The Board of County Commissioners met in regular session with the following members
being present: Commissioners Jones, Paluso and Flynn. Also present being: Chief Clerk and
County Administrator Whalen; Administrative Assistant Crouse; Solicitor Bigi; Assistant Soli-
citor Gilmore; Controller Mascara; Coroner Farrell Jackson; Ms. Helen Miller of The League
of Women Voters; June Lilley of The Canonsburg Daily Notes; Jack Merdian of WJPA; Reporter
Robertson of The Observer -Reporter; Earl Bugaile of WKEG Radio; and Mr. Dale Clapsaddle.

Discussion was held on the matter of replacing the bookkeeping machine in the Adult
Probation Office.
Moved by Mr. Jones, seconded by Mr. Paluso, that the Washington County Commis-
sioners be authorized to advertise for bids for one (1) Burrows Bookkeeping Machine for the
Adult Probation Office. Said bids to be received in the Office of County Controller until 11:00
a.m., Prevailing Time, Thursday, , 1974, and opened immediately
thereafter in the Office of the County Commissioners.

which provided information to enable the Board to make application to the Pennsylvania Depart-
ment of Public Welfare for "Purchase of Day Care Services for the Physically Handicapped. "

make application to the Pennsylvania Department of Public Welfare, Office of Children and

Chief Clerk read correspondence under date of January 23, 1974, from Mrs. A. R.
Corrado, Chairman of the Girl Scouts of Southwestern Pennsylvania, which invited the County
Commissioners to formally open the Girl Scout Birthday Celebration to be held on Saturday,
March 9, 1974, at 10:00 a. m. at the Court House. The Girl Scouts are planning to place the
Girl Scout Flag along side the American Flag at the Court House all that week and will be
responsible for putting it up and taking it down each day.

sioners formally open the Girl Scout Birthday Celebration to be held on March 9 through
March 16, 1974, as per above.

Chief Clerk read correspondence under date of January 24, 1974, from Michael J.
McNulty, Secretary, Industrial Board, Department of Labor and Industry, regarding the
Washington County Home for Aged Men. Correspondence advised the Board that it was deter-
mined by the Industrial Board that the petition be granted for the continued use of this home
until the new home is built upon the condition that Washington County comply with the Plan of
Correction as outlined on the SSA-2567 form.
Chief Clerk also read correspondence under date of January 29, 1974, from the Depart
ment of Labor and Industry regarding the Washington County Home for Aged Women. Corres-
pondence advised the Board that the Life Safety Code Survey and the "Statement of Deficiencces
and Plan of Correction, " Form SSA-2567, dated July 9, 1973, have been reviewed and are
acceptable, subject to the following:
1. Entire facility is maintained as a three-story protected ordinary type of
construction.
2. Item 12, 13, and 15 on the "Plan of Correction" to be changed to one -hour
B Label. (concerns doors)
3. Verification of existence of the 24-hour fire watch. Please submit drawings
indicating the details of the system, location of stations, and method of
recordation.
Mr. Whalen: That is now being compiled and will be submitted to Labor and Industry.

Chief Clerk read correspondence under date of January 18, 1974, from William T. Kes-
selring, Chief, Intergovernmental Personnel Programs Division, United States Civil Service
Commission, which submitted a proposal for the conduct of a classification study for,the Com-
missioners of Washington County. The most reasonable estimate of the cost of said study is
$10, 725. Of this amount, said Commission should be able to absorb $2, 225, leaving a net
cost to the County of $8, 500.
Moved by Mr. Jones, seconded by Mr. Paluso, approving the preparation of a formal
agreement for the conduct of a classification study for the County of Washington as per above.

