PALUSO, COMMISSIONERS 1 1 Minute No. #107 Office of the County Commissioners Washington, Pa., February 21, 1974 The Board of County Commissioners met in regular session with the following members being present: Commissioners Jones, Paluso and Flynn. Also present being: Chief Clerk and County Administrator Whalen; Administrative Assistant Crouse; County Solicitor Bigi; Controller Mascara; Deputy Controller Daniels; Mrs. June Lilley of the Daily Notes; Mr. Bob Robertson of the Observer Reporter; Mr. Jack Meridan - WJPA: Mr. Earl Bugaile - WKEG; Mr. Eric Bugaile - WESA; and Mrs. Helen Miller of The League of Women Voters. Meeting called to Order by Chairman and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mr. Flynn = Present Chairman asked if there were any correction, additions, or omissions to Minute No. #106, each member having received a copy. as read. Moved by Mr. Jones, seconded by Mr. Paluso, that Minute No. #106 be approved, Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Reports - None. Old Business: Moved by Mr. Jones, seconded by Mr. Paluso that the Washington County Board of Commissioners take immediate action on the purchase of a Burroughs Bookkeeping Machine, Style No. #4111-209, under the provisions of the County Clerk. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk informed the Board of the following check from the Commonwealth of Pennsylvania: (Bills) 1. Mingo Creek Park Development - Partial Payment BOR - #42-00151 Ck #43-386-157 Amount: $156, 965. 00 Moved by Mr. Jones, seconded by Mr. Paluso, that the following bills be authorized for payment: 1. G. Herschel Fetherlin - Appraisals - $350. 00 2. Chlef Clerk informed the Board of a piece of correspondence from Metro Petrosky, Director of the Adult Welfare Services. Said letter regarded Foster Home Reimbursement recommended to the Board for approval. Moved by Mr. Jones, seconded by Mr. Paluso that the Board approve, this Foster Home reimbursement program and that the minimum rate be raised from $143. 00 to $175. 00 per month. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. 'y Motion carried Unanimously. Chief Clerk read letter from the Cole -Layer -Trumble Company informing the Board of the recent termination of Mr. Bruce Spohr as Project Supervisor. and assignment of Mr. Mike Kelley as his replacement. Chief Clerk read letter from Carl G. Baker/Architects regarding the Men's and Women's Homes of Washington Coupty. Letter stated that it is the wish of the Commissioners to bid construction items for the above referenced projects. If this procedure is used, the following will be entailed: a. Additional Drawings and Specifications involving at least one month to complete. b. Additional time required for bidding the various items. c. Increase in price of materials due to delay. d; Time limit of 120 days from receipt of approval to completion of work will not be met. e. Delay in construction constitutes a further hazard to the patient's welfare. It was also recommended that the Commissioners reconsider their position, place this matter on an emergency basis, and proceed in the manner already established. PALUSO, COMMISSIONIERS 1 Chf Clerk stated that an emergency does exist and recommended that these improvements be approved immediately which includes the following: (1) Ceiling in the hallways of the Men's Home. (2) Installation of 55 doors including hardware and panic equipment. (3) Fireproofing of boiler room ceilings. Moved by Mr. Jones, seconded by Mr. Paluso that the materials for the above listed improvements be approved. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read letter from Mr. Hugh Scott, United States Senator concerning Community Development legislation now undergoing markup in the Senate Banking, Housing and Urban Affairs Committee. Senator Scott stated he is on record in support of an urban counties amendment to this legislation. Chief Clerk read letter from Austin J. Murphy, State Senator advising the Board that Senate Bill 1332, which transfers maintenance responsibility of a 5.1 mile stretch of road in Mingo Creek Park and had passed the Senate on February 12, 1974 and now has been passed to the House of Representatives for their action. Discussion was held concerning responsibility of maintenance on the road. Administrative Assistant Charles A. Crouse discussed the subject of The AG-9 Fiscal Report and letter to Auditor General concerning the proposed work on the County Homes by the Industrial Appraisal Company. Mr. Crouse stated he had received a proposal from the Industrial Appraisal Company for the property appraisal on the Men's Home and Women's Home for a fee of $7, 570. 00. Mr. Crouse requested that the Board approve this appraisal. Moved by Mr. Jones, seconded by Mr. Paluso, that a certified appraisal report to be conducted by the Industrial Appraisal Company be approved. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. New Business: (Authorization to Advertise) Moved by Mr. Jones, seconded by Mr. Paluso, that the Washington County Commissioners be authorized to advertise for bids for (a) the printing and delivering to the Election Department of the County Commissioners the necessary election supplies required for the conduct of the General Primary Election to be held on Tuesday, May 21, 19,74 ; MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS (b) for bids for the delivering to the Election Department of the County Commissioners the necessary ballots required for the conduct of the General Primary Election to be held on Tuesday, May 21, 1974; and (c) for bids for the delivering of the ballot boxes with election supplies to the Judge of Elections for approximately two hundred four precincts required for the conduct of the General Primary Election to be held Tuesday, May 21, 1974. Said bids to be received at the office of the County Controller of Washington County, Courthouse, Washington , Pennsylvania, until 11:00 a.m., Prevailing Time, Thursday, March 14, 1974, and opened immediately thereafter in the presence of the County Commissioners. Said action being subject to the approval of the County Solicitor. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Jones, seconded by Mr. Paluso that Charles A. Crouse, Administrative Assistant be appointed Acting Chief Clerk in the absence of Mr. Whalen, who will be attending the County Commissioners Seminar in Harrisburg next week. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes. Mr. Flynn - Yes. Motion carried unanimously. Chairman introduced Controller Mascara who had previously been authorized to complete study of Payroll Data Processing and Budget Review. Mr. Mascara made a presentation of his findings concerning the county payroll and establishing a personnel file. It was agreed that the County Commissioners approve execution of an agreement in which Pittsburgh National Bank would assume this responsibility. Controller Mascara also stated that the cost, (lower of two estimates obtained) would be 28 cents per check, which would amount to an approximate yearly cost of $4, 480. 00. Creation of the personnel file would be a one -time expenditure of $408. 00. Discussion was held on the above matter of Payroll Data Processing. Moved by Mr. Jones, seconded by Mr. Paluso that the Washington County Commissioners approve execution of an agreement in which the Pittsburgh National Bank assume responsibility for doing the county payroll and establishing a personnel file. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously Discussion was also held on Budget Review. Controller Mascara provided a periodic report on the financial state of the county and stated that the county would have a serious financial problem if the current trend of spending continues. After further discussion, Controller Mascara recommended a meeting with the officials or department heads concerned to determine the reasons for the overruns at such an early date. 11:00 a, m. - Opening of Bids - Flags and Markers for Veterans Graves. Total amount of bid: $2, 775. 00 (Flags and Markers) Certified check accompanied the bid in the amount of $277. 50. Moved by Mr. Jones, seconded by Mr. Paluso that all bids be tabled until such time that the Legal Department has had time to peruse them to see if they meet with the specification. Department of Agriculture informing the Board of the position as Project Coordinator assigned to Mr. Francis R. Licsko, District Conservationist. Said letter stated that Mr. Licsko will serve in the recently authorized Penn's Corner Resource Conservation & Development Project. Effective date: February 3, lE Chief Clerk read memo from Metro Petrosky requesting permission to attend the Pennsylvania Conference on Aging Convention on April 1 thru April 4, 1974 at the Bellevue Stratford Hotel, Philadelphia, Pa. Moved by Mr. Jones, seconded by Mr. Paluso, that said request be approved. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. 74. L-_
