Office of the County Commissioners
Washington, Pa., May 30, 1974
The Board of County Commissioners met in regular session with the following
members being present: Commissioners Jones, Paluso, and Flynn. Also present being:
Chief Clerk and County Administrator Whalen; Administrative Assistant Crouse; County
Solicitor Bigi; Mr. Dave Daniels, Deputy Controller; Mr. Frank Mascara, Controller;
Mrs. June Lilley of The Daily Notes; Mr. Jack Merdian - WJPA; Mr. Earl Bugaile -
WKEG; Mr. Dave Budinger of The Observer -Reporter; Mr. Kelanic - WWVA; and Ms.
Helen Miller of The League of Women Voters.

Old Business:
Chief Clerk informed the Board of correspondence from Mr. Joseph Muscaro,
Director of Elections requesting permission to have Phil,qLena Chuey to work on the
Re -Count Board to total completed votes recorded in the books, on the adding machine.

authorized to work on the Re -Count Board to total completed votes recorded in the book:

Correspondence:
Chief Clerk informed the Board of the following checks:
1. Michael George - Receipts from Parks for May 14 through May 24, 1974
Amount: $722.50
2. Co. of Greene = Commonwealth of Pa. For the maintenance of Greene o.
Juveniles for the period from January 16, 1974 through April 30, 1974.
Amount: $825.00
Chief Clerk informed the Board of an Insurance Settlement received from Amanati
& Tucci for wind storm loss of a Barn at the Fairgrounds. Said Insurance Settlement
was for the amount of $6, 035. 00.
Moved by Mr. Paluso, seconded by Mr. Jones, transferrring the Insurance Settlemen
checks in the amount of $6, 035. 00 to the Grants and Gifts Account and then transferring
said amount to the Fair Board for the construction of a new Horse and Pony Barn at the
Washington County Fair -grounds.

Chief Clerk informed the Board of a "Thank You" letter from Mr. Sumner J. Ferris
thanking the Board for their donation of $500.00 to the California Library.
Chief Clerk read the following News Release from the Department of Parks and
Recreation: "Over 300 Boy Scouts of the Allegheny Trails Council (Iroquois District) will
be undertaking a conservation project at Mingo Creek County Park on Saturday, June 1.
The project will include stream improvement and trail building. The Scouts will be campi
in the park Friday and Saturday night along with doing their six (6) hour conservation pro-
ject on Saturday. The project will be under the supervision and direction of Tom Felak
of the ' Department of Parks and Recreation along with Bob Latshaw, Fred Bickerton, and
Bill Holt of the Allegheny Trails Council."
Chief Clerk read a letter from Mr. Flynn directed to Mr. Bernie Powers tellkng

Mr. Powers that the Board has contracted with the Diocese for the Summer Youth Work
Program. Said letter stated that the total amount of funds involved in this program is
$149, 500. The Department of Labor has advised the Board that 30% of these funds will
be Forthcoming by June loth. Mr. Flynn stated that hopefully the Board will receive
the remairrler of Title III funds shortly thereafter. Mr. Flynn asked Mr. Powers to tak
all necessary steps to initiate the Program by the 10th of June.
Moved by Mr. Jones, seconded by Mr. Paluso, for the County to contract with
the Pittsburgh Catholic Diocese for the Summer Youth Work Program in the total
amount of $149, 500.

Chief Clerk read correspondence from Mr. F. Earl Bowman directed to Mr.
Flynn under date of May 23, 1974. Said letter was in regards to the Primary Election
of May 23, 1974 in the 2nd Precinct of West Finley Township, mainly the handling of
the special ballots on the bond issue for the nursing homes of Pennsylvania. Mr. Bow an
stated that too many ballots were being distributed to each voter.
Mr. Whalen stated that Mr. Muscaro, Election Director, has been notified of this and
the matter will be checked out.
Chief Clerk read correspondence under date of May 24, 1974 from Mr. Michael
Ehler, Regional Director of Licensing for the Department of Public Welfare. Said letter
thanked Mr. Crouse for d[scvssing the County's plans for the construction of the new
Washington County Home facility with him (Mr. Ehler). Said letter further stated that
the Board is required to submit plans for the construction of the Washington County
Home facility for review by the Division of Health Facilities Planning and Construction,
Department of Health. Mr. Ehler stated that it is his understanding that the Comprehensive
Health Planning Association of Western Pittsburgh has approved the County's program,
however, there seems to be some minor confusion about the ratio of skilled to inter-
mediate care beds and that Mr. Crouse has agreed to pursue this question.

Chief Clerk read correspondence under date of May 28, 1974 from Mr. Leery
McAmbley. Said letter was in regards to the Railroad Line Abandonment Hearing calle .
by the Pennsylvania Department of Transportation at New Castle on Tuesday, May 28th.
Enclosed with the letter was a copy of the Testimony by Mr. McAmbley.
Chief Clerk read a memorandum from Mr. Charles Crouse. Said memo was
reference to the project for physical upgrading of the Prison facilities. The amount
which the County presently owes this account from the County funds is $8, 932. 00.

transferred from the Capital Reserve Fund and deposited into the G.J.C. Account.

Chief Clerk read correspondence under date of May 23, 1974, from Metro Petrosky,
Jr., Director, Adult Welfare Services, which stated that the operating budget for the
Protective Care Unit expires August 31, 1974. The total operating budget amounts to
$86, 551. 00 of which the County's contribution amounts to $21, 628. 00 (in -kind which totals
$20, 215. 00 and actual cash in the amount of $1, 413. 00). Correspondence further outlined
said proposed
operating budget.
Chief Clerk further stated that he
did authorize Mr.
Petrosky to go
ahead and submit
said program. If the Department
of Welfare approves
it, it will then come back to the County for approval in contract form.
(Pennsylvania Public Utility Commission)
Moved by Mr. Jones, seconded by Mr. Paluso, that the sum of $27, 000. 00 be paid
to PennDOT in accordance with the agreement and with the order of the Pennsylvania Publi
Utility Commission. These funds have been held in the Liquid Fuels Escrow Account
pending receipt from the subject order.

