PALUSO, COMMISSIONERS Office of County Commissioner Washington, Pa. August 30, 19t3 The Board of County Commissioners met in regular session with the following members being present: Commissioners Jones, Paluso and Flynn. Also present being Chief Clerk and County Administrator Whalen; Administrative Assistant Crouse; County Solicitor Hormell; Assistant County Solicitor Gilmore; Mr. James Showrank of the Southwestern Pennsylvania Economic Development District; Mr. Michael George, Director of Parks and Recreation; Mrs. Helen Miller of the League of Women Voters; Mr. Paul Carson of the Observer -Reporter; and Mr. Earl Bugaile - WKEG. Meeting called to order by Chairman and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. # 81, each member having received a copy. Moved by Mr. Jones, seconded by Mr. Paluso, that Minute No. # 81 be approved, as read. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Reports - Mr. James Showrank Mr. James Showrank of the Southwestern Pennsylvania Economic Development District made his presentation to the Board relating the accomplishments of his organization since the year 1967, with the County Commissioners as the base of their operations. Mr. Showrank distributed copies of the - News Release - and Annual Report from his organization to the Board and all others present. Mr. Showrank thanked the Commissioners for their help and cooperation. Old Business - None Correspondence - Mr. Whalen (checks) Chief Clerk informed the Board of the receipt of the following checks: (a) Commonwealth of Pennsylvania - $25, 380. 80 representinf preliminary payment on purchase of service agreement of service agreement for Title IV - A Day Care programs - Contract 1317 - Mon Valley United Health Services. (b) Commonwealth of Pennsylvania - $15, 546. 85 representing purchase of service 'agreement for Title - A Day Care Programs Contract 1319 - Washington -Greene Comminity Action Corporation. Moved by Mr. Jones, seconded by Mr. Paluso, that Mr. Clay Graham, Land Acquisition Office, be authorized to attend the'.PAHRA Convention at Langcaster, Pennsylvania. This convention is scheduled for September 5 - 6 - 7, 1973. Also Mr. Graham would stop at Harrisburg, Pennsylvania on September 4, 1973 to review special projects the County is working on. Roll call vote taken: Mr. Jones., - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of August 7, 1973, from Mr. Cosmo P. Morabito, N. H.A-, Program Chairman, Bever County Hospital, informing the Boarl of the Annual Fall Conference of the Pennsylvania Association County Hospital Administrators, to be held September 26, 27, 28, 1973. Moved by Mr. Jones, seconded by Mr. Paluso, that Mr. Showalter - Superintend) of the County Home for Women, Mr. Mastrangelo - Superintendent of the County Home for Men, and Administrative Assistant Crouse be authorized to attend the said conference as per above. Roll call vote taken: Mr. Jones -Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of July 6, 1973, from E. Drexel r` Godfrey, Jr., Executive Director of the Gobernor's Justice Commission; informing? the Board that the Governor's Justice Commission awarded the following subgrant : Project: "Volunteers In Probation" Amount: $7, 589.00 Duration of Project: July, 1973 - June 30, 1974 Subgrant No. - SW-235-72A Chief Clerk also read correspondence from Mr. Godfrey, under date of August 21, 1973, directed to Mr. Martin J. O'Brien, Esq. Regional Chairman, 62 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS Southwestern Regional Planning Commission, from E. Drexel Godfrey, Jr., Executive Director - Governor's Justice Commission; enclosing a check in the amount of $2, 854. 00 for Application No. SW-235-72A. Chief Clerk read Correspondence under date of August 27, 1973, from the Commonwealth of Pennsylvnia Department of Revenue, informing the Board that the per diem billing rate for Farview State Hospital has been revised from $36. 17 to $41. 22 effective August 1, 1973 also an additional letter infroming #re Board of the revision of the per dime billing rate for Torrance State Hospital from $19. 22 to $20. 37 effective August 1, 1973. Chief Clerk suggested to the Board that they object to this increase due to the fact that this is the middle of the County's fiscal year. Mr. Flynn concurred. Chief Clerk read correspondence under date of August 27, 1973, from Mr. Carl G. Baker/Architects informing the Board Re: Homes for Aged Men and Women. Said correspondence further stated that the firm has placed a hold on the above referred project, until further instruction. Chief Clerk read correspondence under date of August 28, 1973, from William R. Hunt M.D. , Allegheny County Commissioner, informing the Board that he attended a meetinf of the Transit Technical Committee of the Southwestern Pennsylvania Regional Planning Commission Re: rapid transit. Correspondence requested the po of the Washington County Commissioners and/or Planning Director in reference to said Transit Technical Committee. Chief Clerk also read correspondence under date- of August 28, 1973, from F. D. Whalen, Chief Clerk and County Administrator to William R. Hunt. Said correspondence stated that the Chief Clerk forwarded copies of Dr. Hunt's letter to Frat4k Jones Jr., Mr. August Englehardt, and Mr. A. B. Kenny, all members of the SPRPC. Also a copy of the letter was sent to Mr. William Sember, Director of the Washington County Planning Commission. Chief Clerk read correspondence under date of Augu st 24, 1973, from Alex Debreczeni, Sheriff, informing the Board that all $1. 