PALUSO, COMMISSIONERS E 1 Minute No. 181 Office of the County Commissioners Washington, Pa., September 4, 1975 The Board of County Commissioners met in regular session with the following members being present: Commissioners Jones, Paluso and Flynn. Also being present: Chief Clerk and County Administrator Whalen; Administrative Assistant Fetcko; County Solicitor Gilmore; Land Acquisition Agent, Clay Graham; Controller Mascara; Bill Carl of the Washington County Addictive Disease Program; William Sember and Floyd Laubham of the Washington County Planning Commission; John Cadez of Engelhardt and Power and Associates; Bob Robertson of the Observer -Reporter; Mrs. Miller of the League of Women Voters and Jack Merdian. Meeting called to order by Chairman and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to inute No. 180, each member having received a copy. Moved by Mr. Jones, seconded by Mr. Paluso, that Minute No. 180 be 3.pproved as read. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Special Order of Business: a. William Sember - Flood Insurance Program Mr. Sember first distributed copies of the Progress Report to the Washington County Commissioners on the National Flood Insurance Program. Mr. Sember stated that at the last regular meeting, the Board requested an update on the Flood Insurance Program.. Mr. Sember stated that on August 15, 1974, a memorandum was mailed by the Planning Commission to all communities officially notified by the Department of Housing and Urban Development, HUD, as having flood hazard areas. Also, included were those communities likely to be notified by HUD in the near future. Prior to this, two (2) County -wide informational meetings were organized by the Planning Commission on this same subject. The response from elected officials was poor. Mr. Sember stated that since August 15, the Planning Commission has prepared and submitted to the Pennsylvania Department of Community Affairs and HUD, thirty-six (36) flood insurance applications and has assisted in the preparation of six (6) others. Presently, four (4) flood insurance applications are being processed by the Planning Commission. In addition to processing flood insurance applications, the Planning Commission has been actively pursuing an information program. 3'78 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. PALUSO, COMMISSIONERS The purpose has been to answer numerous questions about the program via telephone, letter and public meetings to local officials, insurance agents, realtors and bankers, and two, to stress to flood hazard identified communities not in the insurance program the need to do so. Mr. Sember further stated that the Planning Commission has spoken to the Tri-County Borough Association a number of times concerning this subject, appeared at a number of Township and Borough meetings, participated in a Land Use Planning Conference to discuss flood plain management program and has issued several news releases to the radio and newspaper media covering the National Flood Insurance Program. Mr. Sember stated that in February of 1975, the Planning Commission conducted a tele- phone survey to determine if the local insurance agents had received flood insurance manuals and if any had written flood insurance policies. Mr. Sember stated that when it was evident that many insurance agents and/or agencies had not received flood insurance manuals which contained policy forms, the Planning Commission compiled a list of all insurance agencies in Washington County and forwarded the list to the General Accident F & L Assurance Corporation, Ltd., in Philadelphia. General Accident promptly notified and sent flood insurance manuals to the list of agents. Mr. Sember stated that although they undertook a major effort to assist local communities to understand the insurance program and to help them become eligible to participate in the program, as of July 1, 1970, approximately fifteen (15) identified communities failed to take any positive action. Mr. Sember stated that on July 24, 1975, at the regular Board of Commissioners meeting, he presented to the Board a visual update of the program. At that time, Mr. Paluso sug- gested that non -participating communities again be contacted and informed that non -partici- pation in the flood insurance program could jeopardize receipt of federal and state grants. Mr. Sember stated that in response to this, another communication was mailed to all non -participating local governments in August of 1975. Said communication was directed to a local elected official and the local government's solicitor. In response to this, Fallowfield Township, Hanover Township and Deemston Borough responded positively and indicated they wanted to participate in the Program. Mr. Sember then explained the map showing those communities eligible for flood insurance. Remarks: Mr. Paluso asked if any of the communities from which we have had no response were in the original flood prone designations. Mr. Laubham stated that on the very first list that they received from HUD, Centerville and West Beth were not included. Mr. Sember then referred to a mailgram that was sent by HUD to the Board of Com- missioners saying that they had