PALUSO, COMMISSIONERS Minute No. # 108 Office of the County Commissioners Washington, Pa., February 28, 1974 The Board of Ccunty of Commissioners met in regular session wi th the following member being present: Commissioners Jones and Flynn. Absent being: Commissioner Paluso. Also present being: Chief Clerk and County Administrator Whalen; Adnii,nistrative Assistant Crouse; County Solicitor Bigi; Assistant Solicitor Gilmore; Mrs. June Lilley of The Daily Notes; Mr. Bob Robertson of The Observer -Reporter; Mr. John Merdian - WJPA; Mr. Earl Bugaile - WKEJ3; Mr. Eric Bu.gaile - WESA; Ms. Helen Miller of The League of Women Voters; Mr. Bourke and Mr. Speers of the Washington County Redevelopment Authority; Mr. Clapsaddle - Business Manager of the Peters Township School District; Mr. Merico Lignelli - Chief Assessor; Mr. Frank Mascara - Controller; and Mr. Dave Daniels - Deputy Controller. Meeting called to order by Chairman and roll call taken: Mr. Jones - Present; Mr. Paluso - Absent; Mr. Flynn - Present. Chairman asked if there were any correction, additions, or omissions to Minute No. #107 each member having received a copy. Remarks Chairman noted that on Page 262 of the Minutes of last weeks meeting that the following statement be, corrected; Chief Clerk stated that an emergency does exist and recommended that these improvements be approved immediately which includes the following: 1. Ceiling in the hallways of the Men's Home. 2. Installation of 55 doors including hardware and panic equipment. 3. Fireproofing of boiler room ceilings. CORRECTED STATEMENT: Assistant Solicitor Gilmore stated that an emergency does exist and recommended that these improvements be approved immediately which includes the following: 1. Ceiling in the hallways of the Men's Home. 2. Installation of 55 doors including hardware and pinic equipment. 3. Fireproofing of boiler room ceilings. Moved by Mr. Jones, seconded by Mr. Flynn, that Minute No. #107 be approved as corrected. Roll call vote taken: Mr. Jones - Yes; Mr. Flynn - Yes. Motion carried unanimously. PALUSO, COMMISSIONERS Fi 1 WHEREAS, the Planning Commission of the Township of Independence has certified the area known as P & W Patch Redevelopment Project a description of which is attached hereto, and WHEREAS, the Redevelopment Authority of the County Of Washington desires to undertake the development of said area, and WVVREAS, the Redevelopment Authority of the County of . ashington wishes to obtain financ al assistange from the Commonwealth of Pennsylvania in the amount of Twenty Thousand ($20,'0 0) Dollars," and WHEREAS, the Redevelopment Authority of the County d Washington has prepared the att Application for Redevelopment Assistance Grant, Form DCA-20; NOW, THEREU,@RE, be it resolved that the Redevelopment Authority of the County of Washington be and is authorized to file the attached Application for Redevelopment Assjstanc Grant, Form DCA-20; for a grant in the amount of Twenty Thousand ($20,,,@00) Dollars, in order to further the redevelopment program. Clapsaddle jve oted the Board of Commissioners the following letter: Gentlemen: Thank you for the opportunity of being able to bring to your attention several concerns of the Peters Township School District. My request of February 15, 1974 was to speak tm four points and they are as follows: 1. I want to bring to your attention the fine service by several employees. The citizens of Washington County are being well served by Mrs. Kay Lawrence, Mr. Reese Dugan and Mrs. Phil Chuey. I am sure there are others in the County, however my contact with Cour employees is mostly in the tax assessment offices. The county will continue to progress as long as persons like those mentioned work in governmental service. 2. The Commissioners are to be commended for supporting an independent property tax appeal board. The Commissioners have more important thing to do than measure "front Fee or count the number of fireplaces in a new home. Although I support the concept of an independent appeal board, there are several recommend. I ask you to consider: 2-a. Appoint members to the Board that have currect experience in the real-estate industry. 2-b. Adopt a policy that fixes the time period that an appeal must be heard. A recent appea filed by the School District experienced a fifty day time span between filing and the appeal being heard. 2-c. Require that at least bie bvawid-emember inspect a residential property being appealed and at least two members inspect commercial property being appealed. There is not much benefit in looking at a poloroid photo of a property taken on an overcast day. 2-d. Supply all persons appealing their assessment with a copy of the assessment office worksheet. The property owner has a right to review the accuracy of a public record that determines how much his tax liability will be for as long as he own0ohe property. Perhaps there would be fewer appeals reaching the Board if the owner could bring a clerical error to ions 1• BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Supplying a copy of the assessment worksheet could have been very helpful to the School District this month. An appeal filed by the School District this month. An appeal filed by the School District had to be postponed after the appeal began because the assessors records could not be found. The appeal has not been re -scheduled so I can only assume the records are still missing. If the District would have had a copy of the wor sheet prior to the appeal, I would have permitted,the ,Beard to share my copy of the records. 2-e. Discourage the practice of using a tape recorder at tax appeals. The Board should use a secretary that can take shorthand. Persons that appear before the Board should get a copy of the record of proceedings. Is there no place in government safe from the tape recorder? Wha happened to the art of using the written and spoken word? 3. The county tax reassessment program is welcome news - however overdue. There are several recommendations that you may find to have some merit: 3-a. Charge the firm that will do the reassessment with the responsibility of physically review ng every property in the county. This program is too important to be done by aerial survey and th "factoring up" of current assessments. 3-b. Provide the property owner the opportunity to verify the accuracy of the Property descrip ion as supplied by the firm doing the work. The taxpayer is going to pay (at least) $1, 000, 000 for a program that will take several years. The least he should expect is a chance to review the in- formation on his property without going through the Appeal Board and perhaps losing a day's pa . 