Office of the County Commissioners
Washington, Pa., November 21, 1973
The Board of County Commissioners met in regular session with the following members
being present: Commissioners Jones and Flynn. Commissioner Paluso being absent. Also
present being: Chief Clerk and County Administrator Whalen; Administrative Assistant Crouse;
Mrs. June Lilley of The Daily Notes; Mr. Bob Robertson of The Observer - Reporter; Mr. John
Merdian - WJPA; Mr. Earl Bugaile - WKEG.,
Meeting called to order by Chairman and roll call vote taken:
Mr. Jones - Present; Mr. Paluso - Absent; Mr. Flynn - Present
Chairman asked if there were any corrections, additions, or omissions to Minute No. #93
each member having received a copy.
Moved by Mr. Jones, seconded by Mr. Flynn, that Minute No. # 93 be approved, as read.
Roll call vote taken:
Mr. Jones - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Correspondence:
Chief Clerk informed the Board of the following checks from the Commonwealth of Penn-
sylvania:
1. Commonwealth of Pennsylvania - Mon Valley Service Inc. Contract # 1761
Month of August - $13, 505. 71
2. Commonwealth of Pennsylvania - Mon Valley Service Inc. Contract #1761
Month of July - $13, 732. 62
Moved by Mr. Jones, seconded by Mr. Flynn, that the following bills be authorized for
payment:
1. Donald E. York, MAI - $700. 00 - Court Appearances, Pre -Trail Conferences, and
Court Preparations. Re: Washington Trust Bldg.
2. Cooperative Extentioo Service - $1, 294.00 - (Budget Item)
3. Juvenile Court - Reimbursement of $159.68 for Ann Kruczek - Probation
Officer who attended training institute held by the Juvenile Court Judges'

to special revenue government sharing.
Chief Clerk read correspondence under date of November 19, 1973, from Margaret
G. Sweet, Executive Secretary of Washington County Mental Health Association, which requested
that the Washingtdn County Board of Commissioners allocate a contribution of $1, 000. 00 against
the 1974 budget.
Chief Clerk read correspondence under date of November 15, 1973, from Dorothy
Snyder, Librarian at Byers Memorial Library. Said letter contained 1973 statistics for the
library.
Chief Clerk read a copy of correspondence under date of November 13, 1973, from
Michael George, Department of Parks and Recreation, to James Graham - Department of
Community Affairs. Said letter was a preliminary payment requisition for the amount of
$300, 000. 00 for the development of Mingo Creek Park.
Chief Clerk read a copy of correspondence under date of November 16, 1973, from
Larry J. Larese, Director - We,4t•moreland County, Department of Planning. Said letter was
in regards to a meeting which will be held Thursday, November 29, 1973, at 6:30 p.m. at the
Lamplighter Restaurant, Route 22 near Delmont. The County Commissioners and the Planning
Directors from each County are invited.
Chief Clerk read correspondence under date of November 19, 1973, from Kerry
�. McAmbley, Washington County Industrial Development Agency,, Said letter was in regards to the
sewage problem at Arden Downs.
Chief Clerk read correspondence under date of November 13, 1973, from Marshall
Bridgewater, Public Relations Officer of the Southwestern Pennsylvania Regional Planning
Commission in which the SPRPC has recommended that the Pennsylvania Departure nt of
Environmental Resources and the Water Quality Office, United States Environmental Protection
Agency approve and finance a proposed sewage treatment system to serve the Fredericktown
and Millsboro areas of East Bethlehem Township in Washington County.
Chief Clerk read correspondence from Commonwealth of Pennsylvania, Department
of Revenue, Bureau of Institutional Collections. SRid letter was a notification that the per diem
rate for Torrance State Hospital has been revised from $20. 37 to $23. 00 effective November
1, 1973. Mr. Whalen suggested we object since this falls in the middle of the budget year.
(Mr. Gilmore entered meeting.)
New Business:
Mr. Whalen stated the examination of the 1974 preliminary budget request$ have been
completed, (that were reviewed by the Office of the County Commissioners. Mr. Whalen further stated
that in relation to the budget that was adopted for 1973 the budget requests received for 1974 are
$938, 869. 00 in excess of the 1973 budget. Mr. Whalen also stated there is going to have to be some
drastic action necessary to come up with an operating budget in 1974.

Discussion was held.
Mr. Whalen stated that in order to comply with the law the budget must be finalized and ready tc
post and advertise on the 6th of December, He also stated he has a proposed year end schedule
for the year of 1973; it is as follows:
1. Payment Cut -Off -------- December 7, 1973
2. Employees Expense Account Cut -Off -------- December 14, 1973
Moved by Mr. Jones, seconded by Mr. Flynn, that the Board of Commissioners go on
record as authorizing the above mentioned dates as per recommendation by Chief Clerk Whalen.
Roll call vote taken:
Mr. Jones - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Mr. Flynn recommended that the 1974 budget be posted on Thursday, December 6, 1973, with the
intent to adopt the budget on December 27, 1973.
Moved by Mr. Jones, seconded by Mr. Flynn, that the Board of Commissioners go on
record authorizing the above mentioned dates as per recommendation of Chariman Flynn.

