Washington, Pa., January 3, 1974
The Board of County Commissioners met in regular session with the following
members being present: Commissioners Jones, Paluso, and Flynn. Also present being: Chief
Assistant
Clerk and County Administrator Whalen; Administrative Assistant Crouse; )County Solicitor
Gilmore; Mrs. June Lilley of The Daily Notes; Mr. Bob Robertson of The Observer -Reporter;
Mr. Earl Bugaile - WKEG;
Mr. John Merdian - WJPA;/and Ms. Helen Miller of The League of Women Voters.
Meeting called to order by Chamrman and roll call taken:

Chairman asked if there were any corrections, additions, or omissions to Minute
No. # 100, each member having received a copy.
Moved by Mr. Jones, seconded by Mr. Paluso, that Minute No. # 100 be approved
as read.

Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes.

Chief Clerk informed the Board of the following checks from the Commonwealth of

Pennsylvania:
1. Commonwealth of Pa. - Washington -Greene Community Action Corp. - Month
of October 1973 Contract #1740
Amount: $3, 548.08
2. Commonwealth of Pa. - State Council of Civil Defense - Federal Disaster Relies
Assistance
Amount: $49,189. 67
Moved by Mr. Jones, seconded by Mr. Paluso, that the following bills be authorize(
for payment:
1. Washington -Greene County MH/MR Program - $1, 554. 00 - interim care for
month of November.
2. Southwestern Regional Planning Commission - $8, 392.00 - Budget item.
Chief Clerk informed the Board that he will make application today for fuel oil for
the Washington County Courthouse Complex. As of said date we have 12, 000 gallons of fuel oil
on hand.
Chief Clerk read a proposal under date of November 9, 1973. Said proposal
was concerning corrections at the Washington County Home for Aged Men.. This proposal is in
reply to the Pennsylvania State Department of Labor and Industry's cited deficiencies for the horn

presented.

Chief Clerk read a copy of correspondence from National Association of Counties, under
date of December 27, 1973. Said letter was in regards to the Comprehensive Employment and
Training Act of 1973. Chief Clerk further stated that Mr. Keery McAmbley, Manpower
Coordi.tor recommended Mr. John A. Piganell for the position of Manpower Planner for
Washington County for 1974.

Chief Clerk read a copy of correspondence from National Association of Counties, under
date of December 20, 1973. Said letter was in regards to a HUD contract. Chief Clerk further
stated that Mr. William Sember , upon the re commmendat ions of Chairman Flynn, be appoin
to be the contact- in Washington who will be responsible for circulating and controlling the s

Chief Clerk read correspondence from the Washington County Firemen's Association.
Said letter was in regards to the appropriated monies for Washington County Firemen's Association,
Inc. for 1974.
Chief Clerk read correspondence from Burroughs Corporation under date of December
21, 1973. Said letter was in regards to the conditions of the Burroughs Machine in the Adult
Probation Office. Chief Clerk further stated he has talked to Mr. Dave Posner, Court
Administrative, about said matter and he feels that the Burroughs machine will have to be
replaced. Chief Clerk stated that the net cost is $12, 143. 29.
As per recommendation of Mr. Paluso the Board decided to table the above matter.
Chief Clerk read from a purchase order from A - NW Corporation under date of De
5, 1973. Said purchase order stated the the Automatic Voting Machine has been returned to
the AVM Corporation plate. < T

Chief Clerk read correspondence from Mr. Walter F. Junkins, Director of the Bur4au
Standard Weights and Measures. Said letter was in regards to a seminar to be held on

Chief Clerk read a memorandum from Mr. Crouse in regards to the United Fund

Chief Clerk read correspondence under date of December 27, 1973 from Mr. John
Saweikis, Director of Program Planning. Said letter was in regards to the appointments of
Liss Pamela Siegel and Mr. Al Jarek to the Planning Council.

Chief Clerk read correspondence under date of December 28, 1973 from Mr. Peter

in his resignation as Controller of Washington County, effective as of December 31, 1973 at
4:00 p.m.
New Business:
Moved by Mr. Jones, seconded by Mr. Paluso, iappointing Mr. Herman J. Bigi, Esq.
to be County Solicitor of the County of Washington effective as of January 1, 1974.

Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Chief Clerk then administered the Oath of Office to Mr. Herman Bigi.
In conjunction with the above, Mr-. Whalen read the following Agreement signed by
Herman J. Bigi:
"I hereby stipulate and agree, in accordance with the provisions of the County Code,
Sec. 901, to pay all fees, attorneys fees, and commissions received by me from every source,
as County Solicitor, into the County Treasury."
Moved by Mr. .PalusQ,seconded by Mr. Jades;) that Mister. - James G. Sutherland be
appointed to fill the position of being a member of the Tax Assessment and Appeal Board
effective January 1, 1974. serving as the Minority member.
Mr. Flynn recommended that Mr. Sutherland come in to take the Grath of Office.

Motion carried unanimously.
Mr. Flynn so informed the Board that the Tax Notices are ready and will be mailed
out after the first of the week. Mr. Flynn further stated that if the taxes are paid by an

individual by the 30th of June there will be a discount and if they are paid after/September they
will be a penalty.
Mr. Flynn informed the Board that the annual re -organization of the Salary Board per
Statute will be held on Monday, January 7, 1974 immediately after the Oath of Offices are given
to the newly elected officials. Mr. Flynn further stated that all elected officials have been
notified of said meeting.

Moved by Mr. Jones, seconded by Mr. Paluso, that the Board allocated the amount of
$300. 00 for burial of an indigent person who expired at the County Home for Aged Women.
