Washington, Pa., January 10, 1974
The Board of County Commissioners met in regular session with the following members
being present: Commissioners Jones, Paluso and Flynn. Also present being: Chief Clerk &
County Administrator Whalen; County Solicitor Bigi; Assistant County Solicitor Gilmore; Mrs.
June Lilley of The Daily Notes; Mr. Grant Liesch of The Brownsville Telegraph; Mr. Dave
Budinger of The Observer -Reporter; and Mrs. Helen Miller of The League of Women Voters;
and Mr. John Merdian of WJPA.

Chairman asked if there were any corrections, additions or omissions to Minute No. #101

Chief Clerk informed the Board of the receipt of the following checks:
(a) $334, 801. 00 received from the Federal Government representing second quarter
payment of the fourth entitlement period which began on July 1, 1973 and ends June 30,
1974, for Federal Revenue Sharing.
(b) Canteen Fund Youth Development Center - $82. 51 - representing 25% of the off-grou
earnings paid to R. Harding and T. Tender for work performed the latter part of 1973 -
in accordance with provisions of Act #273 of the General Assembly.
Moved by Mr. Jones, seconded by Mr. Paluso, that the following bills be authorized for
payment:
(1) Agricultural and Home Economics Extension Service (budget item) - $5000. 00 against
the 1974 Budget.
(2) Washington -Greene County Tourist Promotion Agency - $6175. 00 - (budget item) -
against the 1974 Budget.
(3) Washington -Greene County MH/MR Program - $1737. 30 - amount due for interim c
for December, 1973.
(4) M & M Equipment Sales Company - $951.90 - Maintenance, Soil Conservation Service
on Sites #482 and #479, Harmon Creek.

Chief Clerk read correspondence under date of December 21, 1973, from Dallas A.
Dollase, Director of the Bureau of Planning, Department of Community Affairs, -directed to
Mr. John L. Merdian, which was in reference to 701 Project P-81, Washington County.
Correspondence stated that under an old 701 Project carried out by the Planning Commission,
that said Commission received more funds than due and that said money in the amount of
$3962. 25 is required to be paid back to the Commonwealth because Washington County provide)
services in lieu of cash, although the total disallowable cost is $5, 283. 00.
Moved by Mr. Jones, seconded by Mr. Paluso, that the Washington County Board of
Commissioners authorize the refund in the amount of $3962. 25 as per above to the Department
of Community Affairs.

Moved by Mr. Jones, seconded by Mr. Paluso, that the Washington County Board of
Commissioners authorize Barry Ealy, Mark Schmid, Thomas Felak, and Michael George of
the Department of Parks and Recreation to attend the second phase of the Park Maintenance
Management School to be held at Oglebay Park, Wheeling, West Virginia, and conducted by
the North Carolina State University, on January 27-31, 1974; enrollment fee to be $90. 00 per
enrollee.

Eric and Earl Bugaile entered the meeting.
Chief Clerk informed the Board of correspondence received from H. E. Meyers,
Director of the Bureau of Municipal Services, directed to all municipalities, which attached
additional supplements to PennDOT's "proposed" regulations governing the expenditure of
Liquid Fuels Tax Funds by each Municipality of the Commonwealth. Said regplatia°_were
issued in order to clarify the bidding procedures to be followed by any municipality desiring to
receive bids for certain materials needed for 1974 Municipal Road or Street Programs, and
to include any materials adversely affected by the current "energy crisis" such as Liquid
Bituminous Materials or Bituminous Paving Materials.
Chief Clerk read correspondence under date of January 2, 1974, from Vincent G.
Kling & Partners directed to William C. Scheid of the Planning Commission, which was in
reference to the proposed school site for Washington School District. Said correspondence

served as an acknowledge/of Mr. Scheid's Report regarding same.
Chief Clerk read correspondence under date of January 7, 1974, from William P. Sembe
to Mr. Jerry Frockt of the National Association of Counties, which stated that Mr. Sember is
pleased to learn of his nomination by the Pennsylvania Association of Counties to the Steering
Committee of NACO; however, Mr. Sember would feel more comfortable if able to serve on
either the County Planning and Development Committee; Environmental Quality Committee; or
the Transportation Committee.
Chief Clerk read correspondence xinder date of January 7, 1974, from William P. Sember
directed to Mayor George Stewart, in reference to the Greater Washington Transit Study,
which enclosed correspondence from the Southwestern Pennsylvania Regional Planning Com-
mission and background information compiled by the Planning Commission relative to same.
Correspondence further stated that the application to Urban Mass Transportation Administration
for planning funds has been submitted and that a similar request will be forwarded to PennDO
very shortly.
Chief Clerk read correspondence under date of December 28, 1973, from Thomas C.
Berard, Director of Administration - Governor's Justice Commission, which advised that as
soon as a request is received from Washington County for expending the Federal and
funds past the Federal lapse date of September 30, 1973, as they were encumbered prior to
June 30, 1973, for Project SW-184-7rE - if justification for same is ample, said request will
be forwarded to LEAA for their action.
Chief Clerk informed the Board of correspondence received under date of January 6, 197
from Governor Milton J. Shapp, which enclosed a copy of the executive summary report
entitled "Energy for Pennsylvania - An Action Plan" as prepared by the Governor's Science
Advisory Committee.
Chief Clerk read correspondence under date of January 3, 1974, from John R. Fantz and
Nicholas Delsignore - MH/MR Office, which confirmed issues at a previots meeting held wi
the Board of Commissioners on December 24, 1973, with respect to county budget allocation.
Chief Clerk read correspondence under date of December 28, 1973, from Secretary
Helene Wohlgemuth of the Department of Public Welfare, which informed that the allocation
for MH/MR Programs for fiscal year 1973-1974 is $1, 211, 159. 00.
Chief Clerk informed the Board that the U. S. Savings Bond Drive will begin January 25,
1974, at 2:30 p.m. for all Washington County Employees.
Chief Clerk read correspondence under date of January 4, 1974, from Bernard F.
Hillenbrand, Executive Director of the National Association of Counties, which requested

