Office of the County Commissioners
Washington, Pa., February 25, 1975
A Special Meeting of the Board of County Commissioners was held on Tuesday,
February 25, 1975, at 10:30 a. m. with the following members being present: Commissioners
Jones, Paluso and Flynn. Also present being: Chief Clerk & County Administrator Whalen;
Administrative Assistant Fetcko; Deputy Controller Daniels; Mr. Alvin C. Janovich, Regional
Manager, Pennsylvania Economy League, Inc.; John Piganell, Manpower Director; Beaver
Perkins of VIP; Reporter Robertson of The Observer -Reporter; Dave Baker of The Daily Notes;
Jay Mitchell of WJPA; and Earl Bugaile of WKEG.
Chairman read for the record the following memorandum dated February 20, 1975,
from him directed to Commissioners Jones and Paluso and Controller Mascara:
You are hereby notified that a Special Meeting has been called
for Tuesday, February 25, 1975, at 10:30 a. m. for the specific pur-
pose of receiving the report to be submitted by Mr. Alvin Janovich of
the Pennsylvania Economy League of their findings of an indepth study
of the accounting and recordkeeping system in the Controller's Office
as per the request of the Washington County Commissioners in con-
junction with the Washington County Controller's Office under date
of April 25, 1974.
Chairman then made reference to excerpts from Minute No. 116 dated April 25,
1974 and Minute No. 119 dated May 16, 1974.
Chairman then read for the record the following memorandum dated February 21,
1975, to him from Controller Frank R. Mascara:
Please be advised that I will be out of town on the date that you have
scheduled the above meeting and since it concerns the recordkeeping
system in the Controller's Office, I feel it imperative that I be present
at any such meeting.
Your consideration in this matter would be deeply appreciated.
Chairman went on to read his reply to Mr. Mascara dated February 24, 1975:
In reply to your interoffice memorandum under date of February 21,
1975, please be advised that when I arranged for the time and date
of this special meeting, it was for the convenience mutually agreed
upon with the representatives of the Pennsylvania Economy League.
I feel that in view of the fact that they did make the study that I should
be courteous enough to arrange a meeting to suit their convenience.
Chairman then called the meeting to order and roll call taken:
Mr. Jones - Present; Mr. Paluso - Present; Mr. Flynn - Present.
Mr. Alvin C. Janovich distributed to all those seated at the conference table a copy
of the Pennsylvania Economy League, Inc. 's study of the accounting practices of the Washingto
County Controller's Office and then proceeded to make his presentation, by reading, in length,
the report as submitted. Said report included the following:

After Mr. Janovich finished his presentation, a brief discussion was held on the recom
ndations made by the Pennsylvania Economy League, Inc.
Chairman conveyed the Board's thanks to Mr. Janovich and also to Mr. Loughhead,
of the Pennsylvania Economy League, Inc., for undertaking this study. Mr. Flynn
o assured Mr. Janovich that the Commissioners intend to take into consideration the recom-
ndations made by the Pennsylvania Economy League, Inc., and to implement them where at
possible.
Mr. Janovich assured the Commissioners and Controller's Office that he would make
readily available in the implementation of any of the recommendations.
Speaking for the Controller's Office, Mr. Daniels stated that they would cooperate
ause most of the recommendations had long been sought by the Controller's Office.
Meeting adjourned.
