PALUSO, COMMISSIONERS L 0 Minute No. #97 Office of the County Commissioners Washington, Pa., December 6, 1973 The Board of County Commissioners met in regular session with the following members being present: Commissioners Jones, Paluso, and Flynn. Also present being: Chief Clerk and County Administrator Whalen; Administrative Assistant Crouse; County Solicitor Hormell; Mrs. June Lilley of The Daily Notes; Mr. Bob Robertson of The Observer -Reporter; Mr. Crant Liesch of The Brownsville Telegraph; Mr. John Merdian - WJPA; and Ms. Helen Miller of The League of Women Voters. Meeting called to lorder by Chak- an and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mr. Flynn - Present, Chairman asked if there were any corrections, additions, or omissions.to Minute No. # 95, each member having received a copy, ;_ Moved by Mr. Jones, seconded by Mr. Paluso, that Minutes No. # 95 approved as read. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Report - Mr. Jones - Re: Hurricane Agnes - be Mr. Jones stated all steps have been taken involving the work to be done in connection with Hurricane Agnes. Mr. Jones also stated that we have received $35, 000. 00 from the Civil Defense Office and the remaining $50. 000. 00 that is owed us will be sent to us by the end of this year. Correspondence: Chief Clerk informed the Board of the following checks from the Commonwealth of Pennsylvania: for payment: 1. Commonwealth of Pennsylvania - Traffic Count Program Amount: $2, 270.42 2. Commonwealth of Pennsylvania - Community Action Corp. Month of Sept. 1973 Amount: $2, 797.26 Moved by Mr. Jones, seconded by Mr. Paluso, that the following bills be authorize(4 1. Gene Amanati - $100. 00 - Appraisal. 2. Cole -Layer -Trumble Company - $8, 566. 66 - data processing services as per contract for period covering December 1; 31, 1973. 3. Department of Public Welfare {Food Stamp Program) - $12, 662.52. JR., EDWARD M. PALUSO, COMMISSIONERS Motion carried unanimously. Chief Clerk read correspondence under date of November 1973, from the Penn- sylvania Department of Community Affairs. Said letter was a Public Officials Guide for Conserving Fuel, Oil and Gasoline. Listed were seventeen (17) steps which could be followed. Discussion was held on the above matter. Chief Clerk read correspondence from Cole -Layer-Trumble Co. Said letter was an addendum to contract for Washington County, Pennsylvania, Data Processing Services. The following three things were to be added: 1. Services to be performed by the Company. 2. Services to be performed by the County. 3Compensation and Period of Contract. Chief Clerk informed the Board of Commissioners -that the additional cost to implement these services would be $14, 658. 00 for the year of 1974 and $13, 500. 00 per year thereafter. This amount is in addition to the regular data processing contract. Discussion was held on the above matter. Moved by Mr. Jones, seconded by Mr. Palu-so, that the Board of Commissioners approve and execute the Addendum to Services Contract for data processing with the Cole- Layer-Trumble Company. Roll call vote taken: Mr. Jones -Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of November 29, 1973 from the Allied Oil Co. Said letter stated the Allied Oil Co. could no longer supply the Washington Courthouse the and Jail with fuel of after the month of December. Correspondence advised that/County's actual allocation from said company for the month of December is 5,148 gallons. Chief Clerk stated he has applied to the United States Department of Interior to name a supplier for our County. Discussion was held on the above matter. Chief Clerk read a copy of a letter under date of November 28, 1973, from Mrs. Helene Wohlegrmuth directed to Representative Fischer, with .reference to the Department of Public Welfare's efforts to obtain appropriate funding for the Washington Area Senior Citizens Center in Washington, Pa. Correspondence reported that at the present time, some Titlelll, Older Americans Act fund are available and an appropriate mechanism for utilizing these funds for said Center's 1974 operation is now being developed. Chief Clerk read correspondence under date of November 28, 1973, from Robinson Township Board of Supervisors. Said letter stated that due to weather conditions, they had beer_ advised by Uniontown to hold their road maintenmce- project until early spring. _ Moved by Mr. Jones, seconded by Mr. Paluso, that the County Aid Funds for E Robinson Township be held until 1974. Chief Clerk read correspondence under date of November 28, 1973, from Senator Austin Murphy. Said letter stated that Senator Murphy had sponsored the legislation to transfer the roads in Mingo Park to Washingtbn County. Chief Clerk stated that the bill was in*o duced or.. November 28, 1973, and the S*nator will discuss the progress of the bill with Senator Massei, Chairman of the Transpo,tt+ation Committee. , Chief Clerk read correspondence under date of December 4, 1973, from William Sember, Executive Director of the Planning Commission directed to Mr. Frank Longevitsh, Chairman of the Independence Township