PALUSO, COMMISSIONERS 1 Minute No. 162 Office of the County Commissioners Washington, Pa., April 10, 1975 The Board of County Commissioners met in regular session with the following members being present: Commissioners Jones, Paluso and Flynn. Also being present: Chief Clerk and County Administrator Whalen; Administrative Assistant Fetcko; Solicitor Gilmore; John Drake of the Senior Citizens Center; Anez Pipik and Mary Clement of Dunlevy Borough; a representative of The League of Women Voters; Dave Daniels, Deputy Controller; Bob Robertson of The Observer -Reporter; Jay Mitchell of WJPA; Earl Bugaile of WKEG; and Dave Baker of The Daily Notes. Meeting called to order and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additons or omissions to Mnute No. 161, each member having received a copy. Moved by Mr. Jones, seconded by Mr. Paluso, that Minute No. 161 be appr as read. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Reports: None Old Business: Catsburg Project - Monongahela, Pa. Chief Clerk read a letter dated April 2, 1975 directed to William Sember of the Planning Commission from the Department of Environmental Resources regarding the Catsburg Mine Drainage Facility, Project No. SW-142-2. Said letter acknowledged Mr. Sember's letter of March 19th and stated that they had reviewed the deed and reciprocal right - of way agreement between the City of Monongahela and the Fritch family, which Mr. Sember had sent with his letter. Said letter al so stated that they have forwarded their comments to Mr. Donald E. Fowler's office, who will advise Mr. Sember of the status of this project. Remarks: Mr. Flynn asked what this means in effect. Mr. Whalen informed Mr. Flynn that the County of Washington has done everything they could possibly do to get the project under way, and now it is in the hands of the Department of Environmental Resources. Mr. Whalen further stated that this matter could be closed as far as the County is concerned. Chief Clerk read a letter dated April 7, 1975 from the Southwestern Pennsylvania Regional Planning Commission concerning Washington County's application to the U. S. Department of Housing and Urban Development for an Innovative Project Discretionary Grant under Title I of the Housing and Community Development Act of 1974. Said letter acknowledged receipt of Washington County's pre -application on March 20, 1975 and advised that the County should be invited by the Department of Housing and Urban Development to sub a complete application for an Innovative Project Discretionary Grant, and also that they would be interested in reviewing the final. application. PALUSO, COMMISSIONERS Remarks: Mr. Flynn asked if there is any money available under the Discretionary Funds. not Mr. Whalen replied stating that they would/know that until they take action under the combined applications for the 66 political subdivisions in the County. He also stated that there are indications that the applications that have been received, up to this point, far exceed the budgetary allocation made by Congress and just how the program is to be finalized is up in air at this time. Chief Clerk informed the Board of two letters concerning 1974 library allocations. Letter dated April 3, 1975 from Donora Public Library acknowledged receipt of their 1974 allocation of $500. 00. -Letter dated April 7, 1975 from Bentleyville Public Library acknowledged receipt of their 1974 allocation of $500. 00 also, and thanked the Board for their consideration. Chief Clerk read a letter dated April 1, 1975 from the Department of Public Welfare concerning activities during the past year with the Federal Office of Youth Development in implementing youth service systems as mechanisms for the prevention of juvenile delinquency and to improve the existing service delivery system for troubled youth. Said letter also announced that on April 9, 1975 the Western Regional Office of Youth Services is having a workshop to inform interested parties within the Western Region of the youth services system concept, and stated that those agencies presently being funded and parties interested in applying for funds for Crime Prevention Programs for Juveniles should find the material to be presented of major importance. Said letter also listed the materials to be presented at the workshop. Chief Clerk read a letter dated April 1, 1975 from the American Legion, James C. Ford Post 949, which announced that Monongahela had been selected the host of this year's celebration of Veteran's Day on November 11. Said letter also stated they would appreciate any fiana-nciaF.)_.d_the Board of County Commissioners could give. Moved by Mr. Jones, seconded by Mr. Paluso, that the Board appropriate the sum of $300. 