PALUSO, COMMISSIONERS �i J Minute No. # 111 Office of the County Commissioners Washington, Pa. , March 21, 1974 The Board of County Commissioners met in regular session with the following members being present: Commissioners Jones, Paluso, and Flynn. Also present being: Chief Clerk and County Administrator Whalen; Administrative Assistant Crouse; County Solicitor Bigi; Controller Mascara; Deputy Controller Daniels; Coroner Jackson; Mr. Herman Bennett, General Chairman, Washington County History and Landmarks Foundation; Mr. Bob Robertson of The Observer -Reporter; Mr. John Merdian - WJPA; Mr. Earl Bugaile - WKEG; Mrs. June Lilley of The Daily Notes; and Mrs. Edwards of The League of Women Voters. Meeting called to order by Chairman and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. Me, each member having x-ecei.ved a copy. as read. Moved by Mr. Jones, seconded by Mr. Paluso, that Minute No. #110 be approved, Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk informed the Board of a Civil Defense meeting concerning the Energy Crisis to be held on Tuesday, April 2, 1974, in Indiana, Pa. Commissioner4ones stated he would be attending this meeting. Reports: None Old Business: Chief Clerk reviewed letter dated January 17, 1974 from Mr. Herman Bennett, General Chairman of the Washington County History and Landmarks Foundation. Said letter; i which was tabled in Minute No. #110, requested permission to use the Park on August 5th-17th for the "Whisky Rebellion" Pageant, and also requested permission to charge a nominal fee for admission to the Pageant. It was suggested by Chairman Flynn that the Commissioners and Mr. Bennett get together after the meeting to try and resolve this matter. Correspondence: Moved by Mr. Jones, seconded by Mr. Paluso, that the following bills be authoriz for payment: 1. Washington -Greene Community Action Corp. first quarter allocation - $5, 000. 00 2. Gene P. Amanati, Raaltor Chartiers Creek Flood Control Project - $950. 00 294 MINUTE BOARD OF COUNTY COMMISSIONERS , WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES, JR., EDWARD M. PA4USO, COMMISSIONERS 3. Washington -Greene County Tourist Promotion Agency Amount: $6,175. 00 Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes Motion carried unanimously. Chief Clerk read letter dated March 6, 1974 from Secretary Wohlgemuth of the Department of Public Welfare informing the Board that the Department had been authorized to refund the amount of $100, 843 in unspent drug and alcohol funds carried over from fiscal year 1972-73. Said letter also stated that these funds would be included in Washington County's fourth quarter Mental Health/Mental Retardation allotment, which is planned to'be released by April 1, 1974. Chief Clerk read letter dated March 18, 1974 from the Mon Valley Health & Welfare Council, Inc. regarding the recent designation of the Council as the Area Agency on Aging (AAA) for the Pennsylvania Department of Public Welfare's Bureau for the Aging Planning and Service Area (PSA) 08. Said letter extended an invitation to the Board or a designee to become a part of this Council. Moved by Mr. Jones, seconded by Mr. Paluso that the Board approve the appointment of Mr. Metro Petrosky, Director of Adult Welfare, as a representative to the Council. Roll call vote taken: Mr. Jones _ Yes; Mr. Paluso - Yes; Mr. Flynn - Yes Motion carried unanimously. Chief Clerk informed the Board that the Public Utility Realty Tax Report for the County of Washington has been filed with the Pennsylvania authorities in accordance with the provisions of the act. Chief Clerk read letter dated March 12, 1974 from Fallowfield Township regarding the Ebenezer Covered Bridge. Said letter advised that the Board of Supervisors, Fallowfield Township had no objection to the relocation of the Ebenezer Covered Bridge from it's present site in Fallowfield Township to a place of Washington County's discretion. It was suggested by,the Board that this matter be referred to the legal department for further action. Chief Clerk read letter addressed to Mr. John Clark, Executive Director of the Bureau of Employment Security, from Commissioner Flynn in regards to Manpower services. Chairman Flynn requested that Mr. Whalen read a letter dated March 14, 1974 from J. Terrell Whitsitt, Assistant Regional