PALUSO, COMMISSIONERS L 11 Minute No. #109 Office of the County Commissioners Washington, Pa. , March 7, 1974 The Board of County Commissioners met in regular session with the following memberE being present: Commissioners Jones, Paluso and Flynn. Also present being: Chief Clerk and County Administrator Whalen; County Solicitor Bigi; Assistant Solicitor Gilmore; Controller Mascara ; Deputy Controller Daniels, Attorney Robert Zeman; County Treasurer Malcolm L. Morgan; Land Acquisition Agent Clay Graham; Personnel Director Fantini; Mr. Bob Robertson of The Observer -Reporter; Mr. John Merdian - WJPA; Mr. Earl Bugaile - WKEG: Mr. Eric Bugaile - WESA . Meeting called to order by Chairman and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. #108, each member having received a copy. read. Moved by Mr. Jones, seconded by Mr. Paluso, that Minute No. #108 be approved as Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Reports: County Treasurer Malcolm L. Morgan discussed the installation of a Computer Terminal. He stated that upon receiving the terminal he also received three (3) keypunch machines and a Printer, which was not expected. He also stated that physical space could be supplied for the terminal, but they did not have the capacity to use three (3) keypunch machine and a Printer. It was suggested that the Board of Commissioners review the approach to a local computer program. Old Business: Chief Clerk gave report concerning the meeting with Delaware County officials regar the financial obligations of Washington County to the forthcoming trial of Tonk Boyle. The question brought before the Board was, "will normal county procedures be used in handling court costs?" Chief Clerk also read correspondence from President Judge John V. Diggins requesting that the Washington County Commissioners adopt a resolution agreeing to accept all necessary costs in Commonwealth vs. Boyle and to approve the plan suggested in his letter of February 1, 1974 for reimbursement to Delaware County. Discussion was held concerning the suggested advancement of $50, 000. 00 to Delaware County which would cover the expenses chargeable against the Boyle Trial. Correspondence• Chief Clerk informed the Board of the following check from the Commonwealth of Pennsylvania: 1. Washington - Greene Community Action Corporation for the month of January, 1974 c Amount: $13, 050. 23 (Bills) Moved by Mr. Jones, seconded by Mr. Paluso, that the following bills be authorized for payment: 1. Washington Mental Health Retardation Program for the quarter of October 1, 1973 through December 31, 1973. - $21, 787. 97 2. Washington County Industrial Development Agency for Crile Industrial Park - Project Funding Requisition - $14. 675. 00 3. Internal Revenue Service - for personal property tax information - $2, 368. 71 4. John M. Felice Associates, Inc. - $1, 393. 00 Roll call vote taken: Nfr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Resolutions RESOLVED, that the Board of Washington County Commissioners hereby designates the Conservation Board as the responsible party for inspection under the Erosion Control Act of the Commonwealth of Pennsylvania. 4 Moved by Mr. Jones, seconded by Mr. Paluso, that the foregoingResolution in regard to the Conservation Board be adopted by the Board of Washington County Commissioners. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. RESOLVED, That the Board of Washington County Commissioners hereby authorizes the creation of a Washington County Manpower Planning Council to serve as a basic source of input for all future manpower programs within Washington County. Moved by Mr. Jones, seconded by Mr. Paluso, that the foreg-ping Resolution in regard to the Washington County Manpower Planning Council be adopted by the Board of Washington County Commissioners. Chief Clerk read a notice to candidates who have filed nomination petitions for the office of Member of County Committee in the various Cities, Boroughs and Townships with the County Board of Elections of Washington County, Pennsylvania, for the General Primary to be held May 21, 1974. In accordance with the provisions of the Pennsylvania Election Code, the candidates are hereby notified that the County Board of Elections of Washington County have fixed Friday, March 15, 1974, as the day for casting of lots to determine the position of names on the Primary Ballot. Lots will be cast in the Election Department, in the basement of the Courthouse, Washington, Pennsylvania, at 10:00 o'clock a. m. PREVAILING TIME on the above date. Chief Clerk read telegram received on March 5, 1974 from Congressman Thomas E. Morgan in regards to the approval by the Bureau of Mines, Department of Interior, of a contract award of $96, 361. 00 to the Consolidation Coal Company, Lee Engineering Division, McMurray, Pennsylvania. Chief Clerk read letter from Board of Probation and Parole announcing that on February 21, 1974 the Board awarded to Washington County, the following grant from its 1973-74 Grant -in -Aid appropriation of $1,150, 000. 00 Amount: $13, 336. 