thirty days to get involved, and stated that they do not understand this because legislation stated that they have a year after the date of notification Mr. Sember stated that they expect to get clarification on this. 1 1 Mr. Sember then stated that they met with West Finley Township and the Supervisors said that they are -not interested. PALUSO, COMMISSIONERS i 1 or not the people in their community become eligible and he doesn't think it is right. Mr. Paluso asked Mr. Sember to explain for the benefit of the news media, what it means to someone who is trying to get a mortgage on their home. Mr. Sember stated that if they are trying to obtain a mortgage to build their home within a recognized flood hazard area, they cannot get it. Also, existing homes cannot purchase it. Mr. Sember stated that they may be able to purchase it somewhere for $500 a year, which is ridiculous when they can get the same insurance for $25.00. Mr. Sember stated that the solicitor of Centerville did respond to the communication and sent a copy of the communication to the Borough Council saying they should take action on this. Mr. Sember stated that the other communities did not indicate any action to the Planning Commission. Mr. Sember stated that it should be remembered that although there are certain federal and state sanctions upon the communities that do not become eligible, you can't overlook the important point that homeowners don't have any protection if they get flooded. Mr. Sember stated that people that have annual occurrences of water in their basement know whether they should get insurance or not. Mr. Sember stated that there are three phases to the Flood Insurance Program - all of these communities are at phase one. Mr. Sember stated that the next step is to send correspondence to the communities that are eligible and sent them maps which show what residences in their community are in Blood hazard areas. (Phil Angelo of the Daily Notes entered the meeting.) Mr. Sember stated that they are going to state that these communities should make an attempt to contact these people that live in these areas saying that this insurance is available. Mr. Sember stated that they would also like to feature some kind of story in a newspaper telling the people that if they think they reside in one of these areas, I should go to their local municipal building where they can see a map showing the flood hazard areas, or go directly to the Planning Commission. Remarks: Chairman stated that Mr. Sember has done everything humanly possible to try to prevail upon the political subdivisions to participate in the program. Mr. Flynn stated that the communities have been contacted from 4 - 6 times by different methods. Mr. Sember stated that the County is pretty well covered; now the job is to stress the importance to those people who have these problems. Mr. Sember stated that the next step is to try and inform these people in these areas they can get insurance at a very cheap rate. Mr. Graham stated that he received a call from Carroll Township Supervisors saying that they have damage done to some of their bridges. Mr. Graham asked if municipalities themselves, rather than individuals, can get some kind of protection for some of their public facilities, such as bridges. Mr. Sember stated that they cannot insure bridges, but they can insure the municipal buildings. Chairman stated that Mr. Sember is to be complimented .for the work done. b. William Carl - D & A Program Contract Mr. Carl stated that the proposed grant agreement is between the Washington County Commissioners and the Greene County Commissioners for drug and alcohol services in the two county area, and the Governor's Council on Drug and Alcohol Abuse. Mr. Carl stated that he does not agree with a number of things that were in the agree- ment. The status of negotiating between the County Commissioners Association and the Governor's Council has pretty much come to an end. The Governor's Council has left it at the point that either the grant be signed after some changes were made or we will not receive funds and the Drug and Alcohol Program will stop. JR., EDWARD M PALUSO, COMMISSIONERS is particularly concerned with the criminal violation clause in the grant which indicated that if any employee in the drug and alcohol program, committed any kind of a misdeme the grant ,,could be cancelled. Mr. Carl stated that this clause has * been changed. Mr. Carl stated that there was a change in the original grant agreement on the cancellatio policy for the County. After much discussion with a number of people across the county, Mr. Carl recommended that this grant agreement, even though it is not perfect, be referenced with the County Code and the Governor's Council State Plan on Drug and Alcohol Abuse, so if there were any problems in the future concerning the grant agreemen this would be a basis for litigation for the counties involved. (Jerry Kolanic of WWVA entered the meeting.) Remarks: Mr. Fetcko stated that they have tried to get some kind of perspective on the grants, and as late as yesterday, they were considering some possible changes, like the ones Mr. Carl mentioned. Mr. Fetcko stated that it has been a long, involved