Chief Clerk informed the Board of the receipt of correspondence under date of January
23, 1974, from Senator Richard S. Schweiker, regarding S. 1744, the Community Develo
Assistance Act, and the proposed amendment by Senator Cranston. Senator Schweiker advised
the Board at this time the legislation is still in the Senate Banking, Housing, and Urban Affairs
Committee; but he assured the Board that he -will bear their views in mind should this bill co
before the full Senate for consideration.
Chief Clerk read correspondence under date of January 15, 1974, from the -American
Heart Association, Southwestern Pennsylvania Chapter, which requested the Washington Co
Commissioners to proclaim February 1-28, 1974, as "Washington County Heart Month. "
Moved by Mr. Jones, seconded by Mr. Paluso, that the Washington County Commissioner
adopt the following Resolution:
WHEREAS, heart and blood vessel diseases each year kill more than one
million Americans, a total which exceeds all other causes of death combined; and,
WHEREAS, more than four out of every five of these victims die of heart
attack or stroke; and,
WHEREAS, heart and blood vessel diseases cost the nation $19. 7 billion
a year in lost wages and medical expense; and,
WHEREAS, the Heart Association's relentless battle against this epidemic
has helped reduce the death rate from these diseases by 21 per cent since 1950
for persons under 65 through advances in prevention and treatment;
NOW THEREFORE, we, Michael R•. Flynn, Frank Jones, Jr., and
Edward M. Paluso, Commissioners of Washington County, Pennsylvania,
proclaim the month of Febraary as Washington County Heart Month and urge
all our citizens to support the Heart Fund Campaign of the Southwestern
Pennsylvania Heart Association through gifts and voluntary services which
will speed greater advances in the conquest of this scourge, our nation's
leading killer and disabler.

Chief Clerk read correspondence under date of January 30, 1974, from Reverend Hugh
J. Lang, Headmaster, 'Monongahela Valley Catholic High School, which stated that the National
Catholic Educational Association and the United States Catholic Conference has designated the
week of February 17-23, 1974, as Catholic Schools Week. Reverend Lang further stated that
it would be appreciated if Washington County would support and promote this effort by pro-
claiming February 17-23 as Catholic Schools Week.

sioners adopt the following Resolution:
WHEREAS, The National Catholic Educational Association and the
United States Catholic Conference have designated February 17 through 23,
1974, as Catholic Schools Week; and,
WHEREAS, The County believes it in the best interest of the people
that all educational institutions and particularly the Catholic school system
needs and deserves all of the aid and- assistance they can obtain;
NOW, THEREFORE, we, Michael R. Flynn, Frank Jones, Jr., and
Edward M. Paluso, Commissioners of Washington County, Pennsylvania,
proclaim the week of February 17-23, 1974, as Catholic Schools Week and
urge all citizens to support the Catholic Schools Program in Washington

Chief Clerk informed the Board that°the Realty Tax, Reimbursement Report Forms have
been received and forwarded to the Chief Assessor's Office. These forms are to be filed no
later than April 1, 1974. '
Chief Clerk informed the Board of the receipt of correspondence under date of January
25, 1974, from the Washington Area Senior Citizen Center, Inc. , which stated that it is the
intention of the Board of Directors to apply for a sub -contract from the Mon Valley Health &
Welfare Council, Inc., to operate a Nutrition Program out of said Center for the`Washington
Area Proper. Correspondence requested that the County Commissioners write a letter of
support for the Board of Directors.

Chief Clerk read correspondence from the League of Women Voters of the Mon Valley
Area dated February 4, 1974. Correspondence stated that said League was organized about
fifty years ago following the passage of the 19th Amendment to provide nonpartisan and unbiasec
information on selected timely governmental issues so that voters could go the polls informed.
Letter also stated that said League is a nonprofit, citizen organization that functions at all
levels of government, providing a service to the community through its voters service activities
and program studies. It neither supports nor opposes candidates or parties. Mrs.' Lyn Brna
is President of the Provisional League of Women Voters of the Mon Valley. Other officers are
Pat Rood, 1st Vice President; Virginia Cameron, 2nd Vice President; Hilda Shepard, Secre
and Nancy Bryniarski, Treasurer.
Mr. Flynn: I suggest we acknowledge receipt of this letter, and it becomes a matter of recor

Short Run: Resolve questionable Legality of "so1called" personal accounts dealing with trust
funds.
Long Run: Abolition of all accounts and the creation of one (1) payroll trust account.
-All of these accounts, of course, should be zeroed -out either at the end of each month of each
quarter, but it has come to my attention that a balance of $44. 72 exists in the State Income Tax
Account. There is no method of determining who this money belongs to. I suggest that once wE
have established the amounts of any surplus in the above -mentioned accounts, that we petition
the courts to approve a transfer of said sums to our general fund.

