PALUSO, COMMISSIONERS Minute No. 92 Office of County Commissioners Washington, Pa., October 27, 1977 The Board of County Commissioners met in regular session with the following members being present: Commissioners Gilmore, Paluso and Morgan. Also being present: Chief Clerk Brady; Solicitor Diamond; Administrative Assistant Ligman; Mrs. Miller, League of Women Voters; John Cadez, Engelhardt and Power; John Drake, Senior Citizens; Bob Robertson, Observer -Reporter and Jay Mitchell, WJPA. Chairman noted for the record that the three Commissioners, the Chief Clerk and County Solicitor were in attendance. Chairman asked if there were any corrections, additions or omissions to Minute No. 91, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 91, be approved as read. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. �jpecial Order of Business: Chief Clerk presented a Resolution from the Washington County Redevelopment Authority for the Board's consideration which would approve the redevelopment proposal for the Canonsburg Pike Street Redevelopment Project Area III. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Resolution. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - ck. #31-147107 dated 10-7-77 Domestic Relations Special Acct. r $5,142.00 2. Commonwealth of Pa. - ck. #32-273413 dated 10-18-77 Incentives for June 1977 - Child Support Program Fund - $9,026.72 3. U.S. Treasury - ck. #85,719,207 dated 10-20-77 Manpower Planning Program - $265,106.52 Chief Clerk presented the following bills to the Board for their consideration and approval: 1. Zurawsky and Associates - $82.45 2. Dept. of Labor and Industry - $80.00 Moved by Mr. Paluso, seconded by Mr. Gilmore, approving payment of the 1 u 1 foregoing bills. Chief Clerk informed the Board of a memorandum dated October 20, 1977, from the Planning Commission, requesting authorization for Tom Zibrida, Traffic Engineer to attend a conference sponsored by the Institute of Traffic Engineers in Harrisburg on November 1st and 2nd. request. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Also from the Planning Commission was a request for authorization for Michelle Augier to attend a Seminar on Grantsmanship and Government Funding held on November 13 - 16 by the Regional Personnel Services Center of the Southwestern Pennsylvania Economic Development District. Chief Clerk noted that the County will receive 50% reimbursement for the cost of registration. Mr. Morgan stggested that Mr. Gillespie be notified of this to see if he would be interested in attending also. request. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of a letter dated October 14, 1977, from the Fayette County Commissioners regarding the Joint Ferry Project between Fredericktown and East Fredericktown. Said letter stated that they have submitted a requisition to the Pennsylvania Transportation Assistance Authority for payment of the state's share for restoration of the ferry-aejadice, and that they have received a reply from Mr. William C. Underwood, Director, Bureau of Mass Transit System advising tentative approval of $82,500.00. Letter also stated that total expenditures incurred as of June 30, 1977, not including piA6t wages, were $187,948.51, and assuming receipt of payment from PTAA for $82,500.00 a balance of $105,448.51 for expenditures as of June 30, 1977, would be equally shared by Fayette and Washington Counties. Remarks: The Board requested a more detailed account of all expenditures. Chief Clerk requested approval for the Rules and Regulations Governing the Preparation and Submission of Travel and Subsistence Accounts Payable from County Funds to become effective January 1, 1978. Chief Clerk informed the Board of the resignation of Henry B. Hunter, Planner II with the County Planning Commission, effective October 28, 1977. Chief Clerk informed the Board of a letter dated October 20, 1977, from the Governor's Justice Commission, Department of Justice, stating that at their October 7th meeting the Count*'s subgrant application for federal funds for the "Status Offender Diversion Project" was disapproved without prejudice, but will be reconsidered by the Commission at its next meeting on November 14th. Chief Clerk informed the Board of a regorttfrom Ricahard Gubanish, Chief Assessor, indicating the projected 1978 Assessed Valuation for real estate and personal property for budgeting purposes. Chief Clerk informed the Board of a letter dated August 9, 1977, from the Washington -Greene Drug and Alcohol Planning Commission, requesting Washington County's share of $8,131.93 for the Drug and Alcohol Program for the quarter of April 1, 1977 to June 30, 1977. Chief Clerk informed the Board of a public announcement from PennDOT of a one day seminar on Local Government Road and Street Maintenance to be held on November 17, 1977 in Belle Vernon, Pa. Moved by Mr. Paluso „ seconded by Mr. Gilmore, approving the attendance of Dushan Nicksick at the foregoing seminar. Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes. Motion carried unanimously. Chief Clerk informed the Board of an announcement for a Council -Forum on Energy to be held on November 19, 1977, at the Hilton Inn, Meadowlands. Chairman stated that the Washington County Authority has hetnbeen functioning for many years and the Board has decided to reactivate the Authority for the primary purpose of building the Courthouse complex in regard to the financial aspects of the project. Mr. Morgan then read the names of the following seven persons who will serve on the Authority. James Boylan Judge Richard DiSalle Edwin P. DuJordan Kenneth Laird Thomas E. Morgan Barbara Roop Ralph Rozzi Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the appointmen_ of the foregoing persons to serve on the Washington County Authority. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Tax Assessment Office be authorized to prepare the following tax refunds due to either dupli- cation or overpayment of real estate or personal property tax: 1. Craig (1976 County Tax) 670 Sara Drive Washington, Pa. 15301 District: Washington 3rd Ward - Deed Book: 1558-0245 District No: 730 - Section No: 7 - Parcel No: 42 Amount: $61.60 Roll call vote taken: Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Morgan - Yes.