process and there have been a few changes made - some sheets were substituted. Mr. Fetcko stated that it seem to be a situation where we are approving the grant agreements in order to obtain $398, 277 in state funds; which will involve a county match of $33, 636 for fiscal year 75-76. He stated that in order to receive the state funds, the grant agreements must be signed. Mr. Fetcko stated that the first quarter funds for the fiscal year 75-76 are being held until the grants are signed. Mr. Fetcko stated that the latest information they have from the Governor's Council office in Harrisburg is that the State Council will meet on the week of the 21st of September and will expect to have these agreements in by that time. Mr. Fetcko stated that it would be his recommendation that the Commissioners execute the agreements and make it known in writing to the State the questions and objections. (Discussion''was held.) Mr. Carl stated that on the back of the grant there are seven conditions listed attached to the grant agreement of which we have met with the exception of signing the agreement. Mr. Flynn then -made additional comments and stated that he received a call from Mr. Hamilton who informed him that as of last Thursday, 15 out of 42 counties had signed the agreement. Mr. Jones asked if this is an act of the Legislature. Mr. Carl stated that this is under Act f63, which was passed about three years ago, which gives the Governor's Council broad ranging powers to establish pretty much any regulation they want. Chairman stated that Mr. Hamilton stated that this is a requirement of the Department of Health, Education and Welfare; and also that the State Treasurer refuses to draft the necessary checks to make the reimbursement to the different counties until they have sour signed document or agreement. Mr. Carl stated that after the agreement is acted on by the Washington and Greene County) Commissioners, then they will institute contracts with each one of the service providers to provide drug and alcohol services. Mr. Flynn stated that yesterday he began to read the report from one of the neighboring counties, as a result of the finding of the auditor general's office. Mr. Flynn stated that he can understand why they want the agreements because this is very shocking. Mr. Flyi stated that he can appreciate why the auditor general and state treasurer got together and said this is it, period, because apparently they had no control over what was taking plac Mr. Flynn stated that they haven't audited the books since 1967. Mr. Paluso asked if Greene County has been approached regarding the agreement. Mr. stated that they have a copy of the agreement, Mr. Paluso asked how the local share compares to the previous one. Mr. Carl stated that it is an additional $3, 000. (Stan Rockovich of the Adult Probation Office entered the meeting.) PALUSO, COMMISSIONERS E F� u the cost. Mr. Carl stated that there is no way that we could absorb the cost; the progr would simply shut down. Mr. Flynn stated that under the MH/MR, if we do not participate, under the statute, the Department of Public Welfare has the right to bill us for 50% of the total cost. Mr. Carl stated that it is his understanding that the Governor's Council has adopted that portion of the MH/MR Act, and that they could bill the County for additional costs. (Further discussion was held.) Mr. Flynn stated that Delaware County has signed the agreement` but they have also added an addendum to the agreement to protect 'themselves. Mr. Flynn then recommended that the Board execute the agreement with the Governor's Council for the D & A Program with the proviso that we contact Delaware County and ask them to relate to us the addendum that they attached to the agreement and determine if it has been accepted. Mr. Paluso stated that there will be another problem on the next contract, and he thinks that we should register vigorous complaints with the State Legislature that the Governor's Council on Drug and Alcohol Abuse has too much ,discretionary executive -order type of authority and it has to be curtailed. Mr. Paluso stated that he thinks it is the Legis- lature's job to decide how these programs are run, not an appointed council who is acting under someone else's wishes. Mr. Paluso stated that there are too many discretionary powers delegated to a lot of these boards and they are causing all of the problems in every program. Mr. Paluso stated, that we should register a , very rigorous protest and attach it to this, in, addition to the addendum and forward it to the legislators from this district. Mr. Paluso stated that we should also encourage Greene County to do the same. Moved by Mr. Paluso, seconded by Mr. Jones, that the Board execute the agreement with the Governor's Council on Drug and Alcohol Abuse with the proviso that an addendum be added and also that a very vigorous complaint be registered as per above. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old Business: a. Department of Labor & Industry - Women's Home Chief Clerk stated that he thinks we may now have the final chapter of the efforts by the Board of County Commissioners to maintain the two existing facilities for the aged. Chief Clerk stated that last week Mr. Fetcko appeared in behalf of the County before the Industrial Board of the Department of Labor and Industry and presented the County's position as far as the Women's Home Facility is concerned, and requested seven waivers of orders that had been issued against the facility. Chief Clerk stated that under date of August 28, 1975, the Industrial Board issued an order granting those seven waivers. Chief Clerk stated that the first waiver was a complete condemnation of the building; they granted the waiver on the basis that the third floor shall be abandoned and shall not be used for any purposes and that the ten ambulatory patients on the second floor shall be relocated when bedrooms are available. Chief Clerk stated that they also ordered that the entire building be equipped with an automatic sprinkler system; the cost was estimated at $250 - $300, 000. Chief Clerk stated that this was also granted. Chief Clerk stated that they insisted on changing all of the doors, stairways and exits; this w was also granted. PALUSO, COMMISSIONERS removed from the basement area. Chief Clerk stated that basically the County -is in 1 compliance with their orders, and arrangements have been made to make some minor adjustments at the Women's Home Facility which will keep it in operation until the new facility is available For use in late 1976. Chief Clerk stated that the estimated cost to keep this building in operation is at the maximum of $5, 000. b: Department of Labor & Industry - Child Welfare Services Chief Clerk stated that this item involves the Child Welfare Services, located at 67 West Cherry Street, Washington, Pa. Chief Clerk stated that under date of August 7, 1975, the Department of Labor and Industry notified the County of a long list of deficiencie and considering that particular building, there was no way that the County could consci- entiously even consider starting to make corrections. Chief Clerk stated that, knowing what was coming, he did some research on the office building at Arden which is presently occupied by Community Action, the Planning Commission and the Civil Defense operation; said building contains 9,000 sq. ft. of floor space which is good office space. Chief Clerk stated that he and Mr. Fetcko went over the building and also determined from Miss Abel that she can very capably use 3, 000 sq. ft. of floor space for her entire operation. Chief Clerk stated that prior to any final decision to make such a move, he would recommend that the Board contact Mr. Kistler who is the supervisor for the Department of Labor and Industry in Pittsburgh and have him come in personally, or send in his inspectors to go over that building with us to make sure that we would be in compliance with all Labor and Industry regulations. Chief Clerk stated that the recommendation that he and Mr. Fetcko made some time ago would be to consolidate the Community Action into 1500 sq. ft. of th space; to expand the Planning Commission's drafting into an additional 1500 sq. ft. and to move the Civil Defense operation into another facility dc&vn there. Chief Clerk stated that by doing this, we would make available 3000 sq. ft. of space that we need for Child Wel- fare Services. Chief Clerk stated that it would be their recommendation that the Board consider this, and that we have the Department of Labor and Industry come in and make th+ necessary inspection prior to any final move decision being made. Remarks: Mr. Paluso stated that he thinks we are required to submit at least a schematic drawing of what we intend to do and get their approval. Mr. Paluso stated that he thinks the rules state that an architect has to lay out the drawings. Chairman stated that the Department of Labor and Industry must approve it if the expendi- tures are over $10, 000; if it is under $10, 000, approval isn't necessary. r. Gilmore stated that he thinks this is correct. h airman suggested that the Board go on record authorizing the necessary steps to be t !,C,hief Clerk stated that he would try to have Mr. Kistler do the inspection prior to next ek's meeting, if possible. Moved by Mr. Paluso, seconded by Mr. Jones, that the Chief Clerk be authorized to contact the Department of Labor and Industry to take the first initial steps necessary to make the move of the Child Welfare Services and the other offices involved to the Arden site. O'Brien, Structural Engineer - engineering report on Van Eman Bridge, No. 26 - $360.00 (4) McAnallen Brothers - General Construction - Extended Care Facility - $244, 229. 31 (5) Limbach Company - HVAC Construction - Extended Care Facility - $7, 796. 70 (6) Sherry & O'Leary - Plumbing Construction - Extended Care Facility - $17, 297. 15 (7) Baldwin Electric Company - Electrical Construction - Extended Care Facility - $57, 855. 73 384 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. PALUSO, COMMISSIONERS (8) Gateway Kitchen Equipment and Supplies - Food Service Equipment $46, 694. 