00 for financial aid of the Monongahela Veteran's Day Celebration as per above. Chief Clerk read the following letter dated April 2, 1975 from the Federal Aviation Administration, Harrisburg Airports District Office: Dear Mr. Flynn: As you are aware, the Airport Development Aid Program expires on June 30, 1975. Congress is now considering proposals for an extension of the present program or a new program to begin in Fiscal Year 1976. We do not know what form the 1976 program will take, but all of the current proposals provide for some funding to be distributed at the discretion of the Secretary of Transportation. In order to preclude unnecessary delays after legislative action, we suggest that you begin consideration of your requests for 1976 funds at this time. i56 MINUTE ■ MR, BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. PALUSO, COMMISSIONERS If you have previously submitted a reuqest for development which has not been funded, we suggest that you review the request and cost estimates. You should then submit any necessary revisions to the cost estimates, or confirm the validity of the estimate -previously submitted. If your request was submitted prior to July 1, 1974, it will be necessary to submit FAA Form 5100-30 to replace the outdated form. We request that you submit revisions to prior requests so as to reach this office by May 16, 1975. If you plan to request additional development for which no request has been filed, please send only your letter of intent, which specifies the development to be requested, and a fairly detailed cost breakdown. Your letter should reach us by May 16, 1975. L.W. Walsh, Chief Harrisburg Airports District Office Remarks: Mr. Flynn stated that this should be taken under consideration and have further discussion on this. Mr. Jones asked Mr. Whalen if he had talked with McDonald Associates. Mr. Whalen replied stating that he had talked with them, but though they were not specific with him, they did indicate_ hat they had not performed the background word to prepare an application to the FAA. Mr. Flynn stated that a meeting would be held to further discuss this matter. Chief Clerk reviewed an item of business for the Board's attention which involves the emergency antenna located at Mt. Wheeler. Mr. Whalen stated that due to some storm and wind damage, it has become necessary to replace this antenna at a cost of $360. 00. Mr. Whalen recommended that the Board approve the replacement of this antenna because it is pertinent to the emergency operations of Civil Defense. Moved by Mr. Jones, seconded by Mr. Paluso, that the Board authorize the replacement of the emergency antenna at Mt. Wheeler for the sum, ---of $360. 00 as per above Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk informed the Board of matters concerning the Senior Citizens Center operations by the Adult Welfare Services, and stated that previously the Board had approved 11 positions under the Manpower Act for placement at the Senior Citizens Centers, but to conform with the existing salary schedules the amount of money was substantially reduced. Mr. Whalen further stated that it is apparent that to develop one of the proposed new Centers' an, aide is required to assist the Center Coordinator, and it has been suggested that the Board approve one additional position under this Manpower Program. Mr. Whalen also stated that this does not effect the dollar position of the Manpower Program. Moved by Mr. Jones, seconded by Mr. Pal uso, that the Board authorize the one additional position of an aide to assist the Center Coordinator at the McDonald Senior n J Citizens Center under the Manpower Program as per above. Remarks: Mr. Jones mentioned the Nutrition Program at the Senior Citizens Centers and stated that they were having some problems with its operation. Mr. Jones went on to explain the various problems and suggested that this be discussed in further detail with Mr. Ramey of the Area Agency for the Aged. (Discussion was held.) Mr. Flynn suggested that Mr. Whalen arrange a meeting with Mr. Ramey and his staff and the Board of Commissioners to discuss these problems, and correct this situation. Chief Clerk read a Progress Report dated April 8, 1975 from the Domestic Relations Office. Said Report stated that the support checks were being processed as soon as they are received, and that they have had no complaints from the recipients. Said Report stated that they did have one problem- with the daily increase of cases which are waiting to be scheduled for D. R. O, hearings. The Report further stated that cases to be sent to other Courts have also increased and are not being processed as soon as received, because of lack of time and lack of staff. The Progress Report stated that the two employees of the