Motion carried unanimously.
(Ms. Miller - League of Women Voters entered meeting).
V; Mr. Whalen suggested that the Board of Commissioners convene in executive session uon,Friday
morning, November 23, 1973 and devote the entire day to budgetary problems.
Chief Clerk stated that under date of November 21, 1973, an Administrative Regulation
which is Number #139 - November 10, 1973 - Re: Stanley Brovey & Nicholas Nardine was brought
to his attention. Mr. Whalen also stated it was by chance that the Board of Commissioners learned
of this order.

Solicitor:
Assistant Solicitor Gilmore presented the following (3) three Tax Refunds to the Board
for their consideration and approval.
Moved by Mr. Jones, seconded by Mr. Flynn, that the Tax Assessment Office be authorized
to prepare the following (3) three tax refunds due to either duplication or overpaymetit of personal
property tax:
1.. In Re: Refund for Personal Property tax: Kwik N Ezy, Inc.
146 Main St.
Burgettstown, Pa.
....... that refund voucher in the amount of $173. 50 be made payable to Kwik N Ezy, Inc. 146
Main St., Burgettstown, Pa., said refund to cover Personal Property Tax filed and paid for
the years 1972 and 1973.

For the years 1972 and 1973, Kwik N Ezy filed and paid Personal Property returns with this
County, and at the same time, paid a corporation tax to the Commonwealth, Since corporations
are exempt from this tax, we respectfully request the refund be approved and paid to Kwik N Ez3 .
Please furnish 3 copies of excerpt of Minute and return the duplicate receipt.
2. In Re: Refmnd for Personal Property Tax: Petrucci Enterprises

Burgettstown, Pa.
....... that refund voucher in the amount of $69. 57 be made payable to Petrucci Enterprises of
Burgettstown, Pa., said refund to cover the Personal Property tax filed and paid for the. years
1972 and 1973.
For the years 1972 and 19.3,Petrucci Market of Burgettstown filed and paid Personal returns
with this County, and at the same time, paid Since
corporations are exempt from this tax, we respectfully request the refund be approved and paid
to Petrucci Enterprises.
Please furnish 3 copies of excerpt of Minute and return the duplicate receipt.

Burgettstown, Pa.
....... that refund voucher in the amount of $98. 36 be made payable to Petrucci Market of
Burgettstown, Pa., said refund to cover the Personal Property tax filed and paid .for the years
1972 and 1973.
For the years 1972 and 1973, Petrucci Market of Burgettstown filed and paid Personal Property
returns with this County, and at the same time, paid a corporation tax to the Commonwealth.
Since corporations are exempt from this tax, we respectfully request the refund be approved anc
paid to Petrucci Market of Burgettstown.
Please furnish 3 copies of excerpt of Minute and return the duplicate receipt.

Assistant Solicitor Gilmore presented a Small Watershed Agreement in connection
with the Harmon Creek Watershed to the Board for tbiir consideration and approval.
Moved by Mr. Jones, seconded by Mr. Flynn, that the Board of Commissioners
approve and execute the Small Watershed Agreement in connection with the Harmon Creek
Watershed between the Pennsylvania Department of Environmental Resources State Conservation
Commission and the County Commissioners of Washington County.
Assistant Solicitor Gilmore stated that the contract for Community Living Akangements
for Mentally Retarded is not ready to be presented. Mr. tilmore stated he asked the MH/MR
office representatives to make a presentation to the Board of Commissioners before said contract
is approved by the Commissioners.
Discussion held on the above matter.
(Mr. Gilmore leaves the meeting.)
Mr. Crouse read a memorandum which was designed to clarify present status of per diem rate
increases during the 1971 and 1972 fiscal years at Washington County Home & Hospital and the
Washington County Home for Aged Women. Mr. Crouse stated the Audit by the State Auditor
General's Office shows that the State owes the County $210, 528.00. Mr. Crouse further stated
the county's audit sets the debt at $293, 204. 00.
Moved by Mr. Jones, seconded by Mr. Flynn, that the Board of Commissioners
"Strenuously protest" the auditor's actions andurge Auditor General Robert P. Casey to remit
to the county the full amount owed, as per Mr. Crouse's recommendation.

Chairman suggested that the Board of Commissioners sponsor said Program based upon the
recommendation of Mr. Metro Petrosky, Director of the Adult Welfare Services, with the under-
standing that there is no obligation involved on the part of the County Ebr direct adminstrative operating

costs. of Commissioners sponsor the Meals -on -Wheels Program based upon the rec-
ommendation of Mr. Metro Petro sky.