70 Remarks: Mr. Paluso referred to bill No. 1 and asked if this should be brought before the Prison Board. Mr. Flynn stated that the Prison Board could authorize payment of the bill, but it would still have to' go the the Commissioners for payment. Chief Clerk stated that this bill went thraugh the Purchasing Office on a special purchase order. Chairman stated that if the Prison Board would reject the bill, the Commissioners are still obligated. Moved by Mr. Jones, seconded by Mr. Paluso, that the above bills be approved for payment. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk stated that the next matter concerns an invoice from ti-e United States Marshals Service in Philadelphia, regarding the services that they rendered to Delaware County guarding Mr. Boyle and Mr. Prater during the trial in Delaware County; the total amount of the invoice is $13, 029. 79. Chief Clerk stated that he discussed this matter wtih Mr. Sprague, Special Prosecutor, regarding the advisability of the County paying the salaries and wages of the deputy marshals and he said that he discussed this with Mr. the Chief Marshal. Mr. Day stated that these marshals would have been doing federal work had they not been tied up in the trial. Chief Clerk stated that as a result of this, they definitely feel that this is reimbursable as far as the trial expense is concerned. Chief Clerk stated that he also discussed this matter with _the Chairman of the Board of Delaware County, Mr. McNichol, and he believes: that this should be considered as trial expense, acid further suggested that once the matter is taken care of, Washington County should make a further request for reimbursement inasmuch as this is all unusual trial expense. Chief Clerk stated that it is the recommendation of Mr. Sprague and Chairman McNichol that this invoice be paid. (Treasurer Morgan entered the meeting.) Remarks: Mr. Flynn then elaborated on the matter and stated that the Board was nd made knowle of this until Minute No. 179 of August 14, 1975. Mr. Paluso: Well, I would recommend that we pay the actual expenses incurred and I disagree with Mr. Day - the salaries are paid whether they are doing this work or any other work, or nothing. They're not on our payroll and I don't think we should pay the salaries. Now the salaries are inflatable - the reason for that is the 24-hour period. That's why they're so high. That's 24 hours instead of the regular 8-hour day. But I still think that that's up to the - whoever employes those people should pay their salary. I would suggest that we pay the actual expenses incurred and tell them that we don't feel responsible for, the salaries. Mr. Flynn: They're not accepting that. Mr. Paluso: If I was them, I wouldn't either; but if that's all they're going to get, they Mr. Jones: Before we paid the last bill on that Yablonski counsel up at Erie and different places, doesn't somebody go down there and look over these bills and approve them before 1. I think that's what we should do. Mr. Flynn: On Erie, I can't speak; on Delaware - yes. But these bills weren't submitted then, Frank. That's from the federal government. Mr. Jones stated that he thinks the bills should be explored before payment is made. Mr. Flynn made additional comments and recommended that the bill be paid. Mr. Paluso: I think there is room for negotiation here - let's pay the expenses and negotiate after they get the initial payment. Mr. Flynn: I'm not questioning that... how much are we going to spend negotiating, that's the whole thing. What's it going to cost us negotiating. But I would think, judging from the correspondence, it is very insistent, because it dates back to February, 1975, and they followed through, the latest one is in August or July. Mr. Jones: Was there any money returned to us from Delaware County on that? Mr. Whalen: No, they're not through with that down there yet. They haven't sentenced him. He doesn't come up for sentencing until next week. Mr. Flynn: And here's the clincher, too... They're supposed to bring him in next week. And, I don't know whether I should state this or not, but from the way I understand, if we don't pay that bill, they don't bring him in. Mr. Whalen: Well, I didn't want to mention that either, but I think it is necessary to mention that the marshal has notified Judge Catania, who is the trial judge, that if they don't have at least a committment that this bill is going to be paid, that they have no intentions of delivering Mr. Boyle to Delaware County for sentencing on the 11th of September. Mr. Flynn: I would suggest that we go on record authorizing payment, but notifying that we are paying under protest. I don't know whether that will have any effect on them or not, but at least you let them know we are paying under protest and we feel that we shouldn't be obligated for the wages. Mr. Paluso: Let's just pay the expenses... because you're going to get a bill for the same amount again... if you pay the wages now, then we'll be obligated to pay them again. Let's pay them their expenses right now... you're going to get another bill. Mr. Jones: I'll second that. Mr. Flynn: Well, you're only prolonging the agony, gentlemen... let's not kid ourselves, you're gonna pay them, whether it's now or this time next year, you're going to pay it regardless. Moved by Mr. Paluso, seconded by Mr. Jones, that the Board pay the expenses for the United States Marshals Service for the Boyle