the Commissioners to lend their support and contact their Senators in reference to the Cranbt n
Amendment. Chairman suggested that the Chief Clerk be instructed to contact Senators 8%c-hw iker
and Scott to support said Amendment.

Chief Clerk presented a Dam Completion Report in reference to Site No. #483,
Harmon Creek Watershed, to be submitted to the Department of Forests and Waters, Water
and Power R.esources Board, by the Washington County Commissioners. Chairman suggested
that before ssid-d eppr_t:is executed by the Commissioners, that Mr. Bard Judy.Df the Washi
County Soil and Water Conservation District be contacted in reference to a footnote which
appeared at the bottom of said Report in reference to seepage occuring through the sandstone
on both abutments.
Chief Clerk read correspondence under date of January 4, 1974, from J. B. Ma
Branch Manager of the General Elevator Company, Inc., which stated that said Company has
never received an executed copy of the Elevator Maintenance Contract on the new elevator in
Courthouse. Chairman stated that under said Contract the fee is $135. 00 per month for
maintenance subject to twenty-four (24 hr. ) hour day service call and that the thirty -day (30)
guarantee has expired.
Moved by Mr. Jones, seconded by Mr. Paluso, that the Washington County Board
of Commissioners enter, -into the Elevator Maintenance Contract with the General Elevator
Company, Inc. as per above; said action based upon the recommendation of Chairman Michael
A. Flynn.

Chief Clerk read correspondence under date of January 3, 1974, from Secretary
Helene Wohlgemuth, Department of Public Welfare, which stated that the Pennsylvania Depart-
ment of Public Welfare is interested in securing more support for needy children from the
parents of said children to try to reduce the amount of public assistance funds now used for the
children. Correspondence further stated that a proposed contract between the Department and
Washington County outlining the detailed procedure and requirements is now being prepared and
said contract could be sent to the Commissioners for their review if the Commissioners are
interested. Chairman Flynn suggested that the Chief Clerk contact Secretary Wohlgemuth
in order that the County Commissioners may review said contract.
Chief Clerk informed the Board that he is in receipt of the Washington County Real
Estate Department's Financial Statement for 1973 and that the balance as of,December 31,
1973, is $43, 955. 53. Chief Clerk stated that there is $25, 000. 00 that is inactive in the acco
and that should be invested in some type of interest -bearing investment.
Moved by Mr. Jones, seconded by Mr. Paluso, that the Washington County Board
of Commissioners authorize the investment of surplus funds of the Washington County Real
Estate Department Tax Account in short-term investments. Said action based upon the recom-
mendation of Chief Clerk Whalen.

Moved by Mr. Jones, seconded by Mr. Pal uso, that the Washington County Board of
Commissioners grant permission to the Washington -Greene County Tourist Promotion Agen
to use Mingo Creek County Park on September 21-22, 1974, for the location of the Covered
Bridge Festival in Washington County for 1974.
Remarks:
Mr. Jones: Please notify Mr. Michael George of the above permission granted to the Tourist
Promotion Agency in order that there is no confusion as was last year.

Chief Clerk informed the Board of correspondence received under date of January 8,
1974, from the Pennsylvania Public Utility Commission, which advised the Commissioners
that said Commission has set Tuesday, February 5, 1974, at 10:00 a. m. in Room 1211-1212
of the State Office Building in Pittsburgh as the time and place for a hearing on the applic
of Airsignal International of Pittsburgh, Pennsylvania, Inc. (a Delaware corporation) for
approval of the right to begin to offer, render, furnish or supply two-way radio -telephone
common carrier service to the public in portions of Allegheny, Beaver, Butler, Washington
and Westmoreland counties.
New Business:
Chief Clerk read a memorandum under date of January 9, 1974, from Kay Lawrence,
Assistant Chief Assessor, which informed the Commissioners that there are some 85, 000
county tax notices to go in the mail January 11, 1974.
Chief Clerk also read a memorandum under date of January 9, 1974, from Kay
Lawrence, Assistant Chief Assessor, which stated that due to the paper shottage, it will not

be possible forthe/to snake a large number of duplicate tax notices. Memorandum requested
that the Commissioners please advertise that all people coming to the Courthouse or mailing
in their 1974 taxes bring all statements with them - all copies of the statements must be to-
gether to go through the register. Chief Clerk then requested that the news media comply
with Mrs. Lawrence's request.
C irrdan requested that the records indicate that in accordance with a new policy of
the Board of County Commissioners - the Board has adopted a Vacation Policy whereby all
vacations shall be scheduled by all employees of the County in periods of no less than one (1)
week or five (5) days at a time except in those cases of ennrergl,W_Y-Chairman suggested that

all offices be notified of said policy.