Director for Manpower. Said letter stated that the Washington County Commissioners had been designated as a prime sponsor to carry out comprehensive Manpower activities within the jurisdiction certified. Mr. Flynn stated that as of July 1, 1974, Washington County will be handling all of the Manpower graining Programs, and these u 1 u programs will go under the Offices of the Washington County Commissioners and the direct idilUUTE ■ ■ 295 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Chairman Flynn also stated that the Bureau of Employment Security will no longer have the responsibility of administering these acts. Chief Clerk then preceded to read a letter from the U.S. Department of Labor stating that in President Nixon's letter of February 6, 1974 he had directed the Secretary of Labor to assist the Washington County Commissioners in implementing the new Comprehensive Employment and Training Act (CETA) with all available resources of the Manpower Administration. Target date for achieving a fully operational program was set for July 1, 1974. Moved by Mr. Jones, seconded by Mr. Paluso, that the following names be appointe&as temporary Field Registrar's for the forthcoming Primary election to be held on May 21, 1974: Tom Puglisd Mr. Flynn Joan Douglas Emily Statka - Mr. Jones Bea Angerman Norma Jones - Mr. Paluso Elizabeth A. White Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes Motion carried unanimously. Chief Clerk read telegram from Congressman Thomas E. Morgan announcing the approval by the Environmental Protection Agency of a grant of $63, 500. 00 to the California Borough Sanitary Authority. The grant is authorized by Section 206 of the Federal Water Pollution Control Act Amendments of 1972, which provides reimbursements to local communities for projects completed between 1966 and 1972 Chief Clerk read letter dated March 14, 1974 from Edward Fibbi, Director of Mon Valley Area Vocational -Technical School, thanking the Commissioners for the Data Process equipment which was donated to their school. Also enclosed was an inventory listing of the equipment they had received. Chief Clerk read memo dated March 14, 1974, from William Sember of the Washington County Planning Commission regarding the Mon Valley Transit Study. Mr. Semb stated that he would be speaking to the Mon Valley Council of Governments on Thursday, Mar 21, 1974 concerning the above mentioned study. His purpose at this meeting is to explain the complexities of setting up such a Program and action needed to obtain planning monies. Chief Clerk read another memo dated March 14, 1974 from Mr. Sember regarding the Rodent Control Program. Mr. Sember had been requested by CommissionersJones to investigate the possibility of obtaining funds under this program to possibly assist communitie: in Washington County. Said memo requested a meeting with the Board of County Commissioners in the near future to discuss some of the Program's highlights. PALUSO, COMMISSIONERS Chief Clerk read a memo dated March 18, 1974 from Mr. William Sember giving notice that the meeting date of the regularly scheduled Planning Commission meeting had been changed from Thursday, March 28, 1974 to Wednesday, March 27, 1974. Reason given for this change was to enable representative from the Southwestern Pennsylvania Regional Planning Commission to make a presentation to the County Planning Commission regarding regional development and transportation plans. The presentation to the County Planning Commission will be a prelude to a County -wide meeting to be held on April 15, 1974 at Washington & Jefferson College. Chief Clerk read communication dated February 18, 1974 from the National Association of Counties which was in regards to the Mandatory Petroleum Allocation Regulations which became effective January 15, 1974. Mr. Whalen stated that this matter would be covered in Commissioner Jones meeting on April 2, 1974 at Indiana, Pa. Chief Clerk also read a bullentin dated March 13, 1974 from the National Association of Counties concerning County Action Coalitions. The Association asked for representation from Washington County for four (4) meetings to be held in Washington, D. C. in April. Specific dates are as follows: April 3 - Transit Funding Rally April 4 - Community Development Rally April 17 - ;Manpower