Office of the County Commissioners
Washington, PA., October 13, 1977
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Gilmore, Paluso and Morgan.
Also being present: Chief Clerk Brady; Solicitor Diamond; Budget Director
Gillespie; County Controller Mascara; Mrs. Miller of the League of Women
Voters; John Drake of the Washington Area Senior Citizens; Roland Bourke
and Bob Smith of the Redevelopment Authority; John Stevens, Observer -
Reporter; and Mr. Norman Monack.
Chairman noted that the three Commissioners, Chief Clerk and County
Solicitor were in attendance.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 88, each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 89 be
approved as read.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
Motion carried unanimously.
Special Order of Business:
Controller: Controller Mascara commended the Commissioners in which they
handled the new Boyle trial by having a meeting and inviting those that
might have interest or some authority as far as the trial goes and that he
is not undermining the Commissioners for their job but feels that he has
the responsibility to report excesses.
Mr. Mascara then proceeded to report the following: Total expenses
of Boyle Retiral and other related court cases to the Yablonski trial was
$103,722.58; out of the $103,772.58, $18,620 went in March of 1977, to re-
imburse Mr. Hart and Mr. Harrington for expenses. Another item which we did
not receive reimbursement for was in 1976, and it was a little over $2000
and when we ask the Legislature to reimburse the County we will include that
figure in the $103,722.58. The total for the Boyle Trial is $84,713.89. I
have my staff presently investigating this bill.
Discussion was held.
Redevelopment Authority: Roland Bourke of the Redevelopment Authority
presented to the Commissioners a Resolution approving proposal for redevelop-
ment of disposition parcels no. 2 & 4 in the Canonsburg Curry Field Urban
renewal project, Penna. R-165 by Hankison Corporation.
Roland Bourke also presented to the Commissioners a Resolution approving
proposal for redevelopment of Disposition Parcel No. 3-C in the Canonsburg
Curry Field Urban Renewal Project, Penna. R-165 by Joseph P. Mastrangioli

the Redevelopment Contract.
Moved by Mr. Gilmore, seconded by: Mr. Paluso, that the above Resolution,,.. -
be approved.

County Flag:
Chief Clerk then introduced Mr, Norman Monack who presented to the
Commissioners his County Flag.
Discussion was held on this,
Mr. Morgan told Mr. Monack that they have not made any decision as to
whether or not there will be a County Flag but when they do make a decision
he will be notified.
Chief Clerk Brady then presented to the Commissioners a proposed County
Flag by Donn H. Smith of the North American Vexillological Association, a group
devoted to the study of flags in the U.S. and Canada.
Budget Director:
Mr. Gillespie, Budget Director, stated that the closing of the 1974
Bond Issue refinancing will be at the Pittsburgh Office of the Pittsburgh
National Bank on Tuesday at 10:00 a.m., October 18, 1977, and the following
documents will be required at that time:
1. A $45,000.00 Certificate of Deposit from First Federal Savings &
Loan Association of Washington for deposit at the closing with Pittsburgh
National Bank.
2. A check in the amount of $45,000.00 payable to Concord -Liberty
Savings and Loan Association for the purchase of a Certificate of Deposit.
3. A check in the amount of $21,000 payable to Guaranty Savings and
Loan Association for the purchase of a Certificate of Deposit.
Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the payment
of the above checks.

Chief Clerk informed the Board of a letter dated October 5, 1977, from
the Pennsylvania Historical and Museum Commission stating that the Jackson
Mill Bridge on Phillips Road in Washington County has been evaluated by their
staff and determined to be worthy of inclusion in the Pennsylvania Inventory
of Historic Places.
Chief Clerk informed the Board of a note from the East Bethlehem Township
Commissioners thanking the Commissioners for their Liquid Fuels check.
Chief Clerk Brady informed the Board of a letter dated October 11, 1977,
from George Messerotes, Director of Weights asking permission to attend the
62nd Annual Conference of the Pennsylvania Association of Weights and Measures
in Hershey, Pennsylvania, during the week of November 14-18, 1977.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the above request
by Mr. Messerotes.

Chief Clerk Brady informed the Board of a Public Notice received from
the Trustees of Penn Central Transportation Company which they indicate that
they will abandon the Waynesburg Secondary Track between Washington (Mile-
post 0.2) and Waynesburg (Milepost 27.1), in the State of Pennsylvania.
Chief Clerk Brady informed the Board of a resignation from LuAnn Kish

with the Office of Recorder of Deeds effective October 14, 1977.

Chief Clerk Brady informed the Board of a resignation of Charles T.
Sofsky, a guard at the Washington County Jail, effective October 14, 1977.
Chief Clerk Brady informed the Board of a request from John R. Fantini,
Director ETA, dated October 12, 1977, asking for travel authorization to
attend the State Manpower Services Council (SMSC) meeting to be held in
Philadelphia on November 17, 1977.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the above
request by John R. Fantini.

Motion carried unanimously.
Chief Clerk Brady asked the Commissioners for authorization to investi-
gate as to whether we need a refrigeration unit in the mortuary at the Health
Center and if deemed necessary to advertise for bids.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that Mr. Brady be given
authorization to investigate the above matter.

10:30 A.M. - OPENING OF BIDS - DEMOLITION OF BUILDINGS AT 20 S. FRANKLIN AND
26 S. FRANKLIN
Controller Mascara opened and read the following bids:

Total amount of bid: $1,900.00
A certified check in the amount of $190.00 accompanied the bid.

A certified check in the amount of $275.00 accompanied the bid.
Remarks:
Mr. Paluso stated that due to the limited time that we have that it
might be wise to approve the low bid subject to the Solicitor's perusal.
Mr. Morgan agreed.
Solicitor Diamond check the bids and reported that everything seemed
to be in order.
Moved by Mr..Paluso, seconded by Mr. Gilmore, that the bid be awarded
to William W. Miller, who was the lowest bidder.
