County Commissioners Washington, Pa., September 22, 1977 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Diamond; Budget Director Gillespie; Joe Giecek and Don Ligman, Administrative Assistants; Coroner Jackson; Metro Petrosky; Clerk of Courts; Mrs. Miller, League of Women Voters; Jay Mitchell, WJPA and Bob Robertson, Observer -Reporter. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 86, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 86, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. U.S. Treasury - ck. #83,545,421 dated 9-13-77 Manpower Planning Acct. - $172,000.00 2. P.N.B. - ck. #1063595 dated 9-15-77 - C.D. #1757 30 days @ 5 5/8% - Capital Reserve Acct. Principle $50,220.00 Interest $ 235.40 TOTAL $50,455.40 Chief Clerk presented the following bills to the Board for th6it consideration and approval: 1. Frank Gavlik & Sons Inc. - $10,327.65 2. George Anthou - $50.00 3. Samuel Pangburn - $300.00 4. McMahon & Kenneth - $3,500.00 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving payment for the foregoing bills. Remarks: Regarding the bill from McMahon & Kenneth, the Chief Clerk stated this bill is for two public official position bonds - one for Manpower for $1,750.00 and for the Health Center for $1,750.00. Chief Clerk informed the Board that the carpet installation for the 1 F Child Welfare office has been completed, and that Miss Abel is satisfied with the carpeting. PALUSO, COMMISSION@RS Chief Clerk informed the Board of a letter from Child Welfare Services dated September 4, 1977, in which Miss Abel requested authorization to attend a meeting of the Pennsylvania Council of County Child Welfare Administrators to be held at ToftreeS, State College from October 19 through October 21, 1977. Mr. Brady noted that this is a budgeted item. Chief Clerk informed the Board of a letter of resignation from Janet Smith of the Sheriff's office, effective September 30, 1977. Regarding the auction recently held at the former Homes for Aged Men and Women, the Chief Clerk reported a net profit by the County of $6,056.75. Chief Clerk requested authorization to advertise for materials needed for the construction of 100 picnic tables for Mingo Creek County Park. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief Clerk to advertise as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter dated September 15, 1977, from the Washington -Greene County Tourist Promotion Agency, requesting their fourth quarterly allocation for 1977. Chief Clerk presented a Services Contract bet*een Washington County Board of Commissioners and the Bureau of Employment Security to verify the Unemployment Insurance history of individuals enrolled in Title I training programs (specially institutional and/or less than class training classes) for FY-77, for an estimated cost of $4,153.80 for 500 enrollees. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the Services Contract as per above. Roll call. -vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented two On The Job Training Contractst,rwith Automotive Services Council for David A. Lupngo and Michael E. Ligman as Auto Mechanics. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the two OJT Contracts as per above.' Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter dated September 16, 1977, from the Pennsylvania Army National Guard indicating that Company B 1-110th Infantry located in Canonsburg and Company C 1-110th Infantry located in Finleyville have obtained a rating of Satisfactory on their Annual General 6' MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA David L. PALUSQ, COMMISSIONERS E Inspection, and they are requesting the budget allocation received from the r County after obtaining this ratings Chief Clerk informed the Board of a letter from the Crime Victims Compensation Board, Department of Justice, Commonwealth of Pennsylvania, asking that the Commissioners help in publicizing the State's program to provide financial assistance for victims of violentccrimes. Said letter enclosed a proclamation indicating that September 25 through October 1 should be designated as Crime Victims Compensation Week. Mr. Brady asked that the Board adopt a resolution to this effect. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting a resolution as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented an Amendment No. 1 to Project Agreement for a RC & D Project for Penn's Corner changing the total estimated cost of construction from $29,995 to $50,000. Mr. Brady noted the increase is due to variations in estimated unit costs. Moved by Mr. Gilmore, seconded by Mr. Paluso, appro*.ng the foregoing Amendment No. 1 to Project Agreement with the Soil Conservation Service. Chief Clerk informed the Board of a request from the Washington County Retirment Board for issuance of a check in the amount of $10,053.42 for deposit into the Pension Fund. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing request. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Regarding Juvenile Probation, Chief Clerk informed the Board of a Purchase of Service Agreement between the County and Girl Haven to place one girl in the institution at a cost of $21.00 per day for maintenance and training fee. (Discussion was held.) Remarks: Mr. Morgan requested that the Chief Clerk research this matter for futther information. Mr. Paluso stated that the Corpora- tion has been fined $40,000,000 for not complying with the DER's regulations fast enough. Mr. Paluso added that the Corporation'dopresent financial condition does not make any allowance for a fine of this size, and that they would probably have to close down production. He stated that this dorporation employs 5800 people with the vast majority being Washington County retidents. RESOLUTION WHEREAS, WHEELING-PITTSBURGH STEEL CORPORATION is a MAJOR EMPLOYER in the Mid -Monongahela Valley, having an immediate monthly payroll of 7.5 million dollars; and - WHEREAS, the DEPARTMENT OF ENVIRONMENTAL RESOURCES has taken a stand against Wheeling-Pittsburgh Steel Corporation which does not balance the practical effects upon Wheeling-Pittsburgh Steel Corporation's financial capabilities, WHEREAS, the Department of Environmental Resources has ignored the practical effects upon the jobs and the economy of Washington County, and WHEREAS, the time has come for reasonable minds to employ means to achieve "Clean Water and Air" by Programs which balance capabilities in time and money but preserve also the workers' livelihood. NOW, THEREFORE, BE IT RESOLVED, AND IT IS HEREBY RESOLVED, THAT THE UNDERSIGNED COUNTY PROTESTS THE POSITION TAKEN BY THE DEPARTMENT OF ENVIRONMENTAL RESOURCES AND REQUESTS THAT A REASONABLE AND CONSIDERATE APPROACH BY THE DEPARTMENT OF ENVIRONMENTAL RESOURCES BE TAKEN TO ACHIEVE CLEAN AIR AND WATER BY PROGRAMS WHICH ARE BALANCED WITH ECONOMIC CAPABILITIES IN TIME AND MONEY AND PRESERVE A LIVELIHOOD FOR THE WORKERS OF WASHINGTON COUNTY. 1977. PALUSO, COMMISSIONERS Chairman noted that the Board has had a research committe+i,consisting of Bob Franks, Prothonotary, Metro Petrosky, Clerk of Courts, and Joe Giecek, Administrative Assistant to the Commissioners„study what type of microfilming system would best suit the needs of the County. Mr. Morgan then asked Mr. Petrosky to give a report of their findings. Mr. Petrosky noted that there are at least 6.5 million pages in his office alone which could be committed to microfilm, and an even heavier load in the Prothonotary's office. He reported that after researching several systems, the committee had found the 3M system flexible enough to adapt to any county office. He also nottd-othet advantages of the system such as freeing of much needed space in the courthouse, and the system would more than pay for itself since it could be integrated into any computer setup. Mr. Petrosky estimated the cost to be in the neighborhood of $24,000 fo r.the 3M system. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the purchase of the 3M System as per above.