00 Grant Period: January 1 to December 31, 1974 Chief Clerk read letter dated February 27, 1974 from Roland H. Bourke, Jr. , Executive Director of the Redevelopment Authority regarding General Revenue Sharing, Washington County Community Development Agency. Said letter enclosed a copy of a letter sent to certain communities that the Redevelopment Authority's records indicate to be in non-compliance with General Revenue Sharing reporting requirements. Sb dletter also stated that it is essential that these reporting requirements be met in order that communities may receive entitlement funds and benefits under the program. Chief Clerk read proposed correspondence to J. D. Dwyer of the Department of Labor and Industry in reference to his letter of January 29, 1974 regarding the Washington County Home for Aged Women. The proposed correspondence stated that in order for the Washington County to proceed with corrective action at the Home for Aged Women, they would request that a clarification be forwarded concerning items I and 2 of said letter dated January 29,1974. Moved by Mr. Jones, seconded by Mr. Paluso that the Board approve said proposed correspondence to Mr. Dwyer requesting a clarification as per above. Chief Clerk read letter from Service Employees International Union, Local 585 regard the placement of jobs for bid. Said letter stated the contract was violated by not posting a job opening in Judge D{iSalle's court, and that they would proceed to file unfair labor charges against the Commissioners if the due process of the contract is not complied with. Moved by Mr. Jones, seconded by Mr. Paluso, that Nicholas Nardine be removed from the county payroll as of 4:30 p.m. on Friday, March 8, 1974. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence from Climax Molybdenum Company ofi date of March Iv, regarding 1974 Ah°e abandonment of the Penn Central Railroad Spur Line into Burgettstown and Langeloth. Said letter stated that hearings were being scheduled concerning this matter by the Pittsburgh office, Interstate Commerce Commission, on March 4, 1974 and March 5, 1974 at 9:30 a. m. and 7:00 p, m. in the Federal Courthouse in Pittsburgh. Letter also stated that they were opposing this action and urged the Washington County Commissioners to assist them in preventing the abandonment of this important spur line. Chairman stated he had received a letter from the Redevelopment Authority regarding this matter and that they had made a wr presentation at the Railroad Hearing in Pittsburgh. Said letter stated that if the Commissioner of Washington County agreed with their statements and comments, they would incorporate them in a report for the Commissioners endorsement. Chief Clerk read letter dated March 4, 1974, from John R. Fantz, Administaator of the Washington - Greene County Mental Health/Mental Retardation Program regarding the promoti and salary increase of Mr. Alan Kantz. Chairman Flynn stated that the Board had agreed had taken previous action on this matter. Chief Clerk read correspondence from Commonwealth Exterminating dated, March 4, 19VI regarding the existing pest bird problem on the Courthouse. Said letter recommended "bird proofing" the present roosting area of the building, using a non -toxic repellent. Chairman suggested that Mr. Anthony Bevec contact a local exterminating service. No action was taken on this matter at present. Chief Clerk read letter dated March 1, 1974, from Timothy S. Nugent, Field Representative of the Governor's Justice Commission regarding the full-time assistant district attorney application, SW-178-72A, funded in part by the Southwest Region of the Governor's Justice Commission, which expired February 28, 1974, after the end of a twelve month period. Said letter asked if the Commissioners wished to seek continuation funding for a second year 1 n fl on this subgratd. PALUSO, COMMISSIONERS Chairman requested the Chief Clerk to contact the District Attorney's office to see what action was being taken on this. Chief Clerk read addendum to Contract with Cole- Layer -T rumble dated June 7, 1973, regarding Property Record, Cards. Chief Clerk stated that it is necessary that the Property Record Cards be updated, and the Cole- Layer -Trumble Company could supply this service for a one-time fee of $1, 000. 00. addendum with Moved by Mr. Jones, seconded by Mr. Paluso that the Board approve the/Cote-Layer- Trumble for services of Property Record Cards as per above for a one-time fee of $1, 000. 00. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk informed the Board of a Rental Agreement for the Recorder of Deeds Office regarding the ordering of a Documentary Tax Machine from Pitney Bowes. The rental aggeem stated that Washington County would be responsible for $20. 00 rental per month payable quarterly for the machine base, and that the Commonwealth of Pennsylvania would be responsible for all the costs in connection with the head that goes with the machine. Moved by Mr. Jones, seconded by Mr. Paluso that the Board of Commissioners approve and execute the rental agreement for the Documentary Tax Machine for the Recorder of Deeds office as per above. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn -Yes. Motion carried unanimously. Chief Clerk read copy of letter addressed to Frances Pagae, Secretary, Borough of �I Centerville from the Department of Environmental Resources in regards to a Stream Improvement Project - Borough of Centerville. Said letter included a list description of the proposed improvements. Chairman stated that no request had been made to the Commissioner and therefore, no action would be necessary on this matter. Chief Clerk read letter from Metro Petrosk,, Jr. , Director, Office of Human Service regarding Foster Home Reimbursement. Said letter mentioned the previously approved reimbursement rate on February 21, 1974, and also mentioned that he had received additional information which affected the foster home program in general. Therefore, Mr. Petrosky requested the Board of County Commissioners withhold the payment $25. 00 (County share paid; to the foster home proprietors) for all individuals who now or will be eligible for the SSI Program, until he could meet with the Commissioners and explain this action and other - problems. It was suggested that Mr. Gilmore research these questions so that this information would be available to the people who petition for the Home Rule Study Commission. Meeting adjourned.
