Washington, Pa., January 17, 1974
The Board of County Commissioners met in regular session with the following
members being present: Commissioners Jones, Paluso and Flynn. Also present being:
Chief Clerk and County Administrator Whalen; County Solicitor Bigi; Assistant County
Solicitor Gilmore; Reporter Dave Budinger of The Observer -Reporter; Reporter Bill Mose
of The Daily Notes; Mr. John Merdian of WJPA Radio; Mrs. Helen Miller of The League of
Women Voters; Mr. Jerry Kelanic of WWVA Radio; Mr. James Pust; and Ms. Noreen Sarkus.
Meeting called to order by Chairman and roll call taken:
Mr. Jones - Present; Mr. Paluso - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions to Minute
No. #102, each member having received a copy.

Old Business:
Chief Clerk reported to the Board that in connection with the Chartiers Creek Flood
Control Project, Phase II - that the County is proceeding on schedule to secure the right -of -
entry on Phase II -A and that it is anticipated that the County will be notifying the Corps of
Engineers that their unqualified right -of -entry will be assured as of the end of the week.
Mr. Whalen stated that the problem surrounding the location of the bridge are being cleared
up rapidly. Chief Clerk also informed the Board that he is in receipt of the Bridge Plans and
specifications for the construction of the Jefferson Avenue Bridge, Canonsburg, Pennsylvania,
and that the first advertising date will be Saturday, January 19, 1974, with bids to be opened
on Thursday, February 14, 1974, at 11:00 a. m.
Correspondence:
Chief Clerk informed the Board of the receipt of a check from the Commonwealth of
Pennsylvania in the amount of $37, 365. 34 for the Protective Care (Adults) Services for the
period September, 1972, through August, 1973.
Deputy Controller Daniels entered the meeting.

Chief Clerk informed the Board that the Liquid Fuels Tax Fund Report for the
twelve-month period beginning January 1, 1973, and ending December 31, 1973, has been
submitted to the Commonwealth of Pennsylvania, Municipal Services - Department of Trans-
portation.
Chief Clerk read correspondence under date of January 15, 1974, from Eugene
Tenaglia, Bridge Engineer, which informed the County Commissioners of the work schedule
which is pending for the year 1974 for the Washington County Bridge Department and also
attached a listing of material for the year 1974 for repair of bridges.
Chief Clerk reported to the Board that the heating and cooling system which was
installed at the Courthouse has not been functioning according to the specifications and that
the County is currently involved with the contractors and subcontractors, in trying to have the
problem cleared up.
Chief Clerk informed the Board that in reference to an emergency order received
from Harrisburg for 10, 000 gallons of oil for the balance of January, 1974 - that Allied Oil
Company advised on January 17, 1974, A. M. , that they cannot supply the oil required to fill
the order. Chief Clerk stated that Messrs. Tony Bevec and Andy Pagac are in the process of
contacting other suppliers in the area to see if they can honor the States' order.
Chief Clerk informed the Board of a memorandum under date of January 11, 1974,
from Frank Mascara, County Controller, directed to all elected officials, department heads,
and supervisors, which requested that each employee sign in and out on time sheets which are
to be attached to the payroll -voucher and statement of hours log.
Moved by Mr. Jones, seconded by Mr. Paluso, that the Washington County Board of
Commissioners approve payment in the amount of $125. 00 toward the expenses incurred by the
Washington County Association of Township Officials for their annual convention held on
October 6, 1973, at the Ramada Inn, Washington, Pennsylvania.

Chief Clerk informed the Board that the Pennsylvania Department of Revenue have
approved Washington County's request for the 1972 Federal Income Tax information in conne

Chief Clerk read correspondence under date of January 8, 1974, from N. G.
Delbridge, Colonel - Corps of Engineers, Department of the Army, directed to Commissioner
Frank Jones, Jr. which informed of a one -day seminar on Disaster Preparedness and Flood
Emergency Activities for all County Civil Defense Directors to be held in the Federal
Building, Pittsburgh, Pennsylvania, on January 29, 1974. Commissioner Jones informed
the Board that said seminar will be attended by himself and Mr. Charles Bohner, Director
of Civil Defense Office.
New Business:
Chief Clerk reported that a seminar has been scheduled in Harrisburg, Pennsylvania,
for February 25-26, 1974, for the Pennsylvania Association of County Commissioners.
(Authorization to Advertise)
Moved by Mr. Jones, seconded by Mr. Paluso, that the Washington County Commis-
sioners be authorized to advertise for bids for the furnishing and delivering of Flags and
Markers fo r Veterans I Graves to -the Veterans I Department, 67 W. Cherry Avenue, Wash-
ington, Pennsylvania. Said bids to be received by the County Controller, Frank Mascara,
until 11:00 a. m. , Thursday, February 21, 1974, and opened immediately thereafter in the
Office of the County Commissioners.