50 meals are hereby discontinued by the Sheriff's Office. Correspondence also stated that, this was agreed to by all parties concerned. To be effective August 24, 1973. Chief Clerk read correspondence under date of August 17, 1973, from Mary Ann Engelhardt, Chairman of the Library Board of Directors, requesting allocations_.io the public libraries of Washington County ($500.00) The Board of Commissioners declared this a budget item subject to the Chief Clerk seeking further clarification as to whether said request is to be included MINUTE B❑❑K BI BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of August 27, 1973, from Mr. L. W. Walsh, Chief, Harrisburg Airport District Office, informing the Board of a meetin-'of interested airport sponsors to be held on September 19, 1973, at 10 a.m. , in the Terminal Building, Capital City Airport, New Cumberland, Pa. This meeting is being called to discuss anticipated program requirements for the fiscal Years 1974 and 1975 within the jurisdiction of the Airports District Office. Said correspond also requested data which will be used as the basis of the said meeting. Data requested on / or before September 10, 1973. The Board was of the opinion that a represei ative of the Commissioner's Office should attend the meeting. Mr. Jones stated that he will furnish Mr. Walsh with the information he requested. Chief Clerk informed the Board that just prior to entering the me eting he received a telephone call from Dr. Roger Cutt, Deputy Secretary of the Office of Medical Programs Department of Public Welfare, 'informing him that as of September 9, 1973 the County no longer qualifies for medical assistance reimbursement and no license will be reissued for skilled nursing care services. Mr. Flynn: I feel that we should notify Mr. Carl G. Baker/Architects, that the County is banding plans and services to meet the minimum requirements of the Department of Labor and Industry on that particular project. Mr. Paluso: I feel that we should notify Mr. Carl G. Baker/Architects, that we are banding renovation plans of existing County Home, - therefore, his services are hereby terminated. Moved by Mr. Jones, seconded by Mr. Paluso, that the County hereby notify Mr. Carl G. Baker/ Architects that the Coa( tyis banding renovation plans of the existing County Home and his services are hereby terminated. Mr. Flynn: On the recommendation of Chief Clerk Whalen, I feel we should publicize the fact that we are acceptiong presentations as to the best method to accomplish the construction of a long term Care Facility. PALUSO, COMMISSIONERS A copy of the - Legal Notice - which has been publicized may be found at the conclusion of the minutes. Administrative Assistant Crouse presented to the Board his report Re: County Homes for Aged Men and Women, as he was instructed as per Minute No. # 81 Dated ' August 23, 1973. Authorization to purchase new fire equipment for the County Home for Aged Men was requested by Mr. Mastrangelo, stating this was an emergency situation. The Legal Department has declared this an emergency situation, therefore, no bidding is required. Moved by Mr. Jones, seconded by Mr. Paluso, that the County acquire for the County Home for Aged Men new required fire equipment. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. New Business: Chairman informed the Board and all others present that the Courthouse will be closed from 4:30 p.m. Friday, August 31, 1973, until 9:00 a.m. Tuesday, September 4, 1973, in observance of Labor Day. Appointment: Moved by Mr. Jones, seconded by Mr. Paluso, that Mr. Howard Wasler be named to replace Mr. William H. Russell, a member of the Washington County Housing Authority. Said term to be effective immediately and to expire the first Monday in January, 1977. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. All appropriate firms or agencies are invited to make a presentation to the Board of Commissioners so that the Board may make a decision as to the best method to accomplish the construction of a Long Term Care Facility. Any firm or agency desiring to make a presentation shall indicate their desire to the undersigned on or before September 20, 1973, so that they may be scheduled for a time to make an in-depth presentation. Hormell: In reference to the matter of the voting machine referendum, there are some ems which I want to call to your attention. First of all,, whenever the County Commissioners ipulate that such a question would go on the ballot, the County Commissioners must levy such axes as may be necessary for it provided however that you may issue bonds or indebtedness able not later than thirty Tears. Now I am assuming that the money available for the County o purchase this equipment can be obtained by the power that- is vested in you to increase your edness, and I am assuming that you have enough money authorization to do that. I want to vise you, however, that if you do not and sufficient monies are not available, that in addition the question being placed on the ballot, you must also indicate on the ballot what the amount ould be and thereby get the consent of the electorate for it. Now the requirements are that the ounty Board may on their own motion submit to the qualified electors in the County the quest it is confined and reads as follows: "Shall voting machines be used in the County of Wash- :)n?" I believe that you have passed a resolution to that effect while I was away. So you d take that resolution and Mr.. Whalen would' certify to the Election Board that such a reso- tion had been passed. Then after filing that resolution, you would instruct the Election Board t this question would be placed on the ballot in the way that I have indicated.
