Washington, Pa., January 24, 1974
The Board of County Commissioners met in regular session with the following
members being present: Commissioner Jones and Paluso. Absent being: Commissioner
Flynn. Also present being: Chief Clerk and County Administrator Whalen: County Solicitor
Bigi; Assistant County Solicitor Gilmore; Controller Mascara; Reporter Dave Budinger of The
Observer -Reporter; Reporter Bill Mose of The Daily Notes; Mr. John Merdian of WJPA Radio;
Mrs. Helen Miller of The League of Women Voters; Mr. Grant Liesch of The Brownsville
Telegraph; Mr. Earl Bugaile of WKEG Radio; Mr. Dave Daniels - Deputy Controller; Mr.
Charles Chattaway; and Miss Karen Dobbs of the American Wind Symphony Orchestra.
Meeting called to order by Chairman and roll call taken:
Mr. Jones - Present; Mr. Paluso - Present; Mr. Flynn - Absent.
Chairman asked if there were any corrections, additions or omissions to Minute
No. # 103, each member having received a copy.

Reports - None
Special Order of Business:
Mr. Charles Chattaway and Miss Karen Dobbs made a presentation to the Board with
reference to the American Wind Symphony Orchestra. Miss Dobbs stated that the American
Wind Symphony Orchestra has expanded it's in -residence program to include inland comet
as well as the communities on the river that the Orchestra normally visits. Miss Dobbs furthe
stated that a typical in -residence program offers an exciting -day program including
educational symposiums for young people, a businessmen's concert, backyard concerts, and the
possibility of participation in a local religious service. Miss Dobbs also stated that in addition
to the two-day program, the American Wind Symphony Orchestra provides all publicity and
promotional materials, with the entire fee totalling $2500:-. Miss Dobbs stated that she feels
July 3rd and July 4th would be a good time to have the Orchestra in the Washington area.
Mr. Jones: "Mr. Chattaway and Miss Dobbs I promise this project will be looked into and I
will see that you are notified as to the outcome."
Old Business:
Chief Clerk informed the Board that the Site Evaluation Report for the Extended
Care Facility for Washington County from the Wallover & Mitchell, Inc. , Registered

Architects has been received. Mr. Whalen further stated that there was three possible sites
included in the evaluation, they are as follows:
1. North Main Street adjacent to the Arden Trolley Museum and is presenting the site
of the existing Washington County Men's Home.
2. Arden Area - Bounded on the West by the Hickory Road and on the South by North
Main Street Extension. The site is located North of the Men's Home. The
evaluation is higher.
3. South Strabane Township directly off North Main Street. It is an Industrial
Development Site known as the Crile Park Site.
Mr. Whalen stated that the Architects evaluation also included a detailed report on the plus and
minus factors on each of the above sites. Mr. Whalen further stated that Wallover & Mitchell
recommend the site in Chartiers Township (Site No. 2) is the most desirable location for the
Extended Care Facility for Washington County.
Discussion was held on the above matter.
Moved by Mr. Paluso, seconded by Mr. Jones, that the designated site recommen ed
by Wallover & Mitchell be accept6d for the Extended Care Facility for Washington County.

Chief Clerk informed the Board that a meeting between the Board of County
Commissioners of Fayette and Washington County has been scheduled for Monday, January 28,
at noon
1974/at Hugo's Restaurant on Route 40.
Chief Clerk read a Telegram from Congress Thomas E. Morgan under date of
January 23, 1974. Said telegram was in regards to the approval by the Small Business
Administration of an $87, 500. 00 loan to the Middle Monongahela Industrial Development A_ssoci*ion,
Inc. of Belle Vernon, Pennsylvania. The Lean will be used to assist Maintenance Welding, Inc.
of Donora, Pennsylvania to relocate and will result in the creation of twenty-three (23)
jobs for area residents.
Chief Clerk read a report under date of January 9, 1974 from the Pennsylvania
Game Commission . Said report was a paymient in the amount of $142. 07 made to the County
in lieu of taxes on game lands in the County.