4. It is suggested that a management consultant firm be retained to study: (1) the total tax assessment function of the county. It serves no purpose to spend at least $1, 000, 000 to update a system if the same work to restructure the office of Chief Assessor in order that the Chief Assessor would be available to supervise his office during the afternoon hours. (2) the time period between the formal closing on a property and the placing of the property on the tax roles has been reduced noticeably. The current backlog if 5 months, i. e. , properties occupied in Novem er 1973., have not been placed on the roles. A 5 month backlog is too long to promote efficient rec rd keeping. (3) the disparity of assessment ratios between properties of recent construction and those of a few years in age is growing wider. The results of the county reassessment program if done accurately, will not be available for use for several years. Great care must be exprrisladt-rt that assessments be kept equitable until the completion of the County Assessment Program. It would be economical if all assessments could be performed by county employees. In the past three meetings it is noted that 3 payments totaling $1, 700 have been made to local real estate salemen for appraising property. Are there no employees in the assessor's office who hold current property appraisal licenses. Thank you for your attention and consideration. Remarks Mr. Flynn told Mr. Clapsaddle that he is to be praised for having the courage to come before the commissioners with the above recommendations. Mr. Gene Amanati entered meeting.) Said letter was in regards to to applying for prime sponsorship under the Comprehensive Employment and Training Act letter (CETA) of 1973. Said letter stated that a4 officially designating the Commissioners a prime sponsor will be forthcoming shorttiy after March 1, 1974. Chief Clerk read correspondence imdodier date of February 22, 1974, from Mr. Be Martin, State Conservationist, Soil Conservation Service. Said letter was in regards to the final environmental statement for the Cross Creek Watershed Project in Washington, County, Pennsylvania. Said statement has been filed with the Council on Environmental Quality. Chief Clerk read correspondence under date of February 22, 1974, from the Dept. of Labor and Industry. Said letter was in regards to the establishing of training and retrainij courses for workers dislocated by the Energy Crisis, and the need for trained workers in industries involved in or closely aligned with alternate energy sources. Chief Clerk read correspondence under date of February 21, 1974, from the Beaver County Commissioners. Sadd letter was in regards to General Revenue Sharing Budget Reform Act (S.1541 and H. R. 7130). Moved by Mr. Jones, seconded by Mr. Flynn, -that Senator Hugh Scott and Mr. Richard Schweiker be notified that the Washington County Commissioners oppose the above mentioned portion of the Budget Reform Act. Chief Clerk read correspondence under date February 20, 1974, from Mr. William Se mber, Director Planning Commission. Said letter was in regards to revisions of the planning code. (HB 1732) Chief Clerk read a telegram from Congressman Thomas E. Morgan. Said letter announces the approval by the Office of Child Development Department of HEW, of a grant to California State College in the amount of $32, 431. 00. Chief Clerk info.rmd the Board that the County has filed the necessary forms for fuel oil and gasoline for the County use. Chief Clerk stated that it will take from six to eight to process the energy applications. Chief Clerk also stated that if nothing is heard on this matter that Mr. Wilcock will be contacted. Chief Clerk read correspondence under date of February 21, 1974, from Francis Pagac, Secretary - Borough of Centerville. Said letter was requesting a meeting -with the Board of Commissioners . Said meeting was for discussing financing of a roadureconstruct project in the Borough. Chief Clerk read a • copy of correspondence under date of February 14, 1974 from Robert P. Casey, Auditor General. Said letter was inregards to the per diem rate for patients at the County Home. Chief Clerk read a copy of correspondence under date of February 21, 1974 from Mr. Stanley H. Kline, Director of Finance - Dept. of Public Welfare. Said letter was in regards to the financial problems resulting from the delay in up -dating perdiem costs of nursing care and adjustments due for prior years' participation in the Medical Assistanee Program. Chief Clerk read a copy of correspondence under date of February 14, 1974, from Miss Ruth A. Chernay, Rural Outreach Director - Washington -Greene Community Action Corp. Said letter was in regards to the securing of monies from the Department of Community Affair for funding of the Rural Outreach Program, to extend from July 1, 1974 to June 30, 1975. Commissioner Flynn stated that the Commissioners will sponsor this program providing there is no additional costs involved. Awarding of Bid: Moved by Mr. Jones, seconded by Mr. Flynn, that the Washington County Board of Commissioners award the contract for Flags for Veterans Graves to Collegeville Flag Manu- facturing Co. and also to award the contract for Markers for Veterans Graves to F. H. Detweil & Sons, in the amount set forth in their bids - $2, 530. 00 - Flags and $2, 775. 00 - Markers, s bid being the lowest bid and in accordance with the specifications. Motion carried unanimousyly. Assistant Solicitor Gilmore said that the federal government is planning to abandon certain railroad trunk lines across the county. Those scheduled for extinction in the county run between Burgettsbwn and Studa; Burgettstown and Atlasburg, and Muse and Houston. A public hearing on the proposed action in scheduled for next Monday, March 4, 1974 at 9:30 1 in Pittsburgh at the State Building. Commissioner Jones pointed out that the spur between Burgettstown and Atlasburg is used extensively by the Climax Molybdenum plant in Largeloth. Moved by Mr. Jones, seconded by Mr. Flynn, that the Washington CountyBoard of Commissioners award the contract for the Jefferson Avenue Bridge, Canonsburg to Gal Con- struction Co, in the amount set forth in their bid - $290, 590. 22-, said bid being the lowest bid and in accordance with the specifications.
