grant Program.
Chief Clerk also presented a Resolution which will give the Board's approval of
the Addendum.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Addendum and Resolution.

Chief Clerk informed the Board of the receipt of the following check:

Chief Clerk presented the following bills to the Board for their
consideration and approval:

Chief Clerk presented a Contract for inspection service at the
Washington County Health Center by Grinnell Fire Protection Systems Company,
Inc., in the amount of $224.00 per year for four (4) inspections per year.

Chief Clerk requested authorization to advertise for bids for 62
overbed tables for the Washington County Health Center.
Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief
Clerk to advertise for bids as per above.

Chief Clerk informed the Board of a letter of appreciation directed to
Mrs. Proudfit of the Washington County Health Center from the Dan Weaver family
for the help and fr"ndship received while a member of their family was at the
Center.
Chief Clerk announced that the Mid Mon Valley Council of Governments
will hold their fall meeting on September 22, 1977, at 7:00 p.m. in the C.O.G.
office.
Chief Clerk informed the Board of a letter dated August 31, 1977,
from Delvin Miller of Meadow Lands Farm, thanking the Commissioners for the
funding the County's CETA project made to Meadowcraft Village.
Chief Clerk informed the Board of a request from the Washington County
Conservation District for their 1977 budget allocation of $11,272.00.
Chief Clerk informed the Board of a letter dated September 9, 1977,
from the Independence Township Supprvisors expressing their appreciation in
regard to the Summer Youth Program.
Chief Clerk informed the Board of a memorandum from Timothy Harrison,
Director, Juvenile Probation, requesting that the attendance be approved for
John R. Penderville and Stephen W. Mizwa, Jr. at the Juvenile Court Judges

Chief Clerk presented a Subcontract (Project No. 42-7-015-10-7)
between the Washington County Commissioners as prime sponsors of the Compre�»
hensive Employment and Training Act of 1973 and the Washington Institute of
Technology for institutional training of 12 welders at Blawnox. Chief Clerk
also presented a..M6dification of a contract between Washington County and
Elliott Training Center previously entered into on December 1, 1976 for 15
people. Said modifications are as follows:
1. To extend the termination date of the contract
to March 3, 1978 (presently September 30, 1977)
2. To change the course of study to machine set-up
operator (presently welding).
3. To change the tuition cost to $2.00 per training
hour (presently $2.50 per hour)
Chief Clerk also presented six (6) On The Job Training Contracts between
Washington County and Automotive Services Council for the following persons:

construction of Phase I of the Courthouse Square.

the Board for their consideration and approval.

tion or overpayment of real estate or personal property tax:

Solicitor Diamond presented an Addendum to the Contract recently
entered into between the County and Joseph Graciano Corporation for renovation
ok the exterior of the Courthouse. Mr. Diamond stated that the Addendum
modifies several articles of the Contract in order to remedy certain objections
that each party has had.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Addendum as presented by the Solicitor.

Solicitor Diamond presented an Agreement between Chartiers Township
and the Washington County Industrial Development Agency for a sewer permit in
connection with a 40 acre tract in North Strabane Township which the Agency is
developing into a County Industrial Park. Mr. Diamond questioned whether this
Agreement should really be between Chartiers Township and the County instead of
WIDC. He stated he would discuss this matter with Keery McAmbley to have the
Agreement modified after the.Board's approval.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the Agreement
as per above.