Trial, and not the wages of the marshals. PALUSO, COMMISSIONERS In connection with ` the Deferred Compensation Plan, which is in effect in the County, Chief Clerk stated that we sometimes receive a request for someone who has membership to withdraw and there haven't been any guidelines set up for such a con- tingency. Chief Clerk stated that it has been suggested by the Deferred Compensation Company that the County set up a committee to handle these requests and make recom- mendations to the Deferred Compensation Plan, whether or not a person could be taken in earlier than, the anniversary date, or whether they could withdraw for good reasons. Chief Clerk stated that it has been recommended that Mr. Fantini, Personnel Director, Mr. Crouse, Administrative Assistant, and Mrs. Amor Flenniken be appointed to serve in such a capacity. Chief Clerk stated that it was brought to his attention that the ivy growth on the County Jail is causing difficulties with the masonry as well as the spouting and drainage on the buildings. Chief Clerk stated that it has been suggested that this elvuld removed from the building and he has received a quotation from E. P. Murphy Lawn nd Garden Center in the amount of $800 to clean up and haul away to ground level all the ivy. Chief Clerk stated that Mr. Murphy will also take the necessary steps to reat the roots so that they don't grow again. emarks: Mr. Paluso asked why they have to take the ivy off of the whole building. Mr. Paluso stated that he doesn't see how it could hurt the masonry, but that he could see that it might need trimmed around the downspouts and windows. Mr. Flynn stated that this was reported by the Building Superintendent, who reported to him that the masonry between the blocks is in a deteriorating position and causing extreme damage. r. Chief Clerk stated that May of 1976 is the completion date for requisitions. Chief Clerk stated that under Harmon Creek Site 480, 481 and 485, the total estimated expenditures for land rights during the fiscal year are: land - $31, 000; relocation - $20, 000; salaries or wages of personnel - $6, 500; and relocation payments - $500.00. Chief Clerk stated that Mrs. Farrah, Director of Elections, would like to have the names submitted to her for field registrars for the up -coming field registrations. Chief Clerk stated that each Commissioner is to submit three (3) names. Chief Clerk informed the Board of a request for field registration in East Finley, 2nd Precinct, and also one from the Student Activities Association in California State College. Remarks: Chairman suggested that these requests for field registration be submitted to Mrs. Farr Chief Clerk then informed the Board of an application for a subgrant with the Governor's Justice Commission, which was turned over to him by Mr. Rockovich of the Adult Probation Office. Chief Clerk stated that the application is for an additional probation officer which calls for a grant in the amount of $10, 974 with the federal funds of $9, 855 and the County's matching grant of $1, 119. Chief Clerk stated that Mr. McC submitted the application and that he presumes that it was submitted through the Courts. Remarks: Mr. Rockovich stated that it was submitted through Judge DiSalle's office. Chairman asked what the salary would be. Chief Clerk stated that it was set at $8580. Chairman asked what the salary of Mr. McCavitt was. Chief Clerk stated that it was $11,000. Mr. Paluso suggested that this be tabled until the Board has a chance to go over the application. Chairman asked Mr. Rockovich if the Adult Probation Office takes into consideration the need for an additional probation officer. Mr. Rockovich stated that they do consider the need for additional personnel; it is determined by the caseload established by the State Board of Probation. Chairman stated that the Board should have the opportunity to go over this because they should have been notified prior to this date. Mr. Paluso asked if it would have any value to conditionally approve the application pending the final decision, in case everything would check out. Chairman stated that this matter has been pending, so one more week is not going to hurt. Mr. Paluso stated that the problem is that matters are brought before the Board the day before it has to be in; any of these requests should be brought before the Board at least two weeks before the deadline. Remarks: Chairman stated that this was authorized to be re -advertised, but he needs the car desperately now. Chairman stated that it is only necessary to take action on the installa- tion of the radio equipment, not on the re -assignment on the car. Chairman stated that the Board retained Michael Baker, Jr., Inc., to do the study at the Airport which they are in the process of doing, and that they will make commendations. Chairman stated that the Board also asked them to submit a proposal the Airport Master Plan Study, which they have done. Chairman stated that there is obligation on the part of the Commissioners. Chairman then gave each of the Com- sione-rs a copy of the proposal submitted by Michael Baker, Jr., Inc., for their perus airman stated that the proposal states that the, estimated cost is $24, 000.
