PALUSO, COMMISSIONERS J Minute No. 115 Office of the County Commissioners Washington, Pa., April 18, 1974 The Board of County Commissioners met in regular session with the following member; being present: Commissioners Jones, Paluso and Flynn. Also present being: Chief Clerk County Administrator Whalen; County Solicitor Bigi ; Controller Mascara; Deputy Controller Daniels; Mrs. Norma Somales, L. P. N. , President Bertha Brown Division LPNAP; a representative of WJPA ; Mr. Bob Robertson of The Observer -Reporter; Mr. Earl Bugaile - WKEG; and Mrs. June Lilley - Daily Notes. Meeting called to order by Chairman and roll call taken: Mr. Jones - Present; Mr. Paluso - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or _(emissions to Minute No. 114, each member having received a copy. read. Moved by Mr. Jones, seconded by Mr. Paluso, that Minute No. 113 be approved, as Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Reports - None Old Business: Chief Clerk read the following resolution regarding the Licensed Practical Nurse A ssociation: WHEREAS, the Licensed Practical Nurse Association of Pennsylvania has proclaimed the week of April 21 - 28, 1974 as Licensed Practical Nurse Week and; WHEREAS, the County Commissioners of the County of Washington do believe that Licensed Practical Nurses provide a service of great benefit in the County of Washington and; WHEREAS, the Commissioners of the County of Washington believe that it is in the best interest of the citizens of the County that the Licensed Practical Nurse profession is duly recognized and that their cause is furthered; THEREFORE„ be it resolved by the Commissioners of Washington that the week of April 21 28, 1974 is hereby proclaimed Licensed Practical Nurse Week in the County of Washington. (The Commissioners then presented the resolution to Mrs. Norma Somales, L. P. N.) Chief Clerk reviewed a letter dated April 9, 1974 from Charlotte K. Lane, Executive Director of the Washington -Greene Co. Tourist Promotion Agency. Said letter was in regards to the National Pike Festival May 4th and May 5th which was tabled in the last meeting. Said letter stated that they had had some unexpected expenditures and requested permission to apply for $1, 000. 00 for the extra expenses incurred in this Bicentennial Project. Moved by Mr. Jones, seconded by Mr. Paluso that the Board authorize the $1, 000. 00 9122 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, FRANK JONES. JR., EDWARD M. PALUSO, COMMISSIONERS allocation for the National Pike Festival May 4th and May 5th. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Paluso requested the Board reconsider the authorization of printing pamphlets for the Home Study. Chairman stated that he was in favor of the Charter Study Commission, but suggested that this matter be further discussed and held in abeyance. It was also suggested that Mr. Paluso get an estimate concerning the expense of printing the pamphlets before the Board proceed with further action. Correspondence - Mr. Whalen Chief Clerk informed the Board of the following check from the Commonwealth of Pennsylvania: (Bills) Mon Valley United Health Services, Inc. For the Month , of October 1973 Amount: $3, 298. 25 Moved by Mr. Jones, seconded by Mr. Paluso, that the following bills be authorized for payment: 1. Wallover & Mitchell, Inc. - $32, 250. 00 RE: Architectural services 2. Anderson Transfer - $1, 520. 81 RE: Moving expense, Gene Chellan Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. In reference to the bill submitted by Wallover & Mitchell, Inc. , Mr. Paluso stated that he understood that there were certain procedures concerning the architectural services - one of them being a formal approval on work done to date. He stated he believed the proper procedur to be that they adopt a certain amount of work and then authorize payment. Mr. Paluso had asked Solicitor Bigi to research this matter. Chairman stated that according to the contractur agreement the specific amount of work done was stated. Chief Clerk then read a portion of the invoice for architectural services. Further discussion was held. Moved by Mr. Jones, seconded by Mr. Paluso that the Board approve. and review the provisions of the contract concerning architectural services by Wallover & Mitchell, Inc. FLYNN, FRANK JONES, JR., EDWARD M. PALUSO, COMMISSIONERS J Chief Clerk informed the Board of a letter dated April 15, 1974 from the Juvenile Court Judges' Commission regarding an application for Grant -in -Aid for Juvenile Probation services. Mr. Whalen stated that one of the conditions for the Grant -in -Aid was that the Probation officers be granted an increment in their annual salary from $ 9, 454 to $9, 923 per year. This raised a question since last year, in connection with the contract with the Service Employees International Union by complying with the Juvenile Court Commission grant, the total salary adjustments for the Juvenile Probation Officers exceeded the three-year package for all the other county employees; and it was by agreement with the S. E. I. U. that those employees not be entitled