PALUSO, COMMISSIONERS Minute No. 175 Office of the County Commissioners Washington, Pa., July 17, 1975 The Board of County Commissioners met in regular session with the following members being present: Commissioners Jones, Paluso and Flynn. Also being present: Chief Clerk and County Administrator Whalen; Administrative Assistant Fetcko; John Drake of the Senior Citizens Center; John Cadez of Engelhardt -Power; Jay Mitchell of WJPA and Bob Robertson of the Observer -Reporter. Also being present was Solicitor Gilmore. Meeting called to order and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 174, each member having received a copy. as read. Moved by Mr. Jones, seconded by Mr. Paluso, that Minute No. 174 be approved Roll call vote taken: Mr, Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old Business: (a) Manpower Program Chief Clerk stated that the Board discussed several phases of the Manpower Progra Mr. Piganell. Reference was made to a part of the minutes of the Manpower Advisory meeting which was held on July 9, 1975, at 1:30 P. M. Said Minutes stated: Mr. Piganell briefed the Council on the final figures for 1976 Title II in the amount of $292, 038. A Grant Application was submitted for that amount to the Federal Government. Mr. Piganell recommended that the 114 participants present on board under Title II that as many as possible utilize the $292, 038 be carried for an additional 12 months. The re- maining 75 people would be transferred to Title VI. Mr. Keys explained that $607, 300 received last year was for FY74 and 75 monies in essence that it was a 2 year funding in a period of 5 months. Title II funds represent only 1 FY funding, Mr. Kenney suggested that the second year of employment should not be so automatic.. Mr. Fibbi suggested that people should re -apply instead of making the second year a automatic one. Mr. Fibbi said that the employer should be given a certain amount of time to pick up a Manpower employee. Mr. Coleman agreed. In this way if the employer was not satisfied with the employee this would be an escape route. Mr. McAmbley said it was better to employ 114 for 6 months than 34 for one year. PALUSO, COMMISSIONERS Mr. Paluso stated that less than satisfactory performance means penalty. Mr. Palus suggested that the Commissioners advise in writing that they have not granted the extension and want a detailed explanation from the project engineer and from Ram Construction Company prior to any decision. Mr. Fetcko stated that Mr. Snitger was preparing that communication.. Correspondence: payment. Remarks: Roll call vote taken: Mr. Jones -Yes; Mr. Paluso -Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk added that this hearing is scheduled for July 1, 1975. Chief Clerk read a letter under date of June 17,, 1975, from the State Conservation Commission directed to Mr. William D. Harrison, President of the Washington County Sportsmen and Conservation League. Said letter notified the Commissioners Office of Wash- ington County that the Sportsmen and Conservation League have been approved and they are requesting the organization be placed on the approved. list.. Chief Clerk advised that he had a request by the Election Board of Washington 2-2 for additional compensation for work perflormed in the last election. It was necessary to the Board advise the Board that such was not .possible. In reply to our letter' / received the following response: Remarks: Board. Gordon Judge of Elections Minority Inspector Majority Inspector Chairman stated that this is their democratic right and we will advise the Election Mr. Paluso commented that the compensation for the local board officials is set by the state legislature and. county officials exercise no control. Chief Clerk advised that the Commissioners had received a petition from 175 person to change Donegal 1st Precinct voting poll from the Claysville Grange Hall, Claysville, Pa. to the Donegal Township Building, Claysville, P.a. The reason for wanting the change is the narrow road to the hall and insufficient parking facilities and it is also hard for the senior citizens or other citizens who have trouble walking to get from the car to the hall (because of the steps and the Hill). Solicitor Gilmore suggested that this should be referred to the Election Board. Mr. Paluso suggested that the Board of Commissioners approve the change and refer it to the Board of Elections for their approval at their next regular meeting. Moved by Mr. Paluso, seconded by Mr. Jones approving the change of voting places for Donegal 1st Precinct as per above and then refer it to the Board of Elections for their I F� 1 e next meeting. Roll Call vote taken: 3Mw1 - M I N UTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES, JR , EDWARD M. PALUSO, COMMISSIONERS L it Mr. Piganell explained Title VI and that a planning estimate for Title VI of $1, 300, 000 would be sufficient to carry these people transferred from Title II to Title VI for one year. The Major points discussed by the Board were: 1. • The Board questioned employment longer than 1. year. 2. No automatic extension and should hire new people whenever possible. 3. If the employee is not picked up by employer, they will be terminated. 