PALUSO, COMMISSIONERS Minute No. # 99 Office of the County Commissioners Washington, Pa., December 20, 1973 The Board of County Commissioners met in regular session with the following members being present: Commissioners Jones, Paluso, and Flynn. Also present being: Chief Clerk and County Administrator Whalen; Solicitor Hormell; Mrs. June Lilley of The Daily Notes; Mr. Dave Budinger of The Observer -Reporter; Mr. John Merdian - WJPA; Mr. Earl Bugaile - WKEG; and Ms. Helen Miller of The League of Women Voters. Meeting called to order by Chairman and roll call taken: Mr. Jones - Pre.5ent; Mr. Paluso - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. # 98, each member having received a copy. as read. Moved by Mr. Jones, seconded by Mr. Paluso, that Minute No. # 98 be approved, Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Reports - None Old Business - None Correspondence: Chief Clerk informed the Board of the following check from the Commonwealth of Pennsylvania: 1. Washington County - Mingo Creek Park Acquisition BOR #42-00147 Ck No. #65-324963 Acct. Parks & Recreation Amount: $36,125. 00 Chief Clerk informed the Board of a Southwestern Pennsylvania Regional Planning Commission Reports Publication in which he referred to an article entitled, " S. P. R. P. C. Adopts ..Appeal Procedure." Discussion held on the above matter. Chief Clerk read a memorandum under date of December 14, 1973 directed to all elected officials and department heads. Said memorandum was in regards to the working hours during the holiday season. Chief Clerk stated that the two holidays in question are December 25 and January 1. He further stated that the Courthouse will operate on full -day schedules from 9:00 a.m. to 4:30 p.m. on the following dates: December 24, 1973 December 26, 1973 December 31, 1973 January 2, 1974 --hief Clerk further stated "In addition, the employees must work the day before and the day after 204 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. " Chief Clerk read correspondence under date of December 10, 1973 from Mr. Eugene Tenaglia, Bridge Engineer. Said letter was a confirmation that all of the lands and bidding forris for the Jefferson Avenue Bridge in Canonsburg will be ready the first week in January 1974. Chief Clerk read correspondence under date of December 10, 1973 from Mr. Eugene Tenaglia, Bridge Engineer. Said letter stated that the work on Project 479 is completed and only partial completion is done on Project 482. Said work was done by Irvin T. Miller, Contractor. Chief Clerk read correspondence under date of December 10, 1973 from William to C. Boor, directed/the Honorable Judge Charles G. Sweet. Said letter concerns the Adult Probation Services Grant -In -Aid for 1974 as well as a request to the Judge and to the Controller Chief Clerk stated nothing has been heard from either parties. Chief Clerk read correspondence under date of December 13', 1973 from Mr. Gene: P. Amanati, Realtor. Said letter was in regards to various properities that will be affected in the Chartiers Creek Flood Protection Project. Mr. Amanati stated in his letter that he will agree to do the appraisals at a fee of $100. 00 per parcel where dwellings are affected, and he further stated the fee will be more if commercial and/or industrial properties are affected. Chief Clerk read correspondence under date of December 13, 1973, from Solicitor Oliver N. Hormell. Said letter was in regards to the Group Life Insurance PolicylAhe County of Washington will be furnishing effective January 1, 1974. Chief Clerk further stated that there are a few people who are hesitant abount signing a name for beneficiary on the insurance cards. Chief Clerk stated the S. E. L U. Union and the employees involved will be apprised of this. Chief Clerk further stated that in order for an employee to be covered by this insurance policy, they must designate who they would like to have as their beneficiary. Chief Clerk read correspondence under date of December 7, 1973 directed to Ands Pagac. Said letter stated that progress is being made in getting delivery of the necessary partE to place the Airport Beacon back in proper operating condition. Chief Clerk further stated that delivery of said parts, from Westinghouse Electricial Corp., should be about six weeks. Chief Clerk read correspondence under date of December 14, 1973 from Governor Milton J. Shapp. Said letter was in regards to the membership of the Regional Planning Counciis of the Governor's Justice Commission, asking the County to name two to ten sources for membership. Chief Clerk stated that each Commissioner will furnish a name for consideration after the meeting. Chief Clerk read correspondence under date of December 12, 1973 from H.E. Myers, Director of the Department of Transportation. Said letter was in regards to the liquid fuels allocation to the County. Said letter further stated that as soon as the Board receives the allocation check, which is due in now, that the Board should forthwith make the arrangements to invest it in earned interests. Chief Clerk informed the Board this will be done immediately after the check is received. 