Domestic Relations Office who do this work are often needed to work overtime, and asked that serious consideration vbe. given to appoint one or two more employees at regular time. Remarks: Mr. Flynn stated that this does not come under the Board's jurisdiction to approve personnel for the Domestic Relations Office, and the request comes from the Courts. Mr. Flynn suggested that Mr. Wilson be informed of this. In connection with Harmon Creek Dam Site 485, Mr. Whalen stated that it was necessary that the Board of Commissioners sponsor this project, so that it can get under way. Mr. Whalen then presented the application to the Board for their execution. Moved by Mr. Jones, seconded by Mr. Paluso, that the Board execute the application to sponsor the flood control,pr_oject known as the Marmon Creek Dam Site 485. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. In connection with the Volunteer Program at the Juvenile Detention Horne, Mr. Whalen presented two additional Hold Harmless Agreements betw"n.two volunteers, Louise Foster and Thomas E. Arthur, and the County of Washington. Mr. Whalen recommended that the Board approve these agreements. Moved by Mr. Jones, seconded by Mr. Paluso, that the Board approve the two additional Hold Harmless Agreements as per above. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. '158 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS Under the Manpower Program, Mr. Whalen stated that six O. J. T. Contract; had been received with the following companies: Michael J. Lunardine, Inc., Canonsburg, Pa.; Peno's AMC Sales, Monongahela; Salsberry Bump Shop, Washington; Scott Motors Co., Washington and Frank's Electronics, Inc. , Canonsburg. Mr. Whalen added that these had been applied for through the Bureau of Employment Security and approved by the Xhnpower Office. Moved by Mr. Jones, seconded by Mr. Paluso,, that the Board approve and execute the six O. J. T. Contracts under the Manpower Program as per above. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read a letter from Wallover & Mtchell, Inc. dated April 3, 1975 regarding the Washington County Extended Care Facility. Said letter stated that as a result of the advertisements for the position of Resident Inspector at the Extended Care Facility, they received a total of eleven applications and resumes, and of the eleven applications, they interviewed six applicants that they felt were qualified for consideration. After further consideration of these six applications, they recommended Mr. Ralph C: Ogden for the position of Resident Inspector, at a salary of $15, 000 per year. Said letter added that Mr. Ogden's qualifications were ekcellent and that he is totally familiar with all phases of construction, and if their recommendation is acceptable, they suggested that Mr. Ogden begin his employment April 14, 1975. Remarks: Mr. Jones stated that he had asked Mr. Whalen where Mr. Ogden was from, and he had been informed he was from Elizabeth, Pa. Mr. Jones then stated that he thought we should have someone from Washington County for this position. Mr. Paluso stated that he agreed, and that we have people here who applied for this position. Mr. Paluso also thought that this should be reconsidered with the stipulation made that if there is a resident of Washington County with the necessary qualifications, then that is who should be selected. Mr. Paluso added that we need to help our own unemployment problem, and not Westmoreland County. (Discussion was held. ) Mr. Paluso recommended that this appointment be held in abeyance until it is established whether or not Mr. Ogden is a resident of Washington County. If he is found not to be a resident, then the next man, of the .six interviewed and who is a resident of Washington County be appointed for the position. Moved by Mr. Paluso, seconded by Mr. Jones, that the Board agree to hold in abeyance the appointment of Resident Inspector for the Extended Care Facility as per above. Mr. Whalen replied by stating that the first account was to set up an account in connection, with the payments to the three court employees which were covered in last week' meeting. Mr. Paluso recommended that this be acted upon separately. Moved by Mr. Jones, seconded by Mr. Flynn, that the Board approve the budget transfer of $10,132. 07 from Account 604-2-8 to Account 162. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - No; Mr. Flynn - Yes. Motion carried. Solicitor Gilmore presented to the Board a request for a bond forfeiture In the amount of $100. 00. Mr. Gilmore stated that the mother of the Defendant had paid the bond and now her son was back in jail, and he asked the Board to requisition the sum of $100. 00 payable to Violet McKinney as a return on her surety bond.