Supervisors. Said letter concerns the request from Independence Township for assistance from the Washington County Planning Commission on a redevelopment project in the Independence Township. Chief Clerk stated that Mr. Sember informed Mr. Longevitsh that certain information must be acquired before the Washington County Planning Commission can commit themselves to the program. Chief Clerk read correspondence under date of December 5, 1973, from the Washington County History and Landmarks Foundation. Said letter stated the Board of Directors of the Washington County History and Landmarks Foundation at its November 8th meeting adopte 3 a resolution endorsing the proposed expansion of the Arden Trolley Museum by the Pennsylvania Railway Museum Association, Inc. Chief Clerk read correspondence under date of November 2, 1973, from the Mon Valley Hdzsing Corp., directed to Mr. Flynn. Jokd letter was a proposal to the Washington County Commissioners requesting funds to assist in improving the quality of housing in the middle Monongahela Valley. Discussion was held on the above matter. Chairman suggested that Chief Clerk acknowledge receipt of the above letter from the Mon Valle 7 Housing Corporation and advise that the Commissioners did discuss the matter and that in regards to the $60, 000. 00 grant, there is no money available. Chief Clerk read correspondence in regards to the Chatiers Flood Protection Proje ct, Canonsburg -Houston Reach, Environmental Improvement. Said proposed planting plan was for the beautification of the Chartiers Creek. Moved by Mr. Jones, seconded by Mr. Paluso, that receipt of the above letter from Colonel Delbridge be acknowledged and that the Board of Commissioners approve the- Chartiers Creek Flood Protection Project, Canonsburg -Houston Reach, Environmental Improvement Plan. Discussion was held on the above matter. Chairman of the Board informed Mrs. June Lilley of The Daily Notes that the Board meet with Colonel Delbridge, Mr. J. S . Solicitor: Solicitor Hormell presented the following tax refund to the -Board for their consid- eration and approval. Moved by Mr. Jones, seconded by Mr. Paluso, that the Tax Assessment Office be authorized to prepare the following tax refund,,, due to either duplication or overpayment or real estate taxes: 1. W. R. Motion carried unanimously. Solicitor Hormell read a Final'Order from the Pennsylvania Labor Relations Boaz d with the respect to PERA-R-3607 and'3608 providing that' Local 668 affiliated with the S. E. I. U. is the exclusive representative fo'r the purpose of collective bargaining for the Washington CourAy Child Welfare Service and Central Washington County Mental Health and Mental Retardation Clinic. Solicitor Hormell stated that he had two (2) contracts in regards to Community Living - Arrangements for Mentally Retarded Persons. Solicitor Hormell further stated that the contra As have been examined and accrued as to the common manner of execution. Solicitor Hormell stated the agreements are between (1) the County of Washington -Greene and the United Cerebral Palsy of Southwestern Pennsylvania, Inc. and (2) County of Washington -Greene and the Washington County Chapter Pennsylvania Association for Retarded Citizens. Moved by Mr. Jones, seconded by Mr. Paluso, that authorization be given to enter, into the above said contracts providing that thore,he no financial obligation on the part of the County, and only so long as funds are available. Amanati, Broker of Record Solicitor Hormell stated that the tabulations on the insurance bids have been completed/ and all of them have been checked out. Mr. Hormell further stated that the lowest bidder was the Boston'Mutual Life Insurance Co., at a rate of $. 71 per $1, 000. 00, Mr. F. J. Buckley, Agent. Moved by Mr. Jones, seconded by Mr. Paluso, that the Washington County Board of Commissioners award the contract for the Group Employee Term Life Insurance to the Boston Mutual Life Insurance Co., F.J. Buckley Agency, 25 N. Solicitor Hormell read a copy of Correspondence in regards to the condernnation proceedings by the Commonwealth of Pennsylvania, Department of Transportation, PennDOT, known as Claim 6205893. Solicitor Hormell further stated said condemnation involves a tract of land in Coal Center Borough for highways purposes. Solicitor also stated the title to said tract cf land is in the County by virtue of nonpayment of taxes. Solicitor Hormell further stated of that an offer has been made for acquisition of said tract/land by the Commonwealth of Pennsylvania in the amount of $500.00. Moved by Mr. Jones, seconded by Mr. Paluso, that the Board of Commissioners adopt condemnation proceedings for said tract of land and that Solicitor Hormell will acknowledge this information to Mr. Albert E. Pensock, Chief District NegoLlator. Roll call vote taken: " Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously: Solicitor Hormell read a copy of correspondence under date of November 29, 1973, from the Southwestern Pennsylvania Easter Seal Society for Crippled Children and Adults, Inc. Sixid correspondence was a request to make application for day care funding for the calendar year - January 1, 1973 to December 31, 1973, in the amount of $14, 626.89. Moved by Mr. Jones, seconded by Mr. Paluso, that the Board of Commissioners adopt and execute the above said application provided that the County does not have any fiscal responsibility and that when funds for said application run out the County will no longer participate. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes;. Motion carried unanimously. Meeting recessed for Election Board Meeting. Meeting Reconvened. New Business: Chairman informed the Board that in view of the fact of the Union -Contract, it is no necessary that a Personnel Office be created by the beginning of the fiscal year -1974. Discussion was held on the above matter. Moved by Mr. Jones, seconded by Mr-. - Paluso, that the necessary steps be taken to create said Personnel Office by the beginning of the fiscal year of 1974. Chairman recommended to`4 the Board that there will be a Payroll Date Revision beginning Janiar4, 1919,, with checks to be distributed on January 11, 1974; made with the inter-, of insuring that the County withhold from all employees the equivalent of one week salary which, in turn will be paid to the employee upon termination of employment. Chairman stated that Mr. Crouse has informed Mr. Frank Mascara -Controller Elect of said action and he has agreed with Mr. Crouse that said action should,,be twken. Chairman also stated there will still be twenty-six (26) pay weeks and that the last gray for the fiscal year of 1974 will be December 27, 1974. Discussion was held on the above matter. Moved by Mr. Jones, seconded by Mr. Paluso, that all department heads be in- formed of payroll date revision; which is one -week holdback as of January 4, 1974, with checks to be distributed on January 11, 1974. Mr. Paluso recommended to Mr. Crouse that notices be attached to everyones check on December 21, 1973, notifying them of said payroll date revision. Chiarman informed that at last week's Regular Board Meeting three (3) A.rchitects plans for were named in compliance with the legal interpretation carrying out the Pounty Extended Care Faulty. Chairman further stated for the record that the Architect that the Board of Commissi3ners have decided, by Majority vote, to appoint is as follows; Walloyer &. Mitchell, of Beaver Falls, Pennsylvania. Chief Clerk informed the Board that starting December 10, 1973, and continuing thru to December 18, 1973, he will be taking a leave of absence and would, therefore, request that Mr. Crouse -Administrative Assistant be appointed Acting Chief Clerk. Moved by Mr. Jones, seconded by Mr. Paluso, that Mr. Charles A. Crouse - Administrative Assistant be appointed Acting Chief Clerk, due to Chief Clerk Whalen taking a leave of absence. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried uanimously. Chief Clerk read correspondence under date of November 28, 1973, from the Washington -Greene County Addictive Disease Program. Said letter recommended that Miss Pamela Y. Siegel be appointed to the Planning Council for a three year term, taking the place 1 of Mr. Michael Harris who resigned August 29, 1973. Siegel to fill the Criminal Jaastice Slot, on the Planning Council -of the Washington -Greene County Addictive Disease Program for a three-year term, effective immediately replacing Mr. Michael Harris, who has -resigned. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr'. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of November 30, 1973, f9m the Washington County Housing Authority. Said letter recomm6nded that Mr. Anthony " Colaizzo be reappointed as a Member of the Washington County Housing Authority, for a five-year term, beginning the first Monday in January 1974. Moved by Mr. Jones, seconded ty Mr. Paluso, that .the Board of Commissioners reappoint Mr. Anthony L. Colaizzo, as a Member of the Washington County Housing .Authority, for a five-year term beginning the first Monday of January 1974. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Bids: Opening of Bids for (a) Stream Clearance at Chartiers Creek, Phase I, Canonsburg-Houstan. The following bid was opened and read by Controller Elish. STREAM CLEARANCE AT CHARTIERS CREEK, PHASE I, CANONSBURG-HOUSTON 1. Name of Bidder: M & M Equipment Sales Co. Address: Box 428 Burgettstown, Pa. 15021 Total amount of bid: $16, 800.00 NOTE: The above bid did not conform with specifications and did not contain a bid bond in the amount of 10% of the accompanied bid or a certified check. Discussion was held on the above matter. Chairman requested that the records indicate the names of the various persons who applied for specs for said bid. They were as follows: 1. Richard Construction Co., Inc. - McMurray, Pa. 15317 2. Wasler Brothers - Washington, Pa. 15 301 3. Harold E. Johnson - Houston, Pa. 15342 4. Black Top Paving Co. - Washington, Pa. 15301 Solicitor Hormell stated that this bid was pot sent to the Controller, but was sent to Mr. Eugene Tenaglia - Engineer. Solicitor Hormell further stated that said bid be tabled until research has been conducted.