4. That an evaluation of each employee or PSE participant be taken with -in a 3 month period, by the employer, (Helen Miller of the League of Women Voters entered the meeting. ) Remarks: Mr. Jones stated that it does not make any sense to put these people out of work and hire new personnel after people have already been trained, Mr. Paluso agreed by further stating that this program is designed to get people temporary jobs while the economy is low. But it should also be explained that they should be pursuing permanent employment the entire time. they are on the Manpower Program. I, Chairman stated that the Advisory Board is recommending that the Board of Commissioners recommend that the people presently on the Manpower Program under Title II be transferred to Title VI for one year. If the Commissioners do not approve the transfer the people presently employed under this program will be out of a position December 1975. If the Board approves thetransfer these people they could be retained until July 1976. Mr. Paluso further stated that he was not satisfied with the On -The -Job Training Contracts received through the Bureau of Employment Security. The placement rate of these contracts have been nil. Moved by Mr. Jones, seconded by Mr. Paluso that the Board authorize Mr. Piganell to approve the transfer of personnel from Title II to Title VI for a period of one year. Roll call vote taken: Mr, Jones - Yes; Mr, Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chairman stated that the nominating committee of the Manpower Advisory Board recommended for appointment to the Advisory Board six (6) new members. 1. Jess King - Houston Bank 2, Tom McDonald - Canonsburg Chamber of Commerce 3. Dave Smith - Client Community 4. Joan Griffith - Washington School Board 5. Edwin Andrew - Jessop Steel 6. Henrietta Shader - Veteran Affair A motion was made- to nominate these people. Motion was carried. (b) Extended Care Facility Chief Clerk stated that there was a question before the Board concerning the Extended Care Facility for an extension of the contract from McAnallen Brothers. Chief Clerk stated that the Board of County Commissioners reviewed all the facts and circumstances involved and decided to deny the request for an extension of time. Chief Clerk further stated that there F1, were no actual contract violations by the site contractor, Ram Construction Company; and that the Board has been assured by Ram Construction that they will complete their contract on or before August 2, 1975, completion date. PALUSO, COMMISSIONERS (Mr. Mascara entered the meeting. ) (c) Ferry Commission Chairman stated that he brought this matter to the Board's attention because he was approached by members of the Ferry Commission in regard to its inactivity. (A general discussion was held.) Chairman referred to the Joint Ferry's Commission minutes of their March 13 meeting in which they state that payment to the consultant to the Joint Ferry Commission would be suspended until further notice. Contrary to this the consultant was paid $6, 600 on June 5, 1975. Chairman stated he had spoken with Fred Lebder, Fayette County Commissioner. Chairmanstated that he was assured by Mr. Lebder on Wednesday, July 16, 1975, that he would hand carry and deliver to the proper officials in Harrisburg the necessary application and documents to receive the $75, 000 grant. Chairman stated that it was his opinion that the Board should suspend payment of the $2, 200 monthly fee to the consultant until further notified. Lack of activity on restoration precludes the need for a consultant for the time being. Chairman stated that consultant must be notified in writing ten (10) days prior to any monthly period that his services are being terminated on a temporary basis. Mr. Flynn recommended that the Board notify Fayette County that Washington County has taken action as agreed upon by Mr. Flynn and Lebder to notify Mr, Simpson (consultant) and the Joint Monongahela Ferry Commission that in accordance with the present contract that Washington County is giving him a ten day notice that his services are not requi at the present time and are suspended until further notice. (Joe Speers entered the meeting. ) Moved by Mr. Jones, seconded by Mr. Paluso that Mr. Simpson be notified that his services are temporarily discontinued until notification by the Ferry Commission that his services are again required. Chairman stated that this is contingent upon the fact that Fayette County takes the same action. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chairman suggested to the Chief Clerk that he call Fayette County and relate this Boards_, action to them. (d) S. E. I. U. Chief Clerk stated that the Board has gone on record replying to the Service Employees International Union relative to their notification to the County to the reopening of the current employees contract. Chief Clerk then read a letter under date of July 15, 1975, MINUTE BOOK 303 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES. JR., EDWARD M. PALUSO, COMMISSIONERS E 1 directed to Ms. Rosemary Trump, President, stating that the Board of Washington County Commissioners were willing to kiegin reopening the current employees contract. Said letter suggested that court -related employees together`with Washington County Prison employees present a gray area in view of the Supreme Court decision together with the latest order of the PLRB. The PLRB order sets the court as a separate political subdivision and the same order places the prison guards under the sale jurisdiction of the Prison Board. (e) Airport Chief Clerk stated that the last item of old business is the Airport Survey that was turned over to Mr. Sember for review. Mr. Sember has properly executed the request and returned it to Mr. Vidic of the Southwestern Economic Development District Office. PALUSO• COMMISSIONERS c (b) Chief Clerk then presented the following bills to the Board for their consideration and approval: (1) Wallover and Mitchell, Inc. - $4, 892. 