to any further increments during the year of 1974 or 1975. The issue was raised with the Attorney General and in part he replies "in terms of County Grant partic- ipation, we cannot approve of deviation from the salary -increment structure contained in our 1973 and 1974 "Grant Instruction Booklets". Chairman suggested that this matter be tabled until the Board could consult with the representatives of the S. E. I. U. Chief Clerk read letter dated April 15, 1974 from the Bureau of Health, Washington, P concerning Pigeons and Nuisance Bird Control.. Said letter enclosed a copy of alletter from from the Commonwealth Sanitation Company with their new proposal. In accordance with the proposal, the Bureau of Health submitted the following breakdown of costs and requested the Commissioners written approval of same: Yearly Borough of East Washington $ 235 Washington County 315 Washington School District 475 City of Washington 475 Moved by Mr. Jones, seconded by Mr. Paluso that the Board enter into a contract to help with the financial liability of controlling the birds. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read an invitation to attend the all -day Western Pennsylvania Regional Governor's Health Conference and Hearing to be held on Thursday, April 25, 1974 at the Civic Arena, Washington Place in downtown Pittsburgh. Chairman stated that Mr. Whalen will be serving on the Governor's panel. Chief Clerk read letter dated April 10, 1974 from J. Kenneth Willison, Jr. Associate Broker of the Pennsylvania State University. Said letter was to thank the Commissioners for permitting the Real Estate Class in the Court House on the night of April 3, 1974. Chief Clerk read a request from the 408th General Supply Co. , Army National Guard of Pennsylvania dated April 10, 1974. Request was for Use of Building and Area as Alternate Assembly Area in the event of a nuclear attack or other circumstances would prevent the use of their primary assembly area. Chief Clerk informed the Board of the final registration dates at the Court House: Saturday April13, 1974 Friday April 19, 1974 Saturday April 20, 1974 Monday April 22, 1974 9 a. m, to 1 p. m. 9 a. m, to 9 p. m. 9 a. m, to 1 p. m. 9 a, m, to 9 p. m. Chief Clerk read letter dated April 10, 1974 from the Court of Common Pleas, Media, Pa. regarding the Commonwealth v. W. A. "Tony" Boyle. Said letter stated that they appreciated the, additional $50, 000 which would be used for outstanding debts concerning the trial. Chairm Flynn requested that Mr. Whalen read a letter dated April 7, 1974 from Judge Diggins request- ing the additional $50, 000. Chairman stated that he had been sent an accounting of the expenditures from Judge Diggins and asked Controller Mascara if he was satisfied with the results. Mr. Mascara stated he was totally pleased with the assistance and accurate records given by the- Judge's and their staff. Moved by Mr. Jones, seconded by Mr. Paluso that the Board approve the forwarding of the additional $50, 000 to be used for outstanding debts concerning the trial. Roll call vote taken: Mr. Jones - Yes; Mr. Paluso - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read telegram from Congressman Thomas E. Morgan announcing that the Office of Management and Budget has approved submission of the work plans for the Cross Creek Watershed Project to the House of Public Works Committee. Total cost of the Project is $4, 045, 000 and the federal share would be $1, 903, 000. Chairman stated that there were a series of dams- in the park plans but the major one was the 250 acre multi -purpose dam, and the estimated cost for bur County is $600, 000 plus. This matter is in the House Public Works Committee in the United States Senate and once it is approved they could possibly break ground by this winter or early next spring. Chief Clerk read letter dated April 9, 1974 from Peter J. Daley, Mayor California Borough. Said letter stated that they have received four positions under the Washington Public Employment Program and these positions are to be terminated May 4, 1974. In their letter they also requested that Mr. Robert Harris, who has filled one of the positions as a California Borough Policeman for over two years, be considered as an applicant for a vacancy in the law enforeement or probation field in Washington County. Solicitor• (Resolution) Solicitor Bigi presented to the Board for their consideration a resolution authorizing 1 Il and directing its Special Solicitor for the Chartiers Creek Flood Protection Project to file a MINUTE BOOKS 04D BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA _ MICHAEL R. PALUSO, COMMISSIONERS a Praecipe for a Rule to show cause why a Writ of Possession should not be issued for premise owned by Donaldson Supply & Equipment Company and Silvio & Fern Tonti and Matt & Rita Skittle; also that the Board of Washington County Commissioners pay compensation in the amounts of $14, 400. 00 and $1, 200. 00 . Moved by Mr. Jones, seconded by Mr. Paluso that the foregoing resolution be adopted; said action based upon the recommendations of Solicitor Bigi.