Controller Mascara briefly outlined his interpretation of the duties of a County Controll
and he then went on to discuss, in detail, an outline of automated payroll processing. Mr. Mas
cara also discussed the subject of Lock Box operation at the banks. He also stated that Treas
Morgan indicated that he would be in full accord to go to the Lock Box system in 1975. Mr.
Mascara provided the Commissioners with a cost analysis involved in processing payroll chec
and suggested to the Board that they go on automated payroll processing.
Mr. Flynn suggested the matter be tabled in order that it be further discussed and a plan and
policy for adoption of such a service be formulated. He also stated that action would be taken
within the next two meetings.

Chairman informed all those present that the Courthouse will be closed from 4:30 p. m.
on Monday, February 11, 1974, until 9:00 a. m. on Wednesday, February 13, 1974, in obser-
vance of Lincoln's Birthday.

Mr. Whalen stated that due to a Change in Venue in the case of the Commonwealth of
Pennsylvania vs. W. A. "Tony" Boyle, he contacted Mr. Harry A. McNichol, Chairman of the
Board of Commissioners of Delaware County, in order to suggest the establishment of a meeti
between the Controller of Washington County, a representative of the Washington County Com-
missioners, necessary persons in Delaware County and the prosecution to basically establish
the ground rules under which this matter will be handled between Washington and Delaware
Counties. Mr. Whalen recommended to the Board that they authorize the County Controller
and a representative of the Board of County Commissioners to attend such a meeting in Dela-
ware Co unty.
Mr. Flynn referred to a memorandum dated February 5, 1974, from Controller Frank
R. Mascara which stated that "In light of the Erie controversy over spending controls, I am
(Mr. Mascara) taking exception to advancing $50, 000 to Delaware'County for trial costs.
Mr. Flynn then referred to a letter dated February 1, 1974, from John V. Diggins, President
Judge of Delaware County - RE: Commonwealth vs. Boyle. Judge Diggins wrote that it occur-
red to him that in handling the financial situation between the respective counties, it would be a
sound procedure to ask Washington County to advance the sum of $50, 000 to Delaware County,
this sum to be allocated to a special account covering only the expenses chargeable against the
above case. All disbursements for these purposes to be made from this fund and properly

vouched. Judge Diggins further stated that it is contemplated that from time to time Delaware
County should through the appropriate officer account to Washington County for expenditures.
If the original deposit is exhausted before the case is finished, then the fund should be reple-
nished. Judge Diggins closed by requesting the County Commissioners to adopt a resolution
agreeing to accept all necessary costs in Com. vs. Boyle and to approve the above plan for
reimbursement to Delaware County.
Moved by Mr. Jones, seconded by Mr. Paluso, authorizing F. D. Whalen in conjunction
with Controller Mascara to meet with the necessary officials in Delaware County in order to
establish the ground rules for said trial as per above.

In conjunction with the above matter, Mr. Whalen recommended that a budget transfer be
made in order to separate the monies budgeted for the cost of said trial into a completely
separate account.

from Account 158-2-11 (District Attorney) and that $100, 000 be deleted from Account 160-1-4
(Courts) and that $120, 000 be added to Account 164-2 (Yabloriski Court Proceedings).

Mr. Flynn commented on the costs of these trials and stated that the District Attorney
should be notified that we are boarding on the threshold of a financial catastrophe.
In reference to the energy crisis, Mr. Whalen stated that it was necessary to curtail the
heat in the Courthouse on Thursday in order to insure adequate oil to heat the jail. Mr. Whal
stated that delivery of 3, 000 gallons of oil is expected Friday morning. If the oil is not re-
ceived, then a much more serious decision must be made.
Chief Clerk read a letter from one of the County Departments concerning the gasoline
shortage and its effect upon county employees reporting to work. Mr. Whalen stated that there
are only two alternatives in event that anyemployee is unable to get to work due to the gasoline
shortage. Employees would be permitted to take their vacation time, as applicable, on a less
than a week at a time basis. If an employee does not want to take his vacation and is unable to
report to work, then the County would have to delete him from the payroll for the days absent.
The County can not underwrite the energy crisis effects upon the employees.

Coroner Farrell Jackson brought to the Board's attention the fact that a light at the
intersection of Routes 221 and 40 was erected but not working due to a bill in the amount of
$1, 509. 00 for the installment of the line for the lights. Discussion was held on this matter.
The County has $2, 300. 00 earmarked for this project, but the money can not be spent until
the Commissioners get approval.