Chief Clerk stated that a Salary Board meeting has been scheduled for next Wednesday,
January 23, 1974, at 1:30 p. m. in the Public Meeting Room. Chairman requested that
notices be directed to respective parties.
Controller Mascara entered the meeting.
Solicitor:
Assistant County Solicitor Gilmore informed the Board that all papers are in order
in reference to the Tax Anticipation Borrowing.
Moved by Mr. Jones, seconded by Mr. Paluso, that the Washington County Board of
Commissioners approve and adopt the following Resolution:

WHEREAS, the finances of Washington County are such that funds are needed to
conduct the regular and current affairs of the County and pay all lawful expenses until monies
are available from 1974 tax levies; and
WHEREAS, the County Commissioners have solicited, --,quotes from the local Banks
for interest rates on a loan of $500, 000. 00 to be borrowed on a takedown or installment basis
in such manner as the County Commissioners shall from time to time direct and also authoriz
the County Solicitor to prepare the necessary, lgl_papers to obtain such loan; and

WHEREAS, the Pittsburgh National Bank was the successful bidder with a quote that
the bank would charge an annual rate equal to the taxable equivalent of the prime rate in effect
at the time of borrowing, which presently is 5. 07% per annum, and that this rate would
firm during fiscal year 1974 regardless of any increase but shall decrease should or in the
event of a decrease in the prime rate -as will more fully appear by reference to the quote from
Pittsburgh National Bank; and
WHEREAS, the Board of County Commissioners has decided that acceptance of this
quote is the lowest rate at which this money is available and the best protection against the
hazard of increased rates interest rates due to inflation.
THEREFORE BE IT RESOLVED that the Board of County Commissioners be authorized
to borrow from Pittsburgh National Bank at any time and from time to time prior to December 31,
1974, an amount or amounts not exceeding the aggregate amount of Five Hundred Thousand
($500, 000. 00) Dollars in anticipation of taxes to be collected for the current fiscal year, the
loan (s) to be evidenced by Tax Anticipation Notes of the County in form acceptable to the bank
payable on or before December 31, 1974, with interest from the date (s) thereof at a rate
to the taxable equivalent of the prime rate in effect at time, which is presently 5. 07% per
provided however, that this rate shall remain firm daring the fiscal year 1974 regardless of
increase but shall decrease should or in the event of a decrease in the prime rate as will mo
fully appear by reference to the quote from Pittsburgh National Bank; payable at quarter -
intervals. Said loans and interest to be repaid from the first monies available from taxes in
anticipation of which such temporary loans and interest were made, which taxes are hereby
appropriated for that purpose, and that the Budget of the County for the current fiscal year
and the taxes levied shall include and be sufficient to repay said loan (s), and that any two (2)
of the Commissioners be and they hereby are authorized to execute and deliver in the name of
the County Commissioners and the County the Tax Anticipation Notes which shall constitute
the general obligation (s) of the County, and that the Chief Clerk to the County Commissioners
be, and he hereby is, authorized and directed to attest such Tax Anticipation Notes and affix
the County seal thereto, and further that the execution and delivery of the Tax Anticipation
Notes so executed and attested shall be sufficient evidence of the necessity for the borrowing
thereby represented at the time thereof.

CERTIFICATION
The undersigned Chief Clerk of the Board of County Commissioners of the County of
Washington in the Commonwealth of Pennsylvania hereby certifies that the above is a true
and correct copy of a resolution duly adopted by said Board at a meeting held on January 17 ,

County Solicitor read correspondence under date of January 15, 1974, from Michael
George, Director of the Department of Parks and Recreation, which requested approval from
six (6)
the Commissioners to sell -the following/items in accordance with a procedure set by the
Board: (1) House #ME-28; (2) House #ME-23; (3) Barn ME-12; (4) Corn Crib #1 and #2;
(5) One Manure Spreader; (6) One Hay Elevator; and (7) One Pull Type Plow. Correspondence
stated that said items have no operational value to the Parks and should be disposed of as soo
as appropriate bids are received.

per above be appraised and posted and/or bid as recommended by the County Solicitor.

Moved by Mr. Paluso, seconded by Mr. Flynn, that the Washington County Board of
Commissioners appoint County Commissioner Frank Jones, Jr. to replace County Commis-
sioner •Edward M. Paluso to a three-year term effective January 1, 1974, and expiring on
January 1, 1977, on the Washington County 4-H Development Fund Board.

Moved by Mr. Jones, seconded by Mr. Paluso, that the Washington County Board of
Commissioners re -appoint the following persons to the Washington -Greene County Mental
Health/Mental Retardation Board effective January 1, 1974, and expiring as of the date so
indicated; also included in this motion is the appointment of Michael R. Flynn replacing Edward
M. Paluso, to a two-year term expiring January, 1976; and the appointment of Robert Brashe
replacing Dr. Guy Frisk to a three-year term expiring January, 1977:

Mr. Joseph Zeffiro three-year term expiring January, 1977