1 MINUTE BOOK 205 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS Chief Clerk read correspondence under date of December 14, 1973 from Senator Hugh Scott. Said letter was in regards to Senator Scott's interest in providing federal funds for community development programs in eleven of Pennsyl-,a nia' a largest urban counties. Said (12)counties that would qualify for these funds were listed. Chief Clerk read correspondence under date from himself directed to Mr. Richard L. Barnes. Said letter was in regards to the costs Mr. Barnes would have to pay for the re- printing of ballots for seven (7) precincts of Cecil Township. Said costs amounted to $150. 25. As of the present date, no reply has been received. Chief Clerk read correspondence under date of December 10, 1973 from himself directed to Mr. David Lawrence, Bureau of Local Government Services, Said letter was in regards to conducting a seminar entitled "Techniques of Modern Managemenf" during the month of January or February. Chief Clerk read correspondence underdate of December 14, 1973 from John F. Cook Administrative Law Judge. Said letter thanked Mr. Bevec, Building Superintendent, for his public services and very kind courtesy extended to the Department of Interior in providing courtrooms during the weeks that Mr. Cook heard cases in Washington, Pa. Chief Clerk read correspondence under date of December 12, 1973 from the Washington -Greene County Legal Aid Society. Said letter was asking Washington County for financial aid for expanding its functions for legal services. Mr. Flynn further stated that the Board will take into consideration Mr. Carroll's request. Chief Clerk read correspondence under date of December 10, 1973 from the Department of Agriculture. Said letter concerns said department',, program to provide "one -stop -services to farmers and rural citizens through the establishment of Agricultural Service Centers. New Business: Mr. Flynn stated that in order to live up to the Union Contract, a Director Pdr the Personnel Office must be appointed. Mr. Flynn recommended that Mr. John Fantini be appointed bs Director. Moved by Mr. Jones, seconded by Mr. Paluso, that Mr. John Fantini be approint(,:d Director of County Personnel effective December 31, 1973. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. • Flynn - Yes. Motion carried unanimously. Mr. Flynn stated due to a need for more space in,the meeting room, effective December 27, 1973, all meetings relating to the Office of the County Commissioners will be held in the Data Processing Room on the bottom floor of the Courthouse. PALUSO, COMMISSIONERS Chief Clerk recommended that the Board authorize the transfer of the amount of $128, 2.86. 92 be transferred from the Federal Revenue Sharing Account to the Capital Reserve Account. Moved by Mr. Jones, Seconded by Mr. 'Paluso, that the amount of $128, 286. 92 be transferred from the Federal Revenue Sharing Account to the Capital Reserve Account. Roll Call vote taken: Solicitor: Mr. Jones - Yes; Mr. Pa-luso = Yes; Mr. Ylynn - Yes. Meeting reconvened at 11:00 a.m. for the purpose of opening bids. Mr. Eric Bugaile - WESA; Mr. Gilmore - Assistant Solicitor; Mr. Elish - Controller entered meeting. Bids: Opening of Bids for (a) Demolish of Barn at the County Home for Aged Men. The following bid was opened and read by Controller Elish. Various bidders entered meeting. DEMOLISH OF BARN AT THE COUNTY HOME FOR AGED MEN 1. Name of Bidder: Clair V. Cowden Address: R. D. #4 Burgettstown, Pa. 15021 Total amount of bid: $17, 000 - County Of Washington retaining all salvageable materials 9, 950 - Contractor retaining all salvageable materials Check in the amount of $100. 00 accompanied bid. 2. D. #1 Eighty Four, Pa. 15300 Total amount of bid: $6, 500. 00 - County of Washington retaining all salvageable materials 3, 500. 00 - Contractor retaining all salvageable materials Check in the amount of $100. 00 accompanied bid. 3. Moved by Mr. Jones, seconded by Mr. Paluso, that the Washington County Board of Commissrners table the above mentioned bids received for the Demolition of Barn at the County Home for Aged Men in order that the County Solicitor may have a chance to peruse said bid until a later date. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Jones, seconded by Mr. Pal uso, that the meeting adjourn. Meeting adjourned.
