Washington, Pa., February 14, 1974
The Board of County Commissioners met in regular session with the following
members being present: Commissioners Paluso and Flynn. Absent being: Commissioner
Jones. Also present being: Chief Clerk and County Administrator Whalen; County Solicitor
Bigi; Assistant Solicitor Gilmore; Controller Mascara; Deputy Controller Daniels; Coroner
Jackson; Mr. Clay Graham - Land Acquisition Agent; Mrs. June Lilley of The Daily Notes;
Mr. Bob Robertson of The Observer Reporter; Mr. John Merdian - WJPA; Mr. Earl Bugaile -
WKEG; Mr. Eric Bugaile - WESA; Mr. Jerry Kelanic - WWVA; and Ms. Helen Miller of The
League of Women Voters.
Meeting called to Order by Chairman and roll call taken:
Mr. Jones - Absent; Mr. Paluso - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions, or omissions to Minute
No. #105, each member having received a copy.

Old Business:
Moved by Mr. Paluso, seconded by Mr. Flynn, that the Washington County Board
of Commissioners award the Fleet Insurance contract for furnishing Fleet Insurance in a re-
liable and approved insurance company for public liability, property, comprehensive A. C. V.
full coverage, fire, theft, and collision $100. 00 deductible coverage on trucks, automobiles,
to Mr. James E. Simons,
and roadbuilding machinery QjV40dand operated by Washington County/in the amount set forth
in their bid - $5, 659. 31, said bid being the lowest bid and in accordance with the specifications.
Said action based upon the'recommendations of Assistant County Solicitor Gilmore.

Chief Clerk informed the Board of the following check from the Commonwealth of

Chief Clerk informed the Board of a piece of correspondence from Mr. Michael George
Director of Parks and Recreation. Said letter was a list of County Park Fees recommended
to the Board for consideration.
Moved by Mr. Paluso, seconded by Mr. Flynn, that the Board adopt the Fee Schedule
upon the recommendation of Mr. Michael George, Director of Parks and Recreation.

Chief Clerk informed the Board that Carolyn Takacs, Majority Inspector of the Democra
Party in the Sixth Precinct of Donora, Pennsylvania has turned in her resignation.
Chief Clerk read a copy of correspondence under date of January 30, 1974, from
Clay Grkham, Land Acquisition Agent. Said letter was in regards to the approval of an
to do the necessary engineering of the Canonsburg -Houston Joint Authority.
Moved by Mr. Paluso, seconded by Mr. Flynn, authorizing Chief Clerk Whalen to talk to
Mr. Vance Dei Cas on the scope and cost of doing the necessary engineering of the Canonsburg -
Houston Joint Authority, and also to, aegotiate a, proposal with McDgnald Associates. y

Department of Community Affairs,
Chief Clerk read two (2) Telegrams from Harrisburg, Pennsylvania,/ in regards to
Community Services.
Chief Clerk read a copy of correspondence under date of February 8, 1974, from the Offi
of the Ab ditor General, directed to Mr. Michael R. Flynn. Said letter stated that on the date
February 13, 1974 a representative from the Department of the Auditor General will be coming
the the Court House to audit the Liquid Fuels Tax Fund Account.
Chief Clerk read correspondence under date of February 6, 1974, from Mr. Michael G.
Stefan, Executive Dinectvv of the Washington County Housing Authority. Said letter was in rega ds
to the Washington County Housing Authority - Payments in Lieu of Taxes. Chief Clerk stated th t

housing units. The authority still owes the County the amount of $1, 732. 22.
Chief Clerk read a copy of correspondence under date of Febraury 6, 1974, directed
to Mr. Flynn, from President Richard Nixon. Said letter was in regards to the Comprehensive
Employme nt and Training Act of 1973.

Moved by Mr. Paluso, seconded by Mr. Flynn, that the following applications
for County Aid from the Liquid Fuels Account be approved as indicated:
1. Washington - $200, 000. 00 - Reconstruction of Jefferson Ave. Bridge
# 33 - Chartiers Creek located in Canonsburg, Pa.
2. Buffalo - $1, 509. 00 - To provide power service lines.

Chief Clerk read correspondence under date of February 4, 1974, from Carl G.
Baker, Architect. Said letter was in regards to the Washington County Home Compliance
Supervision - Project No. 107-74.

Chief Clerk read a copy of correspondence under date of January 23, 1974, from
McDonald Associates. Said letter was in regards to the exercise yard at the County Jail.
Moved by Mr. Paluso, seconded by Mr. Flynn, authorizing Mr. Vance Dei Cas
to follow through with the necessary work to be done at the County Jail in regards to the
exercise yard.

Chief Clerk read correspondence under date of February 13, 1974, from Miss Louis
Central
Abel, Child Welfare Services. Said letter was in regards to the America/R.egional Conference
to be held in Cleveland, Ohio from April 2-5, 1974.
Moved by Mr. Paluso, seconded by Mr. Flynn, authorizing permission for Mr. Jan
Henry and Mr. John Patrick to attend the America Central Regional Conference.

H. Ebner, Executive Director of the Bicentennial Commission of Pennsylvania. Said letter w
in regar& to the Bicentennial Commission Grant.
New Business:
Chief Clerk stated that due to the need for extra help in the Treasurer's Office the
problem of employees working overtime has arisen. Chief Clerk further stated that a policy
should be set up for all elected officials/department heads to follow.
Mr. Flynn: "The expeditures must not exceed the monies appropriated. "
Moved by Mr. Paluso, seconded by Mr. Flynn, that no overtime will be worked
by any offices unless authorized by the County Commissioners and also tiorizing Mr. Mor
County Treasurer, to work his present employees if any overtime is necessary.

4:30 p.m. on Friday, February 15, 1974, until 9:00 a. m. on Tuesday, February 19, 1974, in
observance of Washington Birthday.
Moved by Mr. Paluso, seconded by Mr. Flynn, authorizing Controller Mascara to
secure and present proposals from various institutions in regards to contracting for automated
payroll systems.

Moved by Mr. Paluso, seconded by Mr. Flynn, authorizing execution of Tax
Anticipation low in the amount of $500, 000. 00 as previously authorized; and to authorize the
investment of $250, 000. 00 of the procedes for a 30 day period.

Declaration of Taking and adopting the Resolution in regards to the condemnation of land in
North Strbane Township, Washington, Pennsylvania, Property of James G. Jacobs and Mary
R. Jacobs, his wife. Said letter land is to be used for the construction, operation and main-
tenance of the "Chartiers Creek Flood Protection Project, Canonsburg -Houston Reach Unit (2".
Said action based upon the recommendation of Solicitor Bigi.