79 - billing .for the month of June 1975 (2) Pennsylvania State Association of County Commissioners $358. 15 - Pro Rata Share of Litigation Costs re: Act 195 Moved by Mr. Jones, seconded by Mr. Paluso, that the above bills be approved for payment. Roll call vote taken: Mr. Jones - Yes; Mr, Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk then informed the Board that a Bulletin was received from the Bicentennial Administration in Washington, D. C. under date of June 26, 1975, in which the Bicentennial outlined several courthouse renovation projects they are funding. Mr. Whalen stated that a letter was sent under date of July 16th inquiring if Washington County Courthouse could be considered for a grant through their agency to assist in the restoratiola andrenovation of our 75 year old courthouse. Chief Clerk read a letter from the Mon Valley Health and Welfare Council dated July 8, 1975, advising that the Companion/Chore Service Proposal For the Aging was appr by the Board for Area Agency and the Mon Valley Health and Welfare Council. Said letter also stated their appreciation of the Commissioner's efforts for such proposals for aging services in Washington County. Chief Clerk stated that a bulletin was received from Peter Pennington, Deputy Executive Director of the Governor's Council on Drug and Alcohol Abuse, under date of July 7, 1975, which relates to a three year $1, 440,271 grant to implement a Regional Alcoholism Informatio Program. Chief Clerk stated that this correspondence should be forwarded to the D and A , tz�ogram Director, Chief Clerk informed the Board of a'letter from the Defense Civil Preparedness Agency under date of July 9. Chairman suggested said information be forwarded to Mr. Bohner. Chief Clerk read a letter from Penn's Southwest Association dated July 10, 1975 thanking the Commissioners for their time and effort in assisting the association in their efforts for selecting the new headquarters of the Metropolitan Life Insurance Office, Metropolitan selected Johnstown, Pennsylvania, as the location, Chief Clerk read a request from the Finance Committee of the Washington County Historical Society dated July 10, 1975, for their annual grant for the maintenance of the LeMoyne House which is in the County budget for $1, 000. 00, Moved by Mr. Jones, seconded by Mr. Paluso granting the $1, 000. 00 request from the Finance Committee as per above. Chief Clerk stated he was informed by the Department of Public- Welfare under date of June 19, 1975, that social services provided to eligible Cuban or Indo-Chinese refugees are authorized for 100% Federal Financial Participation (FFP) . Chief Clerk stated that this means that the Vietnamese that are in the United States are eligible for Federal Assistance under the welfare program. Chief Clerk advised that the grant'from the Governor's Justice Commission has been submitted for final approval for the full-time Assistant District Attorney for Washington County. The total amount of this grant is $10, 000. 00. Remarks: ` Chairman asked if the grant had been approved, Chief Clerk stated that it was approvec by their region and has been sent to Harrisburg for final approval. Chief Clerk advised that a letter was received from the District Corp of Engineers dated July 8, 1975, outlining the specific problems in the maintenance of three (3) of the County's flood control projects. 1. The Burgettstown - Slovan Channel Improvement Project 2, The Chartiers Creek Flood Protection Project, Canonsburg -Houston Reach, Unit I 3, The Chartiers Creek Flood Control Project, City of Washington and Township of Canton, Pennsylvania, Mr. Whalen and Mr. Tenaglia are attempting to get in touch with Mr. Miller to inspect the Burge ttst own -S lovan Channel and come up with an estimated cost so that the County can proceed with that project. Chief Clerk stated that these three (3) projects are a definite responsibility of the County and the Board of Commissioners is going to have to move ahead on all three of these projects. Chief Clerk informed the Board that correspondence was received from the Department of Public Welfare dated July 10, 1975, informing the county of the pending release of the First Quarter Interim Payment for the Fiscal Year 1975-76 for Mental Health/Mental Retardation Programs. Payment is based on one fourth of the allocations for Fiscal Year 1974-75 for each program. Chief Clerk further stated that this payment does not in any way represent the allocations for Fiscal -Year 1975-76 and each county unit must maintain current program spending levels with no new or expanded programs until final allocations are released. PALUSO, COMMISSIONERS Chief Clerk informed the Beard of a letter from the Department of Community Affairs dated July 15, 1975, regarding Project 70 Land, Said letter indicated that Washington County received a grant from the Commonwealth for assistance in acquiring park and recreation land under Project 70 Land. Said letter stated that local governments have had other uses for the land other than recreation, Chief Clerk stated that the deeds have been properly noted that this land is for recreational use only. The County is not involved in any violation of Project 70. Chief Clerk stated that correspondence was received from the Department