of Commissioners be authorized to advertise.for bids for Fleet Insurance in a reliable and
approved insurance company for public liability, property damage, comprehensive A. C. V.
full coverage, fire, theft, 'and collision $100. 00 deductible coverage on trucks, automobiles,
and roadbuilding machinery owned and operated by Washington County, Said bids to be recei
until 11.00 a. m. , Thursday, February 7, 1974, by the County Controller, Frank Mascara,

Thursday, February 14, 1974, by the County Controller, Frank Mascarla; and opened imm-
ediately thereafter in the Office of the County Commissioners.

also appointing Mr. David B. Miller to replace Mr. Arnold Hirsch to a four-year term
expiring January 24, 1978, on said Washington County Planning Commission Board.

a one -year -term expiring January 1, 1975, on said Soil and Water Conservation District Boar

Moved by Mr. Jones, seconded by Mr. Paluso, that the Washington County Board of
Commissioners authorize F. D. Whalen, Chief Clerk and County Administrator, to proceed
with the necessary paperwork in order to secure quotes from the various Banks and proceed
to prepare the necessary forms to execute the Tax Anticipation Borrowing in the amount of
$500, 000. 00. Said action based upon the recommendation of Chief Clerk Whalen.

Solicitor:
Assistant County Solicitor presented the Standard Form of Agreement between the
County of Washington and Wallover & Mitchell, Inc. for the Commissioners approval and
execution. Mr. Gilmore stated that said Agreement is in final form subject to further clarif-
ication of the estimated cost as related to the Architects' fee.
Moved by Mr. Jones, seconded by Mr. Paluso, that the Washington County Board of
Commissioners approve and execute the Standard Form of Agreement between the County of
Washington and Wallover & Mitchell,, Inc., Registered Architectt, Beaver Falls, Pennsylvania.,
in which it is the intent, of the Owner (Washington County) to erect a new 250-bed Extended
Care Facility to serve aged & indigent of Washington County. Said action based upon the
recommendation of the Assistant County Solicitor and subject to further clarification of the
estimated cost as related to the Architects' fee.

Assistant County Solicitor Gilmore informed the Board of Commissioners that the
Lease between the County of Washington and Frank C. Carroll and Joseph P. Moschetta,
which was approved by the Board of Commissioners as per Minute No: #95 dated November 2

1973, for the leasing of the premises consisting of the second floor of the building known as
the Court Square Arcade, located on Cherry Avenue, City and County of Washington, Penn-
sylvania, consisting of approximately 5334 square feet, is in final form and is to be executed
by the County Commissioners.
Moved by Mr. Jones, seconded by Mr. Paluso, that the Washington County Board
of Commissioners approve and execute the Agreement and Deed between Washington County
and the Washington County Industrial Development Corporation & Star- Engineering and Sales
Corporation whereby the Washington Industrial Development Corporation agrees to purcIR se
real property and pay to Washington County the sum of $47, 440. 00 for a parcel of land situate
in South Strabane Township. Said action based upon the recommendation of Assistant County
Sol icito r.

of Commissioners approve and execute a Quit Claim Deed between Washington County and the
Washington Industrial Development Corporation with reference to the Dynamite Corporation
for a fifty (50) ft. right-of-way which extends across a parcel of land containing 1. 9517 acres
situate in Chartiers Township. Said action based upon the recommendation of Assistant
County Solicitor.

Moved by Mr. Paluso, seconded by Mr. Jones, that the Washington County Board
of Commissioners approve and execute the Easement between Leslie Dale Schussler and Alice
S. Schussler, his wife, and Paul James Greene and Betty G. Greene, his wife; and Leslie
Dale Schussler, James Maxwell Griffith and Paul James Greene, trading and doing business
as Canon Auto Parts, whereby grants, bargains, sell, convey, and release unto Washington
County, Washington, Pennsylvania, as easement consisting of 437 square feet contained in
two (2) thin strips of land adjoining southeast boundary of Chartiers Creek. Said action based
upon the recommendation of the Assistant County Solicitor.

Commissioners award the contract for the Chartiers Creek Stream Maintenance, Phase I,
Canonsburg -Houston Reach, Unit I, to the M & M Equipment Sales Company, Box 428,
Burgettstown, Pennsylvania 15021, for the amount as set' forth in their bid - $16, 800. 00.
Said bid having been in accordance with the specification and being the lowest and only respon4ible
bid received. Also - said bid subject to the perusal and approval of the County Solicitor.