Chief Clerk read the following Telegram: "Urgent Public Hearing on House Bill 536,
Electronic Voting Systems. Place: House of Representatives Harrisburg, Pennsylvania, 10:30
a.m.. Your County Commissioners and if at all possible send a representative to speak
on behalf of the Bill. (Hearing to be held May 30, 1974)
Mr. Flynn stated that the designated parties have been notified of the Hearing.
Chief Clerk read a copy of correspondence from Mr. Robert Zeman, Special ,Counsel
under date of May 24, 1974. Said letter was in regards to the Chartiers Creek Flood
Protection Project - C.B.U.
Mr. Flynn stated that Mr. Zeman and Mr. Eugene Tenaglia, Engineer on the 28th of May
appeared on behalf of Washington County at the Canonsburg Zoning Hearing Board which w
to be held at the Council Chambers in the Canonsburg Borough Building at 8:00 p.m.

However the Zoning Board failed to appear and there was no hearing.
Chief Clerk read correspondence under date of May 28, 1974, from Clay Graham,
Land Acquisition Agent. Said letter was asking permission for Mr. Graham to be reim-
bursed for $35.00 for initiation and annual dues for the American Right -of -Way Association

Chief Clerk read correspondence under date of May 24, 1974, from Anderson
Transfer. Said letter was in regards to the total amount of the bid for moving the
Tax Assessment Office into its new office. Total amount for this project would be
$1, 775. 95.
Solicitor Bigi said this project shadd be bid upon. Mr. Flynn therefore gave Mr. Whale
advertise on the
permission to /bid on the project immediately.
Chief Clerk read a copy of correspondence from the Washington County PlAnninl
Commission under date of May 21, 1974. Said letter was in regards to L.R. 62233.

Said letter stated /the Washington County Planning Commission conducted an investigatioi
of L.R. 62233 between the Borough of North Charleroi and LR 62048. The findings of
the investigation were forwarded to PennDOT on January 2J, 1974. As a result, PennD
conducted an extensive study of this route. The total cost to remedy the hazardous
conditions on this roadway are estimated at $670, 200. However, the Planning Commiss
feels the request is justified and has, therefore, placed the project on their highway
construction program. Said letter further stated that it should be understood that the
project must now travel through a lengthy process before any action, can be taken.

Abel, Child Welfare Office. Said letter was requesting permission for Miss Louise A_be
and Mrs. Elizabeth Cowden, Caseworker to attend the Annual Meeting of the Pennsylvan
Council of Child Welfare Administrators at Seven Springs from Wednesday, June 19
through Friday, June 21, 1974.
Moved by Mr. Jones, seconded by Mr. Paluso, granting permission for Miss
Louise Abel and Mrs. Elizabeth Cowden to attend the Annual Meeting of the Pennsylvani
Council of Child Welfare Administrators at Seven Springs from Wednesday, June 19
through Friday, June 21, 1974.

Chief Clerk/a copy of correspondence under date of May 28, 1974, from the
City of Monongahela, Mayor T.A. Wilson. Said letter was in regards to the Catsburg
Mine Project Settling Basin. Said letter stated that the members of council and Mr.
Wilson were very dissappointed in the 'position the County Commissioners have taken.
Said letter also stated that the council does not wish to accept the Commissioner's
proposal.

Chief Clerk read a copy of correspondence under date of May 23, 1974 from Mr.
Bigi, Solicitor, directed to Ellsworth Borough Council. Said letter stated that the
Commissioners are greatly concerned with the Ellsworth Borough Council's objection to the
surface mining by KES Enterprises, Inc.; and the Board will join in them with the Council
Mr. Bigi stated that he is sending a letter to the Department of Environmental Resources
concerning said joinder.
Chief Clerk read correspondence under date of May 22, 1974 from Mr. Guy A. Kistler,
House of Representatives. Said letter was acknowledging the Board's support of House Bil
No. 536, which would provide for permissive legislation regarding the Computer Election
System's
type of
voting machine. Mr. Kistler stated that he has
advised his
Administrativ
Assistant,
Cindy
A. Park, to place this bill on the agenda of the
Committee
on State
Government, for consideration at its meeting tentatively scheduled for May 30, 1974.
Chief Clerk read correspondence under date of May 22, 1974 from Tina Wagner.
Said letter was a plea to the Board to extend free transportation to old people at Western
State Hospital. Chief Clerk stated that this letter will be forwarded to Mr. Metro Petrosk ,
Adult Welfare Office.

be authorized to advertise for bids for Paving Airport Road; and for the transfer of the

Chief Clerk informed all those present- at the Board meeting that the week of
and himself
June 23rd to June 28th, 1974 the Commissioners and Solicitor /would be attending the
Commissioner's Annual Convention in Harrisburg. Mr. Whal en stated that Mr. Bigi
would be unable to attend and therefore Assistant Solicitor David Gilmore will be taking
his place. Mr. Paluso ' statfed that h'e also will be unable to attend and he designated Mr.
Crouse, Administrative Assistant to the Commissioners to attend in his place.
_Mr. Flynn further stated that on June 3rd and 4th, 1974, the Commissioners and C
Clerk will be in New York to affix their signatures to the five million dollar Bond Issue. Mr
Flynn also stated that said monies are to be received on June 5th, 1974, in Pittsburgh.
