PALUSO, COMMISSIONERS Minute No. 89 Office of the County Commissioners Washington, Pa., October 6, 1977 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also present being: Chief Clerk Brady; Solicitor Diamond; Budget Director Gillespie; Joe Gie- cek, Administrative Assistant; Mrs. Charlotte K. Lane and Mr. Charles Chattaway of the Bicentennial Commission; Mrs. Miller of The League of Women Voters; Bob Robertson of the Observer -Reporter; Jay Mitchell of WJPA; John Drake of the Washington Area Senior Citizens; and Earl Bugaile of WKEG; and Alta Rusman of the Canonsburg Daily Notes. Chairman noted that the three Commissioners, Chief Clerk and County Solicitor were all in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 88, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 88 be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Special Order of Business: Mr. Charles Chattaway and Mrs. Charlotte K. Lane were at the meeting to present to the Board for their consideration several flag designs for the County of Washington. Mr. Chattaway first presented to the Board a check in the amount of $656.20 which represented the balance due the County from their allocation to the Bicen- tennial Commission for the BicentennialiCelebration. Mr. Chattaway stated that he would furnish the Board with a complete financial statement in the very near future. Mr. Chattaway then presented to the Board several flag designs and pointed out one design which the Bicentennial Commission recommended for adoption by the County. A short discussion was held. Mr. Morgan thanked Mr. Chattaway and Mrs. Lane for their efforts and stated that the Board will take the designs under consideration as they were not in a position to take any action today. Correspondence: Chief Clerk Brady informed the Board of the receipt of the following checks: (1) U.S. Treasury - ck. #83,568,556 dated 9-27-77 Manpower Planning Acct. - $55,000.00 (2) Commonwealth of Pa. - ck. #50-136461 dated 9-26-77 Reimbursement for month of July - Domestic Relations Special Account - $6,050.00 (3) Commonwealth of Pa. - ck. #43-279164 dated 10-3-77 Public Utility Realty Tax collected by the State $54,518.82 580 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA David L. PALUSO, COMMISSIONERS Chief Clerk presented the following bills to the Board for their consider- ation and approval: (1) Infocon - $723.00 (2) Cole-Layer-Trumble - $4,833.33 (3) Redevelopment Authority - $24,675.00 (budget item) Moved by Mr. Gilmore, seconded by Mr. Paluso, that the foregoing bills be approved for payment. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of correspondence from the Juvenile Proba- tion Department which stated that on September 6, 1977, a juvenile was released from the Youth Development Center at Waynesburg and placed in a foster home; and they are requesting an emergency clothing allowance in the amount of $50.00 to be made payable to Mrs. James Smith, Foster mother. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the payment of $50.00 as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board that the Mon Valley Veterans Council will hold a Veterans Day Parade in Washington, Pa., on Friday, November 11, 1977, at 2 p.m., and that the event will be hosted by The Edwin Scott Linton Post #175 of The American Legion. Mr. Brady stated that the Legion is asking the County for financial help in this project. Mr. Brady advised the Board that according to the County Code, the County Commissioners may appropriate any sum budgeted to aid in defraying the expenses of Veterans Day Observance; however, such payments shall be made only to defray actual expense only and the organization receiving the payment must submit verified accounts of their expenditures before payment can be made. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the payment of $300.00 to The Edwin Scott Linton Post #175 of the American Legion as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a request from Eleanor Zavatski, Nurse's Aide, for a 30-day leave of absence. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the above leave of absence. PALUSO, COMMISSIONCRS 1 I Chief Clerk presented to the Board for their consideration a travel request for Ms. Mary Jo Closser and Mrs. Beverly Shaffer to attend a conference concern- ing the Changes, Choices and Goals of Women to be held in Seven Springs on Oct. 13, 1977. Chief Clerk presented a second travel request for David Jackson and John R. Fantini to attend the Youth Employment and Demonstration Projects training to be held in Philadelphia for the period of October 12 - 14, 1977. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the above two travel requests. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration a request from William P. Sember, Executive Director of the Washington County Planning Commission, to attend the Fall Board Meeting of the Board of Directors of the National Associ- ation of County Planning Directors which is scheduled to be held on the weekend o.= October 28-29, 1977, in Atlanta. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the above request. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board that the Department of Public Welfare is planning to hold a training seminar, beginning the week of October 24th, concern- ing the implementation of Act 148. Mr. Brady recommended that Miss Abel and Mr. Henry of the Child Welfare Office and Mr. Pappa and Mr. Harrison of the Juven- ile Department attend this training seminar. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the above -mentioned employees attend said training seminar. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration a proposal from Main Lafrentz & Company, Certified Public Accountants, for the audit of the Diocese of Pittsburgh in the amount of $1,500.00. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the proposal from Main Lafrentz & Company as per above. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk presented to the Board several contracts between Washington County, as Prime Sponsor, and the following organizations: 1. Meadowcroft Foundation 2. Trustees, Charleroi Community Park Fund 3. Mid -Monongahela Valley Council of Governments 4. Young Men's Christian Association (YMCA) 5. Borough of Donora (Housing Demolition) 6. Borough of Donora (Castner Project) 7. Roscoe Borough 8. California Borough A short discussion was held. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the above -named contracts subject to the review of the salary rates. (Mr. Mascara entered the meeting.) 10:30 A.M. - OPENING OF BIDS - MATERIALS FOR CONSTRUCTING PICNIC TABLES FOR MINGO CREEK COUNTY PARK Mr. Mascara reported that no bids were received. Mr. Diamond stated that since no bids were received and that this work should not be delayed, he recommended that the County purchase the materials at the best possible price. Moved by Mr. Paluso, seconded by Mr. Morgan, authorizing the Chief Clerk to purchase the materials needed for constructing the picnic tables as per above, based upon the recommendation of the Solicitor.