of Housing and Urban Development, dated July 9, 1975, regarding Innovative Projects Program Application No. 107. Chief Clerk stated that he had asked Joe Speers of the Redevelopment Authority to elaborate on the subject. Mr. Speers stated that Washington-County's application for a $155, 000 discretionary grant to supplement the urban county program had been turned down by the Department of Housing and Urban Development (HUD), Mr. Speers further stated that this is an interim rejection and not a disapproval of the county's application. He stated that the Redevelopment Authority would like to continue to pursue the funds. Chairman suggested that the Board authorize the Washington County Redevelopment Authority to resubmit an application to further pursue the matter to see if funds are available. t C Moved by Mr. Paluso, seconded by Mr. Jones, authorizing the Washington County Redevelopment Authority to submit another application as per above. Chief Clerk read a letter from the Borough of McDonald dated July 10, 1975, in which the Borough states they contacted Congressman Morgan's office concerning funds to supple- ment local funding of capitol improvement projects which their borough is presently pursuing. They were referred to the County programs on Revenue Sharing and Community Development Block Grants. On December 5, 1974, they forwarded to the Board a resolution required for federal approval and .their eligibility for funds was approximately $43, 837 over a three year period, The Borough is inquiring if funds from the programs are available for current capitol improvement programs. ` Chief Clerk again called upon Mr. Speers of the Redevelopment Authority to elaborate. Mr. Speers stated that they will meet with McDonald Borough and advise them of the status of their application. (Dave Daniels entered the meeting. ) Chief Clerk stated that the Commissioners would see that the Redevelopment Authority receive a copy of said correspondence. Chief Clerk also read a letter dated July 14, 1975, from the Borough Solicitor, Chief Clerk advised the Board of a letter addressed to Mr. Flynn from Jack B. Piatt dated July 14, 1975, relative to the deteriorating condition of the runway and taxiway at the Washington County Airport. PALUSO, COMMISSIONERS 1 1 repeatedly reported these conditions to the Washington County authoritie's without any corrective action being taken for restoration. Said letter further stated that the unsafe runway condition creates a dangerous situation, Said letter requested support in correcting this condition. Chief Clerk further stated that there was a letter from Special Jet Services to the same effect. This situation demands immediate attention. Chairman further stated that Federal money is available to correct this. Chairman assured that this situation will be looked into immediately and corrective n`ieasures will be taken, 11:00 A. M. Opening of Bids for the installation of carpeting in the Law Library. 1. Amount of Bid: $1, 365. 00 Certified check in the amount of $136. 50. Prior to the opening of bids, a bid was received from Bob Humphries, Floor Covering, Washington, Pa. It was decided by the Board not to accept any bids time stamped after the hour of 11:00 A. M. Mr. Humphries bid was received after the hour of eleven and, therefore, was rejected by the Board. It was suggested by Solicitor Gilmore to return the bid unopened to Mr. Humphries with a note stating that it was rejected because it did not comply with the 11:00 A.M. deadline as advertised in the newspapers. Moved by Mr. Paluso, Seconded by Mr. Jones; rejecting said bid as per above. Roll call vote taken: Mr, Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. PALUSO, COMMISSIONERS 1- Moved by Mr. Janes, seconded by Mr. Paluso awarding said bid to the lowest bidder subject to Solicitor Gilmore's perusal and approval. The lowest bid was Sun Carpet. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk advised the Board of two (2) letters from the Burgettstown Library and the Byers Memorial Library expressing their thanks for the consideration from the county and the appropriation of monies to their library systems. Chief Clerk informed the Board of a letter dated July 10, 1975, to Mr. Norman Monack, of Charleroi, Pennsylvania, from Louis G. Mete, Commissioner of Elections. Said letter thanked Mr. Monack for his suggestion to use the word "Commonwealth" instead of the word "State" on the paper ballots. Said letter further stated that Pennsylvania is a Commonwealth, Chief Clerk stated that the proposed requisition schedule for the Washington County Extended Care Facility together with a list of the contractors and their superintendents is ready. Also, the investment schedule that will be followed in funding the Fiscal Assistance Trust Fund Account is ready. Chief Clerk requested authorization for bids on the Chartiers Flood Control Project for the demolition of a building on Van Eman Street which was acquired by the County on this project. Also, permission to advertise for a bid to cleann up the G. B. U. Building at the Chartiers site. Chief Clerk further stated that these are two separate bids. Said letter stated that under the terms of the Harmon Creek Project Agreement for the construction at Site PA-485, the County Commissioners must appoint a Contracting Officer and an alternate Contracting Officer. Chairman suggested that Us is a standard resolution whereby the Board must adopt a Contracting Officer and an alternate Contracting Officer.