Funding Rally April 18 - Rural Development Rally Moved by Mr. Jones, seconded by Mr. Paluso that the Board approve�,tppointment of a representative to attend the above listed meetings. Chief Clerk read letter dated March 18, 1974, from Zeman and Zeman regarding the Flood Protection Project. Said letter enclosed a copy of a letter received from the Bureau of County Collections regarding the Pennsylvania: Realty Transfer Tax exemption relative to, acquisition of easements. Letter of March 18 suggested that in order to avail itself of the exemption, the County should adopt a resolution of condemnation, even though a negotiated purchase is in prospect. It was suggested by the Board that the legal department should prepare a resolution concerning this matter. Chief Clerk read a second letter dated March 18, 1974 from Zeman and Zeman confirm the fact that Columbia Gas was provided with a set of appropriate prints for the proposed Chartiers Creek Flood Protection Project in March of 1973. Chief Clerk informed the Board of a request made by Mr. Michael C. Standish concern a delinquent tax twtice. Mr. Standish had discussed this matter with Chairman Flyi gn and Mr. Whalen and asked that he be exonerated from paying the $9.18 penalty tax. Mr. Whalen stated thatr'this was a case where the property transfer occurred after the tax duplicates had been closed for the year. Chief Clerk reviewed correspondence dated March 15, 1974 concerning the Governor's Justice Commission's third quarter allocation in 1973. It was noted in the last meeting that the Volunteers In Probation Program had not received their funding under the Governor's Justice Commission. Mr. Whalen was pleased to announce that a check had arrived for $1, 578 and that the director had been paid the back salary. (Authorization to Advertise) Moved by Mr. Jones, seconded by Mr. Paluso that the Washington County Commissioners be authorized to advertise for bids for one (1) 1974 four -door sedan and one (1) 1974 1/2-Ton pickup trupk. Said bids to be received in the office of the County Controller until 11:00 a.m. Prevailing Time, Thursday in the Office of the County Commissioners. Chief Clerk read letter addressed to Mr. Eugene Tenaglia from the Department of Transportation dated March 18, 1974 in reference to a meeting held July 10, 1973 at the residence of Mr. Clair S. Hamilton concerning the Wright No. 22 covered bridge carrying Township Road 802 over the North Branch of Pigeon Creek. Said letter was forwarded for approval of one (1) set of plans and profiles indicating in blue relocated Township Road 802 and the drive connection to the existing Wright No. 22 covered bridge. Mr. Whalen also stated that PennDott had agreed that they will construct the access to the bridge as a part of the relocation program. Solicitor: County Solicitor Bigi presented two (2) tax refunds to the Board for their consider and approval. PALUSO, COMMISSIONERS 1 1 Moved by Mr. Jones, seconded by Mr. Paluso, that the Washington County Commissi approve and execute an Agreement between the County of Washington and Jack and Norma Jone: concerning the demolition of one (1) metal barn situate in Nottingham Townhhip. Roll call vote taken: Mr. Jones -Yes; Mr. Paluso - Yes; Mr. Flynn - Yes Motion carried unanimously. Solicitor Bigi submitted the following resolution regarding the Washington International Truck Sales & Service, Inc. WHEREAS, Washington International Truck gales & Service, Inc. was a successful bidder to provide a four-wheel drive patrol vehicle to the County of Washington, March 29, 1973: and, WHEREAS, due to conditions beyond the control of the bidder, he was unable to perform the contract within the time specified in the bid; and, WHEREAS, he has informed the County he can now fulfill said bid; and, WHEREAS, the County is still in need of the vehicle described in said bid specifications; NOW THEREFORE, the County of Washington hereby resolves to extend the period of time during which the above named bidder is required to perform pursuant to his bid until 1974, subject to all of the specifications and prices of the original bid. Moved by Mr. Jones, seconded by Mr. Paluso that the above Resolution in regard to the Washington International Truck Sales & Service, Inc. be adopted by the Board of Wash County Commissioners.
