PALUSO, COMMISSIONERS Minute No. #112 Office of the County Commissioners Washington, Pa., March 28, 1974 The Board of County Commissioners met in regular session with the following members being present: Commissioners, Jones and Paluso. Absent being: Commissioner Flynn. Also being present: Chief Clerk and County Administrator Whalen; Administrative Assistant Crouse; County Solicitor Bigi; Deputy Controller Daniels; Court Administrator Posner; Paul Carson of the Observer -Reporter; Grant Leisch of the Brownsville Telegraph; Dennis Poziviak of the Monongahela Daily Herald; Mrs. June Lilley of the Canonsburg Daily Notes; Jack Merdian of WJPA; Earl Bugaile of WKEG; Mrs, Miller and Mrs. Edwards of The League of Women Voters; Mr. Joseph J. Kuchera and Mr. Buney of "Save Our Guard. " Meeting called to order by Acting Chairman and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mr, Flynn - Absent. Acting Chairman asked if there were any corrections, additions, or omissions to Minute No. #111, each member having received a copy. as read. Moved by Mr. Paluso, seconded by Mr. Jones, that Minute No. #111 be approved Roll call vote taken: Mr. Paluso - Yes; Mr, Jones - Yes. Motion carried unanimously. Reports: None Old Business: None Correspondence: Chief Clerk informed the Board of the following check from the Commonwealth of Pennsylvania: (Bills) 1. Public Welfare - Protective Services for the month of September - December 1973 Amount: $13, 125. 66 Moved by Mr. Paluso, seconded by Mr. Jones, that the following bills be authorized for payment: 1. Washington County Overall Economic Development Committee - and Public Employments Program's- lst quarterly payment $4, 805. 75 for O. E. D.P. ; and P. E. P. - $1, 572. 75. 2. Washington County Agricultural Home Economics Extension Service -_$5, 000. 00 3, Nottingham Township Supervisors- An agreement signed by the Commissioners and the Supervisors on the 3rd day of August 1970 - $1, 100. 00 MINUTE BOOK 303 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES; JR., EDWARD M. FALUSO, COMMISSIONERS 1 11 Roll call vote taken: Mr, Paluso - Yes; Mr. Jones -Yes. Motion carried unanimously. Chief Clerk reviewed the memo dated March 25, 1974, from The Washington County Industrial Development Agency. Chief Clerk stated that proposed abandonments in our area would directly affect certain industries in Washington County. County Commissioners, in the past, have authorized Mr, Keery McAmbley, Director of the Washington County Industrial Development Agency, to appear at a public hearing in Pittsburgh, and his office was represented in Washington, D.C. on March 20, 1974. The Board asked Chairman Bloom to make every effort to protect rail facilities in Washington County, which under the reorganization act, would be scheduled for abandonment. Chief Clerk read letter dated March 25, 1974 from the Southwestern Pennsylvania Regional Planning Commission acknowledging receipt of a copy of Commissioner Flynn's correspondence to J. Terrill Whitsitt, Assistant Regional Director for Manpower, United States Department of Labor, dated March 14, 1974. Said letter indicates Washington County's intent to assume sponsorship of a manpower program authorized by the Comprehensive Employment and Training Act of 1973. Chief Clerk then read letter dated March 18, 1974, from B. Kirk Holman, Ways and Means Chairman of the California Public Library, Mr. Paluso suggested that the letter be treated as a request for a donation to reopen the library. Said letter is to be answered to ask for a commitment on the opening date. Chief Clerk then discussed the letter dated March 20, 1974, from Philip T. McGee, Chief of the Planning and Grants Section of the Division of Solid Waste Management, Department of Environmental Resources. Chief Clerk recommended that the Board authorize Mr. Sember, Executive Director of the Planning Commission, to file application for planning assistance. Moved by Mr. Paluso, seconded by Mr. Jones, authorizing the Washington County Planning Commission to make application for supplementary funds for the Solid Waste Management Planning Program. Roll call taken: Mr. Paluso - Yes,; Mr. Jones - Yes. Motion carried unanimously. Chief Clerk next read letter dated March 18, 1974, from Charles Negro, Chairman of Streets and Sewers Committee of the Borou&h of New Eagle, regarding the problem of controlling storm water. New Eagle Council feels that there are three areas which, when controlled, could do a great deal toward alleviating the problem. Storm sewering from Walnut Street to Chess Street. 2. Storm sewering from Main Street to Railroad Street 3. , Storm sewering from Fourth Avenue to Second Avenue The Council of New Eagle asked the Commissioners to consider granting the Borough $10, 000. 00 from its Liquid Fuels Fund Allocation. Chief Clerk suggested that this matter be carried over to the next meeting, under the heading of Old Business. Chief Clerk then read memo dated March 20, 1974, from William P. Sember of Washington County Planning Commission. Said memo stated.that Mayor Stewart has been informed that approval, with a few minor modifications, has been received from the Urban Mass Transit Administration for the Washington Area Transit Study. In addition, Mr. Sember was informed by PennDot that correspondence is on the way indicating their approval and financial participation in the project. Mr. Sember assumes that planning work can begin within a month. New Business: (Field Registration) Moved by Mr. Paluso, seconded by Mr. Jones, authorizing field registration date for Donegal, West Finley, .East Finley, Blaine, and Buffalo Townships to be held at the Donegal Township building, the week of April 15, 1974, date to be set by the Election Office today, March 28, 1974. Roll call taken: Mr. Paluso - Yes; Mr, Jones - Yes. Motion carried unanimously. Solicitor: County Solicitor Bigi read the following resolution regarding the Borough of Allenport Overlook Redevelopment Project: WHEREAS, the Planning Committee of the Borough of Allenport has certified the area known as Allenport Overlook Redevelopment Project a description of which is attached hereto, and I i WHEREAS, the Redevelopment Authority of the County of Washington desires to undertake the development of said area, and WHEREAS, the Redevelopment Authority of the County of Washington wishes to obtain financial assistance from the Commonwealth of Pennsylvania in the amount of Twenty-five Thousand, Eight Hundred and Fifty ($25, 850) Dollars, and WHEREAS, the Redevelopment Authority of the County of Washington has prepared the attached Application for Redevelopment Assistance Grant*, Form DCA-20; NOW, THEREFORE, be it resolved that the Redevelopment Authority of the County of Washington be and is authorized to file the attached Application for Redevelopment Assistance Grant, Form DCA-20; for a grant in the amount of Twenty-five Thousand, Eight Hundred Fifty ($25, 850) Dollars, in order to further the redevelopment area as certified by the Planning Committee is hereby approved for redevelopment. And it is further resolved that the housing needs Borough of Allenport can best be met by the expenditure of State funds allocated under the Housing and Redevelopment Law of 1949, as amended, in the clearance of slums and the redevelopment of blighted areas. *Planning Advance r C 0 MINUTE BOOK 305 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Motion carried unanimously. Mr. Buney and Mr. Joseph J. Kuchera made brief remarks concerning "Save Our Guard", and they are to prepare a suggested resolution to be presented at the next meeting.