to Mr. Michael Baker from the Corps of Engineers. Said letter was in regards to the Chartier
Flood Protection Project, Canonsburg -Houston Reach, Unit 2; Proposed Jefferson Avenue
Chief Clerk read correspondence under date of January 16, 1974, 'directed to Mr.
Whalen from Mr. Keery McAmbley-Director of the Washington County Industrial Development
Agency. Sdkd letter was in regards to the A_bbx Corporation offering to sell to the County an
acre an a
,/ half of land in front of our Consolidated Coal Site at Houston. Said land is needed to build a
desirable approach to the bridge that must be constructed into our 40 acre industrial site.
Moved by Mr. Paluso, seconded by Mr. Jones, that the Washngton County Industrial
Development Agency be authorized to procede with the acquiring of the Abex Corporation prop

Chief Clerk read a copy of correspondence under date df January 22, 1974 from Mr.',
Melvin B. Bassi . Said letter was in regards to the printing of the Court Rules. Mr. Whalen
stated that this matter has been discussed with the Courts and the Bar Association. Mr. Wha
stated that a Petition has been signed by Judge Gladden stating that the petitioner avers the
printing costs and that no prior approval for contracting the printing was acquired from the
Washington County Commissioners.
Moved by Mr. Paluso, seconded by Mr. Jones, that authorization beigiven to pay
Lydic Printing Company the amount of $1, 047. 00 for Court Rules.

Chief Clerk read a copy of correspondence under date of January 10, 1974 from Mr.
Duane A. Kavka, Director of the PSA VIII Nutrition Project. Said letter was in regards to the
proposed Advisory Council in connection with Title VII Aged Nutrition Project. Mr. Whalen
upon the recommendation of Mr. Michael Flynn that
(stated that/Mr. Metro Petrosky Jr., Adult Welfare Service Director be appointed atthe Washi
County representative on this Advisory Council.
Moved by Mr. Paluso, seconded by Mr. Jones, that Mr. Metro Petrosky Jr., -
IA_dult Welfare Service Director be appointed as the Washington County representative on the
JAdvisory Council of the Title VII Aged Nutrition Project.

Controller Mascara informed the Board of the new payroll forms created by his of

the Controller's Office by used by all County Employees.

Controller Mascara inquired about the salary of Mr. John Piganell -Manpower Services Dire
Chief Clerk informed Mr. Mascara that this matter has been taken care of at the Salary Board
Meeting held on Wednesday, January 23, 1974.
Controller Mascara stated that he feels the Treasurer's Office should have a Lock Box. He (Mi. Mascara)
explained that in this way all money deposited in the Treasurer's Office would be deposited
Mr. Mascara further stated that he feels every office s
every four (4) hours into the bank. to deposit all funds in the Treasurer's Office.
Solicitor Bigi stated that he has talked to Mr. Clark of the Pittsburgh National Bank and that
the possib@lity of getting a Lock Box in the Treasurer's Office will be explored and that he
(Mr. Bigi) will let the Board know the outcome.
Controller Mascara inquired about the salary of Mr. redrew Dezack. Mr. Mascara stated that
Friday, January 25, 1974, will end another pay period but he hasn't received a voucher signed
by the Courts to pay Mr. Dezack. Mr. Mascara asked the Board what should be done on this
matter.
Solicitor Bigi stated that his pay has to be authorized by the Court and that until the Common-
wealth Court states who will be the sole employer of the Court related employees this matter
should be held in abeyance.
Mr. Mascara: -For the record- "I am fed up with the Court Orders sent' down from the
Courts. "

Mr. Bigi went on to state the parties he would pick to feel the above positions. They are as

Discussion was held on the above matter.
Moved by Mr. Pal aaso, seconded by Mr. Jones, that the above matter be tabled
until Solicitor Bigi has looked into the matter.

Motion carried unanimously.
Solicitor Bigi stated that a letter was received from W. S. Enterprises, Inc. in
regards to attending a land tax sale in Washington, Pa. Mr. Bigi stated that he will send a
letter to Mr. C. H. T. Woodward - Executive Vice President of the W. S. Enterprises, Inc.
stating that by the Code there is a procedure that must be followed in regards to attending land
tax sales.
Solicitor Bigi recommended that the Board adopt the above procedure stated by the Code.
Solicitor Bigi recommended that the PennDot Easement Agreement be tabled until
the next regular Board meeting which will be held January 31, 1974.
Moved by Mr. Paluso, seconded by Mr. Jones, that the meeting adjourn.
